24th session of the 15th Provincial People's Council

Speaking at the opening of the session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, said: The 24th session of the 15th Provincial People's Council was held to consider and decide on a number of urgent and important issues in the period between two regular sessions of the Provincial People's Council, in order to promptly meet the requirements of direction and administration of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee on the implementation of socio-economic development tasks, ensuring national defense and security in the locality in 2024 and the following years.

Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council delivered the opening speech at the Session.

At this session, the Provincial People's Council will focus on discussing, reviewing and approving 20 draft resolutions, including: 4 draft resolutions on budget and public investment plans; 14 draft resolutions on investment policies and adjustment of investment policies of public investment projects and 1 draft resolution approving the list of land use purpose conversions to implement works and projects, 1 draft resolution regulating the decentralization of decision-making authority in the management and use of public assets and procurement of goods and services under the province's management.

He requested the delegates of the Provincial People's Council to uphold the spirit of responsibility, promote democracy, concentrate their intelligence, actively participate in discussions, and contribute opinions to the contents at the session so that the resolutions of the Provincial People's Council are of good quality and quickly implemented; contributing to the completion of the socio-economic development goals, ensuring security and national defense of the province in 2024 and the following years, meeting the requirements and aspirations of voters and people in the province.

Next, the Provincial People's Council heard the following reports: on the issuance of a Resolution supplementing the provincial budget target for 2024 for districts and cities to implement regimes, policies, target programs and tasks (phase 5); Report on the draft Resolution promulgating the Regulation on decentralization of decision-making authority in the management and use of public assets and the authority to decide on the procurement of goods and services under the management of Ninh Binh province; Report on the proposal to approve the List of conversion of land use purposes for rice cultivation, protective forest land, and production forest land to implement works and projects in Ninh Binh province in 2024; Report on adjusting the Medium-term Public Investment Plan for the period 2021-2025 with local budget capital (phase 9); Report on adjusting and allocating the Public Investment Plan for 2024 with provincial budget capital (phase 7); Report on detailed allocation of the 2024 Public Investment Plan using central budget capital (phase 3); Group of reports on approval and adjustment of investment policies for public investment projects.

The Provincial People's Council also heard reports on the results of the audit of the Economic - Budget Committee and the Legal Committee.

With a spirit of frankness and responsibility, the delegates focused on discussing and contributing many opinions to the contents of the draft submission, draft Resolution and the review report of the Provincial People's Council Committees. Through the discussion, the delegates expressed their agreement and highly appreciated the contents presented at the meeting which had been carefully and meticulously prepared, thoroughly reviewed by the Provincial People's Council Committees, ensuring a full legal basis for implementation. Highly agreeing with the necessity and urgency of issuing Resolutions, the delegates also suggested that it is necessary to continue reviewing to consider including some historical relics that have been degraded to be included in the priority investment lists. To improve investment efficiency, the delegates requested the Provincial People's Committee, departments, branches and localities to actively implement to ensure the absorption of allocated capital.

On behalf of the Provincial People's Committee, Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, received and discussed to clarify issues of concern to delegates related to the conservation of relics.

Concluding the discussion at the meeting hall, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council highly appreciated the frank and responsible opinions of the delegates; the drafting committee received and accepted them to complete the draft Resolution.

Speaking at the closing session, comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: After a morning of urgent and serious work with a spirit of democracy and high responsibility, the 24th session of the 15th Provincial People's Council successfully completed the contents and programs set out.

At the meeting, the delegates of the Provincial People's Council promoted their sense of responsibility, discussed and gave many specific opinions on the contents of the meeting, the contents of the draft resolutions and issues of concern to voters and people in the province. After discussion, the Provincial People's Council voted to pass 20 draft resolutions. The resolutions passed at this meeting will contribute positively to the socio-economic development of the province in 2024 and the following years.

To effectively implement the Resolutions passed by the Provincial People's Council, immediately after the session, he requested all levels, sectors, mass media agencies and the Provincial People's Council delegates to effectively carry out the information and propaganda work on the results of the session. The Provincial People's Committee directed the effective implementation of the resolutions passed by the Provincial People's Council. The Standing Committee of the Provincial People's Council, the Provincial People's Council Committees, the Provincial People's Council Delegation Groups and the Provincial People's Council delegates, according to their functions and tasks, closely coordinated with the Provincial Vietnam Fatherland Front Committee to strengthen supervision activities on the implementation of the resolutions passed by the Provincial People's Council.
