With an e-commerce growth rate of 20% per year, Vietnam is ranked among the top 5 countries with the highest e-commerce growth rate in the world.

Directive No. 18/CT-TTg on promoting connection and data sharing to serve e-commerce development, combat tax loss, and ensure monetary security, which was just signed and issued by Prime Minister Pham Minh Chinh on May 30, clearly stated that in the context of the rapidly developing e-commerce market, there have been significant challenges in the management of e-commerce business activities, tax management, ensuring the principle of fairness, and risk management based on a large database platform...

With an e-commerce growth rate of 20% per year, Vietnam is ranked among the top 5 countries with the highest e-commerce growth rate in the world. According to the forecast of the Vietnam E-commerce Association, by 2025, the size of the Vietnamese e-commerce market could reach 49 billion USD, or even 57 billion USD, according to Google's forecast.

Despite the positive growth, according to experts, Vietnam's e-commerce market still faces many major obstacles in the following issues: online payment, order completion, attracting foreign investment, human resource development, the gap in e-commerce access between localities and an incomplete legal environment...

In particular, the increase in e-commerce activities through social networks such as Facebook, Zalo, TikTok... in recent years has left three major concerns: fraud and scams; trading in counterfeit, fake, and poor-quality goods; and tax evasion.

To address these issues, with Directive 18, one of the first things the Prime Minister requested the Ministry of Finance to do is to take the lead in developing a detailed plan on connecting and sharing data with the Ministry of Industry and Trade, the Ministry of Information and Communications, the Ministry of Public Security, the State Bank of Vietnam and relevant agencies to strengthen tax management of e-commerce business activities, cross-border digital product and service provision activities; develop standards and norms for connecting and sharing data. The deadline for completion is the third quarter of 2023 at the latest. To effectively manage e-commerce activities, according to experts, first of all, there need to be clear legal sanctions to bind the responsibilities of e-commerce platforms such as Shopee, Lazada, Tiki, TikTok Shop, etc.

Currently, the Ministry of Public Security has issued more than 81 million chip-embedded electronic citizen identification cards and about 30 million electronic identification accounts. If the data connection and reconciliation process take place well, along with the mandatory requirement of "personal identification" when conducting e-commerce transactions, the above problems will be greatly reduced. That will also help e-commerce platforms clearly understand the "seller - buyer" to have responsibility and appropriate solutions when incidents occur. This is also to build and strengthen user trust when participating in e-commerce activities.

E-commerce is a trend associated with the digital economy and digital society. In the immediate future, in order for this activity to take place in a healthy and fair manner, ensuring maximum benefits for consumers, the authorities must coordinate closely in managing as well as building mechanisms and roadmaps for the development of the Vietnamese e-commerce market.

Along with that, interconnectivity, data management and analysis, data sharing, reduction of administrative procedures, transparency in operations... These are mandatory requirements for current authorities for e-commerce to develop healthily, truly becoming the pillar of the digital economy in the coming time.
