On the afternoon of June 19, continuing the program of the 5th Session of the 15th National Assembly, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall.
After listening to the report of the Standing Committee of the National Assembly, Chairman of the Finance and Budget Committee of the National Assembly Le Quang Manh, explaining, accepting and revising the draft Resolution on approving the 2021 state budget settlement, the National Assembly voted to pass the Resolution approving the 2021 state budget settlement with 473 National Assembly deputies participating in the vote in favor, accounting for 95.75% of the total number of National Assembly deputies.
Next, the National Assembly listened to the report on explanation, acceptance and revision of the draft Law on Prices (amended) by Member of the Standing Committee of the National Assembly, Chairman of the Finance and Budget Committee of the National Assembly Le Quang Manh and proceeded to vote to pass the Law on Prices (amended). Accordingly, with 92.91% of the delegates participating in the vote in favor, the National Assembly passed the Law on Prices (amended).

After the working session in the hall, the National Assembly discussed in groups the draft Law on Real Estate Business (amended).
Through discussion, the delegates basically agreed on the need to comprehensively amend the Law on Real Estate Business. The draft Law is consistent with the provisions of the 2013 Constitution and compatible with relevant international treaties to which the Socialist Republic of Vietnam is a member. The documents in the Draft Law dossier were basically carefully prepared, ensuring the requirements stipulated in Article 64 of the Law on Promulgation of Legal Documents.
To continue perfecting the draft Law, delegates said that the draft Law needs to add specific regulations on valuation of unfinished real estate projects, transfer prices and regulations on issues related to transfer.
According to the delegate, if the transfer mechanism is not clearly defined at what price and how to compete, it will be very difficult for businesses with unfinished real estate projects. The delegate believes that if there are regulations, such a mechanism will help to resolve many projects.
Concerned about the content related to future constructions stipulated in Chapter III of the draft Law, the delegate said that the draft Law needs to define this content more specifically and clearly. According to the delegate, the purchase and transfer of money related to these constructions in reality have led to disputes such as late delivery of houses according to the contract, delivery of houses that do not meet the committed quality, houses that do not ensure cultural and social infrastructure as per the planning design drawings, etc.

The delegate said that in these cases, the investor is always at fault. There are cases that have caused public outrage. Therefore, the draft law needs to specify in detail the responsibilities of investors, project owners, and even the state management agency that grants construction permits for these projects. The delegate emphasized that more attention must be paid to protecting the vulnerable, that is, home buyers.
Also commenting on this content, the delegate said that real estate business people always want to mobilize capital as soon as possible; while future housing has not been accepted yet. Therefore, these houses cannot be sold. The delegate said that the draft Law needs to have regulations that real estate businesses need to publicly disclose and be responsible for the completeness, honesty and accuracy of information about projects.
Regarding real estate market regulation, the delegate suggested that it is necessary to continue to improve regulations on real estate market regulation based on further reference to international experience in this field. According to the delegate, the regulations on real estate market regulation stipulated in Article 86 of the draft Law are still general, without specific policy content, and are only principles in general state management;...
Emphasizing that the regulation of the real estate market as stipulated in the draft Law and the draft Decree are only temporary intervention solutions; delegates noted that the drafting agency needs to study regulations in the direction of the most effective tool to ensure the development and management of the real estate market.
Giving comments to complete the draft Law, delegates also suggested that the drafting agency should continue to review the draft Law, compare it with related draft Laws, ensure the consistency of the legal system, closely follow the general policy orientation, and not create policy barriers to socio-economic development.

Discussing at Group 13, delegate Ngo Trung Thanh (National Assembly Delegation of Dak Lak Province) contributed opinions related to regulations on real estate trading floors. According to the delegate, it is necessary to respect the right of businesses and people to choose to participate in transactions through real estate trading floors.
Delegates proposed that the draft Law should not require real estate transactions to go through real estate trading floors as in Clause 1, Article 57, but only encourage organizations and individuals to conduct real estate business transactions through real estate trading floors.
