In 2024, the Ministry of Directing, Operating and Evaluating the Quality of Service for People and Businesses in Performing Administrative Procedures (TTHC) and Public Services in Real Time in the Electronic Environment of Quang Nam will always be in the top 20 or above.
As of December 23, 2024, Quang Nam scored 84.2/100 points, ranking 16/63 provinces and cities; in which the "Progress of resolution" index was in the "good" group, reaching 93.08%.
Many effective models and initiatives
Mr. Trinh Minh Duc - Director of the Department of Home Affairs said that the implementation of the emulation movement "Building a clean, healthy, open and transparent administrative environment" has created motivation and a vibrant competitive atmosphere with many models, initiatives and good practices in administrative reform (AR).
In 2024, implementing the emulation movement, agencies, units and localities have replicated many new models and solutions in administrative reform. The Provincial People's Committee also issued an official dispatch requesting the application and replication of 16 models, initiatives and good practices.
Hoi An City has 2 typical models that the province has proposed to replicate, including "Zalo OA Hoi An City connects the government with the people"; Applying information and communication technology, digital transformation to make automatic debt payments for services at Hoi An market.
Hoi An is also the leading locality in the delta districts in terms of the PAR Index in 2024. Mr. Nguyen Minh Ly - Vice Chairman of Hoi An City People's Committee said that in 2024, the City People's Committee used the results of assessment, ranking of PAR and the results of performing PAR tasks of heads of agencies, units and localities to consider classifying the completion of tasks.
At the same time, recognize emulation titles and reward collectives and individuals annually for agencies, units and localities. This has created initiative as well as monitoring the results of administrative reform implementation of units.
In 2024, Hoi An City received 31,022 records; the rate of records resolved on time reached 98.17%; the rate of documents exchanged in electronic form reached over 100%; the rate of documents using digital signatures reached over 98%; the rate of online public services reached over 93% (including part and whole process)...
At the Department of Construction, in 2024, the whole industry will have 9 new initiatives/solutions in administrative reform, of which 3 initiatives/solutions are proposed to be recognized as provincial-level initiatives.
Mr. Le Quang Hieu - Deputy Director of the Department of Construction said that the rate of early settlement of administrative procedures reached nearly 99.99% of the total of more than 60 thousand records received by the Department of Construction in 2024. In addition, all records and results of handling administrative procedures of the department are digitized, stored, and results are reused according to regulations (in 2024, the department digitized more than 52 thousand results of handling administrative procedures).
To achieve the above results, the Department of Construction has promoted the role of internal control and cross-control in administrative reform and handling of administrative procedures. At the same time, it has strictly implemented the procedures and regulations on receiving, handling and returning results of handling administrative procedures; issued a process to monitor the implementation of tasks with the consistent spirit of taking people and businesses as the center.
Resolutely build database
In 2025, the Department of Home Affairs has set out 14 key tasks for administrative reform. In particular, departments, branches and localities will review and have specific and practical solutions to create strong breakthroughs to improve the effectiveness of administrative reform tasks. Each unit will advise and approve a simplification plan for at least 50% of internal administrative procedures within the scope of its management functions...
Appreciating the efforts and cooperation of departments, branches and localities in implementing administrative reform tasks in 2024, Vice Chairman of the Provincial People's Committee Ho Quang Buu hopes that in 2025, each agency, unit and locality will continue to compete and learn to build Quang Nam's administration to be increasingly "streamlined, friendly and highly effective".
“The spirit is for the whole society and the whole political system to do administrative reform. I suggest that departments, branches, sectors and localities need to strengthen monitoring and control of administrative reform work using technology systems to create comparison, competition and mutual learning,” said Mr. Buu.
According to Vice Chairman of the Provincial People's Committee Ho Quang Buu, Quang Nam is moving towards "Proactive Public Administration" - proactively providing services to the people. The important task now is to focus on building a database. The whole province needs to carry out well the 90-day peak period of building a database launched by the Provincial People's Committee. Every week, the advisory agency needs to update the progress of each sector for the province to monitor and direct.
Recalling the experience of the 20-day peak period of digitizing civil status data, Mr. Buu emphasized: “The province launched a 20-day campaign but we completed the civil status data in just 10 days. This proves that we can do it, do it very well but do not do it. The sectors that build the database must be connected to VNeID and not just leave it in… warehouses. In the immediate future, we must focus on completing land data before June 2025; electronic school records data in April 2025; electronic medical records data before September 30, 2025”….
The Department of Science and Technology was assigned by the Provincial People's Committee to preside over the development of a pilot project for the "Proactive Administration" model in the province, expected to be put into operation by June 15, 2025. With this model, competent authorities will shift from a passive service mindset to a proactive one, meaning they will provide services themselves according to the requests of organizations and citizens; shifting from manual administrative procedure settlement processes to a digital environment, without administrative boundaries.
With this model, Quang Nam strives to shorten the time to process administrative procedures to a maximum of 30 minutes/file, 15 minutes/waiting time. To increase the productivity of processing files, the project sets a target of processing 1,600 files/officer in urban areas, 1,200 in rural areas, and 800 in disadvantaged areas.
