According to the plan assigned by the Prime Minister, the province's total public investment capital in 2025 is 4,942 billion VND, of which local budget capital accounts for 3,480 billion VND, the rest is central budget capital. As of March 19, 2025, the disbursement value reached 289 billion VND, reaching 5.8% of the assigned capital plan. Estimated disbursement by the end of the first quarter of 2025 is 772 billion VND, reaching 15.63% of the plan. Domestic capital, planned at 4,854 billion VND, disbursed is 264 billion VND, reaching 5.4%. Central budget capital disbursed 29 billion VND (1,374 billion VND), reaching 2.11%. Of which, the capital for implementing national target programs was 205 billion VND, of which only 6 billion VND was disbursed, reaching 3.2%, including: The new rural construction program reached 4.73%, while the socio-economic development program for ethnic minority and mountainous areas has not been disbursed. As for foreign capital (ODA) allocated to the project to improve water use efficiency and the project to enhance the resilience of small-scale agriculture, it has not been disbursed yet.

Ca Ty Apartment Project speeds up progress.

Districts, towns and cities in the province are making efforts to speed up the disbursement progress. The total capital plan assigned is 2,465 billion VND, disbursed is 167 billion VND, reaching 6.82%. Of which, La Gi Town People's Committee has the highest disbursement rate (22.6%), followed by Ham Thuan Nam (14.91%), Ham Thuan Bac (12.12%), Bac Binh (11.58%)...

Mr. Phan Duc Thanh - Director of the Provincial Civil and Industrial Construction Investment Project Management Board said that the Board's 2025 capital plan was assigned more than 446.4 billion VND, currently disbursed 12% and strives to reach 17-18% by the end of March. The Board is reviewing projects with excess capital that cannot be fully disbursed to report to the Department of Finance for consideration. For key projects implemented by the Board, Ca Ty Apartment has implemented 5/6 apartment blocks without land clearance problems, implementing traffic and lighting items. The Board is in the bidding and design selection stage for the repair of the degraded items of the Provincial General Hospital. The Funeral Home project is also being bid and designed, while the site clearance work is being supported by the People's Committee of Phan Thiet City in announcing the revocation and determining the price of land for compensation. The Hung Vuong Park project is awaiting the zoning decision of the Phan Thiet City People's Committee this March.

According to the leader of the Provincial Traffic Construction Investment Project Management Board, the disbursement rate is 4.5%. Of the total 8 projects being implemented by the Board, it is expected that 3 projects will be completed before June 30... The Provincial Agricultural and Rural Development Project Management Board currently disburses 2.73%, expected to reach about 7% by the end of March. The main reason is that current large-capital projects such as Ka Pet Lake, solidification of the Dinh River water transfer channel - the soil mountain are in the design stage, stuck with compensation, site clearance...

Departments, branches and investment units are having slow disbursement progress, with a total planned capital of 252 billion VND but only 1 billion VND (0.41%) has been disbursed. Along with common projects, the province is also speeding up the progress of 8 key projects with a total allocated capital of 674 billion VND, to date disbursement has reached 34 billion VND (5.05%).

Focus on acceptance and settlement of completed projects

Recently, at the meeting to listen to the report on the results of public investment disbursement, Comrade Nguyen Hoai Anh - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council directed to urgently allocate all remaining central budget capital plans of the National Target Program on New Rural Construction in Ham Thuan Bac and Bac Binh. Departments, branches and localities need to speed up the implementation of the disbursement plan for 2025, especially projects that have completed bidding and are under construction. The Provincial Party Committee Secretary requested the Provincial People's Committee to direct localities and investment units to urgently review and remove difficulties and obstacles to speed up the disbursement of public investment capital and review the progress of each project on that basis, determine the volume and rate of capital disbursement according to the monthly progress. Units assigned to be investors of the province report on the final settlement of completed project works. At the same time, through the review of the final accounts, propose to the Provincial People's Committee to provide additional capital for projects that have completed the volume but have not yet been allocated capital, report to the Department of Finance for synthesis before April 5. In particular, it is necessary to focus on urging key projects, projects with allocated public investment capital accounting for a large proportion. Strengthen propaganda, mobilize people to agree with the implementation of projects in the area, be ready to hand over land for resettlement...
