Hoa Lu is located in the center of Ninh Binh province, connecting the Red River Delta with the North, North Central, and Northwest. The city is located in the economic quadrangle of Hanoi - Hai Phong - Quang Ninh - Thanh Hoa.
The road to Hoa Lu is via the North-South Expressway in Ninh Binh. Here, the majestic landscape with limestone mountains, interspersed with rice fields, lagoons, surrounded by large valleys, creates a picturesque natural picture.
On December 10, 2024, the National Assembly Standing Committee passed a resolution on the arrangement of district and commune-level administrative units in the 2023-2025 period of Ninh Binh province. The resolution takes effect from January 1, 2025. Accordingly, Hoa Lu city was established on the basis of merging the entire area and population of Hoa Lu district and the entire area and population of Ninh Binh city.
With a total natural area of over 150km2 and a population of nearly 300,000 people, Hoa Lu city possesses many historical and cultural relics and unique and attractive natural landscapes. It borders Yen Khanh, Gia Vien, Nho Quan, Yen Mo districts, Tam Diep city and Nam Dinh province.
Immediately after its establishment, a symbolic construction of Hoa Lu was promptly inaugurated to celebrate this meaningful event, the Bong Lau Bridge, about 67.75m long. The bridge was designed with a very impressive architecture consisting of two architectural arches: the Bong Lau arch and the Ma arch.

Hoa Lu City Party Committee Headquarters on Le Dai Hanh Street, in front of the Van River. This is the Party's leadership body in Hoa Lu District, playing an important role in managing local political, economic and social activities.
Less than 500m from Hoa Lu City Party Committee is the Ninh Binh Provincial People's Committee headquarters (right). About 1km further is the One-Stop Shop - Tax Department of Region IV (left photo). Dinh Tien Hoang Square was inaugurated in October 2015, built to honor King Dinh Tien Hoang, founder of the Dinh Dynasty, and to create a cultural space and community activities for local people and tourists. As a part of the Dinh Tien Hoang Square project, the tunnel on Dinh Tien Hoang Street in Hoa Lu has a total length of 783m, of which the closed tunnel is 320m, the clearance is 4.75m, and the road surface has 4 lanes. This is the first and most modern tunnel in Ninh Binh today with a closed reinforced concrete tunnel structure. This project was inaugurated in June 2014. With the goal of continuing to improve the criteria of a type I urban area, from now until 2030, Hoa Lu will focus on investing, upgrading, renovating and building new green buildings. Located in the center of Hoa Lu City is the spacious and modern Military Hospital 5. Established in July 1950, this is the second practice hospital of the Military Medical School and receives and treats wounded soldiers on the Northwestern fronts. The two branches K32 and K72 were established in July 1950 under the Military Medical Department of Inter-Zone 3 with the task of receiving and treating wounded soldiers on the fronts of Inter-Zone 3 in the direction of Ninh Binh, Nam Dinh, Ha Nam, Thanh Hoa, and Hoa Binh provinces. Not far away is Ninh Binh Maternity and Pediatrics Hospital. The project has a scale of 900 beds, built on an area of 4.4 hectares with a modern, synchronous medical equipment system. This is an important project in the province's health network planning. Ninh Binh Stadium (formerly known as Trang An Stadium) is located in Tan Thanh Ward of Hoa Lu City with a capacity of 22,000 seats. The stadium was built to serve the 22nd SEA Games, then abandoned and then renovated to become what it is today. Since Hoa Lu City was recognized as a first-class urban area, land prices in this area have increased sharply. Previously, the common transaction price ranged from 3.2 to 3.4 billion VND/80m2 plot, but currently, many plots of land have been advertised for sale at prices ranging from 3.5 billion VND to more than 4 billion VND.
