The 2nd Conference of the Party Executive Committee of Central Party Agencies

Implementing the Regulations and Work Program for 2025, on the morning of March 31, in Hanoi, the Party Executive Committee of the Central Party agencies held the 2nd Executive Committee Conference, 1st quarter of 2025.

Mr. Tran Cam Tu, Politburo member, Standing member of the Secretariat, Secretary of the Party Committee of the Central Party agencies chaired the conference.

Mr. Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office, Permanent Deputy Secretary of the Party Committee and members of the Party Executive Committee also attended.

At the conference, delegates discussed and gave opinions on the Report on the results of the first quarter of 2025; the Party Committee's key tasks and solutions for the second quarter of 2025; the Plan to organize Party Congresses at all levels and establish subcommittees to serve the Congresses of Party Delegates of Central Party agencies; Outline of the draft Political Report to be submitted to the Congresses of Party Delegates of Central Party agencies for the 2025-2030 term; and the Party Committee's Action Plan for digital transformation.

Speaking at the conference, Mr. Tran Cam Tu highly appreciated the opinions that were contributed responsibly, wholeheartedly, and made valid contributions and voted to approve many important contents. He requested the Party Committee Standing Committee to direct the agencies and units to advise and assist in absorbing the opinions and perfecting the contents of the documents that have been unanimously approved for early promulgation.

Regarding the key tasks, Mr. Tran Cam Tu emphasized that there is not much time left until the 14th National Party Congress, and a huge amount of work is required for the entire political system, including the Party Committees of the Central Party agencies and the affiliated Party Committees. This reality requires a very high political determination, with strong innovation in thinking, approach, and working methods to successfully carry out the assigned tasks.

He requested that the subordinate Party Committees, especially the Party Committee Secretaries, heads of Party organizations, agencies and affiliated units, focus on leading, directing, concretizing and effectively implementing political tasks and Party building work in the entire Party Committee, including continuing to effectively implement the Resolution of the 13th National Party Congress; new resolutions, conclusions, directives and regulations of the Central Committee, Politburo and Secretariat.

Party committees at all levels continue to lead and direct the drastic implementation of Conclusion 121-KL/TW, dated January 14, 2025 of the 13th Party Central Committee on summarizing Resolution No. 18-NQ/TW, 12th tenure on streamlining the political system's apparatus and making it operate effectively and efficiently; must urgently complete the arrangement of the apparatus within each agency and unit; pay attention to the quality of the staff and ensure the regime for the staff affected by the arrangement; focus on leading and directing the drastic implementation of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and the Action Plan for digital transformation in the Party; promptly develop a specific, practical and effective Action Plan; enhance the responsibility of leaders in implementation.

Effectively deploy the Digital Transformation Project in Party agencies; ensure that strategic advisory agencies take the lead and set an example in digital transformation. Party committees at all levels focus on leading and directing the drastic implementation of the Party Committee's Action Program to implement the Central Committee's direction on the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more.

Regarding Party building, he noted the need to improve the leadership capacity and fighting strength of Party organizations and Party members; effectively carry out political and ideological education for cadres and Party members, propagate and mobilize cadres and Party members to strictly implement the Party's guidelines and policies, the State's policies and laws; strengthen leadership and direction in implementing the Party's inspection, supervision and discipline tasks; develop a plan to overcome the limitations and shortcomings pointed out by the Politburo and Secretariat's Inspection Delegation in the recent inspection; and continue to build a clean and strong Party.

Regarding the Party Congresses at all levels towards the 14th National Party Congress, Party committees at all levels need to thoroughly implement Directive 35-CT/TW and Conclusion No. 118-KL/TW of the Politburo on adjusting and supplementing a number of contents of Directive 35-CT/TW; the new conclusions of the Politburo on the Party Congresses at all levels towards the 14th National Party Congress; proactively and actively prepare to successfully organize the Party Congresses at all levels in the Party Committee, the first Party Congress of the Central Party agencies according to the roadmap, ensuring quality and progress, in which, the draft documents must be truly invested in creatively, not stereotyped, copied, concise, specific, easy to access, easy to implement; bearing the thinking of the agencies with the function of both advising and organizing the implementation of policies and guidelines at the strategic level.
