The Provincial Party Standing Committee held its regular meeting in March 2025.

This morning (April 9), under the chairmanship of Provincial Party Secretary Nguyen Duc Trung, the Provincial Party Committee held a regular meeting for March 2025 to listen to and give opinions on a number of contents under its authority.

Overview of the meeting

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; along with comrades in the Provincial Party Committee Standing Committee and leaders of a number of provincial departments, branches, sectors and units.

Comrade Pham Ngoc Canh - Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department presented the draft Project.

At the meeting, the Provincial Party Committee gave its opinion on the draft Project to merge Nghe An Newspaper and Nghe An Radio and Television Station according to Conclusion 126 of the Politburo. This project has been compiled by the Provincial Party Committee's Propaganda and Mass Mobilization Department - the drafting unit, focusing on 6 main groups of contents including: legal basis, name after merger, organizational structure, financial mechanism, etc.

The Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee attended the meeting.

The Provincial Party Committee has unanimously approved the content of the project. Accordingly, the name after the merger is unified as Nghe An Provincial Newspaper and Radio and Television Station. Regarding the organizational structure, 12 specialized departments are unified; ensuring the staff and labor are maintained at the time of merger, and later reviewed to adjust to suit the reality.

The Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee attended the meeting.

To make the financial mechanism suitable for the new requirements, Secretary of the Provincial Party Committee Nguyen Duc Trung proposed that the Provincial People's Committee assign specialized agencies to come up with a reasonable plan. After the merger, Nghe An Provincial Radio and Television Station will become a public service unit under the Provincial Party Committee, a level 1 budget unit of the provincial budget. The merger date is agreed to be May 1, 2025, 1 month earlier than the proposed plan.

Concluding this content, Provincial Party Secretary Nguyen Duc Trung acknowledged the contributions in the process of building and developing Nghe An Newspaper and Nghe An Radio and Television Station. The Provincial Party Secretary requested the merged unit to continue to maintain and ensure that propaganda activities are not interrupted; pay attention to ideological work for cadres and workers.

Next, the Provincial Party Committee gave its opinion on the establishment of a provincial Steering Committee to reorganize administrative units at all levels and build a two-level local government model. Accordingly, the Provincial Party Committee agreed to add the Chairmen of the People's Committees of districts, towns, and cities and the Chairman of the Association of Former People's Police Officers to the Steering Committee.

Comrade Nguyen Viet Hung - Director of the Department of Home Affairs presented the Proposal on the establishment of a Provincial Steering Committee to reorganize administrative units at all levels and build a 2-level local government organization model.

Provincial Party Secretary Nguyen Duc Trung proposed to complete the implementation plan, especially the deployment plan, build flexible plans of the Provincial People's Committee; assign tasks to members.

Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke at the meeting.

Comrade Pham Trong Hoang - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee spoke at the meeting.

Comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee spoke at the meeting.

Comrade Trinh Thanh Hai - Director of the Department of Finance presented the economic growth report for the first quarter of 2025.

Listening to the report on economic growth in the first quarter of 2025, Secretary of the Provincial Party Committee Nguyen Duc Trung emphasized: Nghe An will continue to maintain the growth target of 10.5% in 2025; Requesting the Provincial People's Committee to review the tasks and goals of each quarter to be suitable for implementation; Analyze and evaluate the impacts of tariffs, import and export, investment attraction, employment, etc. to proactively propose solutions; Carry out the work of arranging the apparatus to ensure that the transfer of work is not interrupted, affecting people and businesses; Carry out well the work of disbursing public investment capital in 2025; Focus on administrative reform, the investment attraction environment to be most favorable. The Provincial People's Committee has made a determination to reduce 40% of administrative procedures, the head of the Provincial Party Committee requested that it be implemented. Along with that, continue to pay attention to directing the implementation of social security programs, especially the program to mobilize and support the construction and repair of houses for people with meritorious services and the poor before July 31, 2025.

Regarding the 2025 public investment plan from the capital supplemented by the Central Government to invest in developing socio-economic infrastructure in the western region of Nghe An province, Provincial Party Secretary Nguyen Duc Trung requested the effective use of capital, ensuring the right focus, key points and effectiveness of the project. This is the source of funding from mineral exploitation to support the development of project areas in the western region of Nghe An according to Resolution 137 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An.

Also at the meeting, the Provincial Party Committee listened to and gave opinions on the issuance of a Resolution regulating the content and level of expenses for organizing recruitment and admission of civil servants and public employees; civil servant promotion exams, and consideration of promotion of professional titles of public employees in Nghe An province; and gave opinions on the Report summarizing 10 years of implementing Directive No. 41 of the Central Party Secretariat (11th tenure) on strengthening the Party's leadership in the management and organization of festivals.
