Po Pheo skillfully mobilizes people, quickly clears land

- Thanks to flexibility in mass mobilization work and the participation of the entire political system, the site clearance work for the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project in Po Pheo village, Hoang Viet commune, Van Lang district has achieved many positive results, contributing to speeding up the project implementation progress.

People signed a commitment to agree to relocate their houses to hand over the construction site for the Dong Dang - Tra Linh expressway project.

The Dong Dang - Tra Linh Expressway Project is a national key project that started in January 2024. The project has a total length of 93.35km, passing through districts of Cao Bang province and Van Lang and Trang Dinh districts of Lang Son province. In Van Lang district, the project passes through 3 communes (Tan My, Hoang Viet, Bac Viet), including 4 villages of Hoang Viet commune with a land area of over 35.8 hectares to be recovered. Po Pheo village is the village with the most affected area of 13.15 hectares.

Mr. Hoang Van Hung, Party cell secretary and head of Po Pheo village, said: The whole village currently has 96 households with 410 people. When the Dong Dang - Tra Linh expressway project was implemented, 75 households in the village had their houses and land affected. We determined that propaganda, mobilization and explanation work are key factors in creating consensus in land handover and project site clearance.

Accordingly, from the beginning of 2024, at the Party cell meetings, the Party cell executive committee has organized to disseminate and implement the directives of the superiors related to land acquisition and clearance work and assigned tasks to Party members and organizations to coordinate in propagating and mobilizing land acquisition and clearance; cadres and Party members have performed well the land acquisition and clearance work with the motto "exemplary vanguard Party members".

Ms. Dang Thi Hao, Po Pheo village said: Through the propaganda content at the Party cell meetings, I understood the State's policy and the significance of implementing the Dong Dang - Tra Linh expressway. Therefore, when the State announced the recovery of over 2,400 m2 of land, my family actively cooperated, created conditions for the inventory of land and assets on the land and proactively handed over the site to implement the project. In addition, as a Party member, I, along with many other Party members in the Party cell, actively propagated and mobilized households in the village affected by the project to hand over the site soon.

Along with that, the Village Front Committee established a propaganda team (consisting of 10 members) to mobilize people to hand over land to implement the project.

Ms. Ha Thuy Muoi, Head of the Village Front Committee, said: Taking advantage of lunch and evening hours, we "went to every alley, knocked on every door" to directly mobilize and explain to people the importance and significance of the project; organized propaganda integrated into the activities of organizations and mass organizations; grasped the thoughts, aspirations and opinions of the people, thereby promptly answering and removing difficulties and obstacles, contributing to speeding up the progress of site clearance to serve the project's construction.

In addition to direct propaganda to the people, the Party cell and the Village Front Working Committee also conduct propaganda through loudspeakers; the village's general zalo groups, the Party cell's zalo groups, etc.

With the synchronous solutions implemented, by the end of September 2024, the entire village had 75/75 households agreeing to hand over the land for the investor to implement the project with a total recovered area of 13.15 hectares. The households have received compensation and are moving to temporary housing to hand over the land for project construction.

Ms. Cao Thi Minh Hong, Deputy Director of the Land Fund Development Center of Van Lang District, said: Po Pheo Village, Hoang Viet Commune is one of the villages in the district with a large area of land recovered to construct the Dong Dang - Tra Linh Expressway project. In the past time, the Party Committee and the Village Front Committee have been very active in propagating and mobilizing people whose land is affected to hand over the site as soon as possible. Thanks to that, it has created high consensus and unanimity among the people, contributing to ensuring the project is implemented according to the set plan.

With the above efforts, in February 2025, Po Pheo village, Hoang Viet commune was honored to receive a certificate of merit from the Chairman of the Provincial People's Committee for its outstanding achievements in implementing the emulation movement "Speeding up the progress of site clearance for key projects of the province in the period 2022 - 2025".
