Pre-activated SIMs are openly and easily bought and sold on the market.
According to Mr. Pham Duc Long, recently, the Ministry of Information and Communications has been very determined in updating subscriber information, checking with documents in the National Population Database to standardize subscriber information.
Implementing the Prime Minister's direction on thoroughly handling the issue of junk SIMs and pre-activated SIMs, the Ministry of Information and Communications has issued a plan and directed the Department of Information and Communications to inspect compliance with the law on subscriber information management for telecommunications enterprises, telecommunications service providers, organizations and individuals registering a large number of SIMs.
Currently, there are 82 inspection teams (8 from the Ministry of Information and Communications and 74 from localities) with a total of 445 officers conducting simultaneous inspections nationwide of 8 mobile telecommunications enterprises, branches of 8 telecommunications enterprises, telecommunications service providers, and organizations and individuals registering a large number of subscriber SIM cards.
The objective of this large-scale inspection is to strictly handle the situation of taking advantage of and using other people's information to register subscriber SIMs; the situation of intentionally registering many subscriber SIMs to circulate on the market but not transferring the right to use.
The Deputy Minister of Information and Communications requested that inspection teams focus on clarifying existing problems and violations in the management of subscriber information arising during the registration and management of subscriber information and thoroughly handling the situations of taking advantage of and illegally using other people's information to register and activate SIMs in bulk; forging and modifying personal documents to register subscriber information; registering and activating SIMs in large quantities without proving the purpose of use... In particular, thoroughly handling the buying and selling of SIMs that have pre-registered subscriber information.
"Through this inspection, the inspection teams must clearly understand the list of SIM import agents and telecommunications service providers in the area, especially agents that import large quantities of SIMs and telecommunications service providers that register large quantities of SIMs.
In addition, it is necessary to clearly understand the time when SIM cards are activated in large quantities and released to the market in order to have measures to promptly check, inspect, handle and prevent, and not let SIM cards that have been registered and activated be sold to the market," Deputy Minister Pham Duc Long emphasized.
The Ministry of Information and Communications also recommends that telecommunications service users strictly comply with the law on subscriber information management; proactively go to telecommunications service providers to register their own subscriber information; do not buy SIMs that have been registered with information and activated, and do not use SIMs registered with information of other organizations or individuals to avoid legal risks when using SIMs that are not owned by the owner.
