Worthy of key project

In Binh Thuan, there are currently two LNG power projects with a total capacity of 4,500 MW, including: Son My I BOT Thermal Power Plant (capacity of 2,250 MW) and Son My II Thermal Power Plant (capacity of 2,250 MW). These projects belong to the Son My Power Center (Ham Tan district) and have been approved by the Prime Minister in the Power Plan VIII, and are identified as key national projects as well as those of the energy sector.

Up to now, the Son My I BOT Thermal Power Plant project has been approved by the Ministry of Industry and Trade for investment under the public-private partnership model and the competent authority has agreed in principle to assign the EDF - Kyushu - Sojitz - Pacific Consortium as the investor. Specifically, the investor consortium includes 4 units: Electricite de France SA (France), Kyushu Electric Power Co. Inc (Japan), Sojitz Corporation (Japan), Pacific Group Joint Stock Company (Vietnam). It is known that this project requires land use of 37.59 hectares, sea surface area of ​​36.77 hectares, expected to be completed and put into operation from 2028... Similarly, the Son My II Thermal Power Plant project has also been approved by the Ministry of Industry and Trade for investment under the public-private partnership model. The project's investor is AES Group (USA) with a land use requirement of about 49.61 hectares and is expected to be completed and put into operation from 2028.

The Son My LNG Port Warehouse project has been approved by the Provincial People's Committee for investment policy, and the investor is Son My LNG Port Warehouse Company Limited. The project has an area of ​​about 50 hectares for the construction of an LNG warehouse, an LNG import port with an expected water surface area for the seaport area, shipping channels, and pick-up and drop-off areas, pilotage, and quarantine of about 3,455 hectares. Regarding the project implementation progress, it is expected to be completed and put into operation in accordance with regulations by the first quarter of 2027...

It can be said that the Gas Thermal Power Plant and LNG Port Warehouse with the same name “Son My” are worthy of being key projects of the Vietnamese energy industry when the investor registered with a total capital of up to more than 5 billion USD. Particularly for Binh Thuan, these projects are also expected to promote the energy - electricity industry to grow strongly and soon become one of the green energy centers of the country.

Accelerate implementation progress

At this time, the investors of the two LNG power projects mentioned above are completing the Feasibility Study Report as required by the Department of Electricity and Renewable Energy before the Ministry of Industry and Trade approves it according to its authority and implements investment preparation steps according to regulations... The report of the People's Committee of Ham Tan district said that the total area for site clearance of the projects is more than 137 hectares, currently 100% of the area has been inventoried and examined for legality. At the same time, the Compensation, Support and Resettlement Council also approved the compensation and support plan for 117.88 hectares (reaching about 86% of the total implemented area).

In recent times, some difficulties and recommendations of the investors of the BOT Son My I Thermal Power Plant and Son My II Thermal Power Plant projects have always been considered and resolved by the local authorities, mainly regarding land issues. As a monthly event, the Provincial People's Committee has organized meetings to listen to reports and direct the acceleration of the site clearance progress of Son My 1 Industrial Park to promptly hand over the site and carry out land procedures for the projects according to regulations. At the same time, an interdisciplinary working group has been established to promptly guide and support the resolution of difficulties in the process of implementing land procedures, compensation and site clearance of Son My 1 Industrial Park...

To contribute to promoting the progress of project implementation, Binh Thuan will propose the Ministry of Industry and Trade to consider and approve the Feasibility Study Report for the Son My I, Son My II Power Plants and Son My LNG Port Warehouse projects. In addition, it will also propose the Ministry of Construction to appraise the detailed agreement on the location and scale of construction of wharves, access bridges, breakwaters, water areas, turning basins, ship channels to/from Son My LNG Port, pilot boarding and disembarking areas, quarantine and maritime signal systems, etc. Meanwhile, the locality will focus on directing the implementation of site clearance for Son My 1 Industrial Park, thereby ensuring sufficient land funds for investors of the Son My I, Son My II BOT Thermal Power Plants and LNG Port Warehouse projects before May 2025.
