Promoting international and regional economic integration, including participation in FTAs, has become a consistent policy of Vietnam in recent times. To date, Vietnam has negotiated, signed and implemented 17 FTAs with more than 60 partners across all continents, making an important contribution to the construction of an increasingly developed and strong economy.

The FTA Index is built on the basis of a survey of the business community in 63 provinces and cities nationwide, reflecting the level of utilization and implementation of FTAs through 4 main criteria: Level of access to information about FTAs by businesses; compliance with domestic laws from FTA commitments; effectiveness of programs to support businesses in exploiting FTAs and implementing sustainable development commitments locally.

At the announcement ceremony, the Ministry of Industry and Trade honored 10 localities with outstanding FTA implementation results. Ha Giang entered the leading group of the country for the first time, ranking 7th with 32.46 points. Other localities in the Top 10 include: Ca Mau (ranked first with 34.90 points), Thanh Hoa, Binh Duong, Khanh Hoa, Tra Vinh, Long An, Bac Lieu, Ninh Binh and Dien Bien.

The event recognized the efforts of localities in promoting international economic integration and effectively exploiting FTAs for sustainable economic development.
