Loc Ha district (Ha Tinh) always focuses on increasing income in building new rural areas by focusing on developing production, building economic models, and creating jobs.
Building sustainable production models
More than a week ago, Ms. Nguyen Thi Chien in Huu Ninh village (Thach My commune) launched an organic pig farming model in a chain linked with Que Lam Group Joint Stock Company. To have this livelihood model, Ms. Binh registered to cooperate with the enterprise, visited and learned from experiences in other localities and boldly invested more than 90 million VND to build barns, buy 2 sows and 18-20 pigs (each litter). Pigs will be raised without antibiotics, lean meat additives, preservatives, or growth stimulants...
Ms. Nguyen Thi Chien (Thach My) built an organic pig farming linkage model to stabilize livelihoods and improve income.
Ms. Chien shared: “With the desire to have a stable livelihood, increase income, and improve family life, I chose to invest in raising organic pigs. According to the production plan, in the first 5 months of raising, I will have a profit of 600 - 700 thousand VND/pig/batch (buying piglets from Que Lam) and later will have a profit of 1,500 - 1,600 thousand VND/pig/batch when I have self-sufficient piglets and raise them for 6 months. In addition to aiming for clean products with good profits, I will link production with environmental protection, ensuring a sustainable development model.”
Quang Trung Mushroom Cooperative (Binh Loc) has an annual revenue of 2.3 - 2.5 billion VND, a profit of nearly 300 million VND, and creates jobs for 14 workers.
Ms. Chien's model is the 6th production model established this year in Loc Ha, bringing the total to 599 models (including 134 large models, 147 medium models, 319 small models). Typical examples include: Hien Tien melon in Thach Chau commune, Quang Trung mushroom in Binh An commune, commercial rice in large fields in Ich Hau commune, raising chickens with a scale of nearly 40,000 heads/batch by Tai Luc Cooperative in Binh An commune, raising pigs with a scale of 2,400 heads/batch by Tan Truong Sinh Cooperative in Thach My commune...
The commercial chicken farming model with a scale of nearly 40,000 chickens/batch of Tai Luc Cooperative brings in revenue of over 10 billion VND each year, with a profit of 1.5 billion VND.
These economic models have made an important contribution to changing business thinking from fragmented and small-scale to commodity production, promoting socio-economic development in localities and helping communes complete income criteria (criterion number 10).
Care for production development, sustainable poverty reduction
Mr. Phan Ba Ninh - an officer of the New Rural Office of Loc Ha district said: "To increase people's income as well as complete criterion number 10, in recent years, the whole district has focused on implementing dozens of policies and decisions to support and encourage production development and has achieved good, even and comprehensive results.
The most notable of which is Resolution No. 66/NQ-HDND dated July 22, 2022 of the People's Council of Loc Ha district on promulgating a number of policies to encourage agricultural and rural development, building new rural areas, civilized urban areas and developing OCOP products in the district for the period 2022 - 2025 and the project to restructure the agricultural sector associated with building new rural areas for the period 2022 - 2025".

Thanks to the good "absorption" of support policies, the production picture in Loc Ha has fundamentally changed. The total agricultural production area reaches 8,000 hectares/year, the structure of breeds and seasons has shifted positively, the average production value reaches 95 million VND/ha. Livestock is invested in a specialized, linked, and safe direction, and currently has nearly 11,000 buffaloes and cows, 10,000 pigs, and 290,000 poultry. Aquaculture reaches an area of 610 hectares, focusing on white-leg shrimp farming in the direction of high technology. Aquaculture exploitation activities have 349 boats, this year's catch strives to reach over 5,000 tons, for a value of over 300 billion VND...

Production development is also linked to labor training, job creation, and sustainable poverty reduction. Mr. Nguyen Ngoc Thach - Head of the Department of Labor, Invalids and Social Affairs of Loc Ha district informed: "Currently, the multidimensional poverty rate in the area is 2.6% (down 8.5% compared to 2016), near-poverty is 3.2% (down 7.6% compared to 2016). To achieve that result, on average each year the district opens 8-9 vocational training classes for 250-300 rural workers, bringing the rate of trained workers to nearly 79%. In addition to creating jobs for 1,600-1,700 workers/year, people are also encouraged to go abroad to work and currently there are 6,602 people abroad, sending back hundreds of billions of VND each year".
Mr. Phan Ba Ninh - an officer of the New Rural Area Office of Loc Ha district affirmed: "Thanks to the synchronous and effective implementation of measures and solutions to increase income and improve people's lives, up to now, all 11 communes have completed the income criteria. The average income per capita of the whole district in 2022 is estimated to reach over 46 million VND/person/year, an increase of 4.4 times compared to 2010; people in all communes have an income of over 40 million VND/person/year, especially the developed trade - service areas reach nearly 49 million VND/person/year".
