Referring to this year's high school graduation exam, Ms. Nga emphasized: "This is an extremely important exam because it is the first exam according to the 2018 General Education Program; assessing the results of a process of implementing educational innovation in the direction of one program and many sets of textbooks. According to Ms. Nga, if the province merger happens, among many impacts and disruptions, educational institutions will be the least affected and disrupted. Because schools and students are still there, the teaching program will not change... It is just a rearrangement of administrative boundaries, the force most affected is the team of civil servants and public employees of provincial agencies. If there is a relocation of the administrative center from province A to province B when two provinces merge, the administrative headquarters of one province will have to be relocated, civil servants will be more or less affected in the beginning. However, educational institutions will not be affected, especially general education, the teaching and learning of students will not be affected.

Stating two basic reasons: the level of impact on education when merging provinces, the importance of the exam with many new points that need to be best prepared for all conditions to organize the exam successfully, Ms. Nga said "there is no need for change".

Ms. Nga analyzed: "The only change in the merger of provinces is in the leadership and management of the sector. For example, if 2-3 departments of education and training are merged into one, there will only be 1 director of the department of education and training. However, the work and functions of that department will not change and will not affect the schools. Meanwhile, pushing the exam earlier always feels rushed and even makes students and parents feel insecure. Taking the exam nearly 1 month in advance, with less time to study and review, will greatly affect the psychology of students and parents."

Therefore, Ms. Nga suggested that the school year schedule and exam time should be kept the same to avoid unnecessary confusion and disruption. "Changing the exam schedule will make students and parents worried, feeling that "something is unusual here"," Ms. Nga said.

In response to the opinion that the merger information affects the psychology of students and parents, Ms. Nga said that if that happens, the school and teachers need to explain and analyze that there is nothing to worry about, the most important thing is to focus on studying and prepare the best mentality for the exam.
