That was one of the guiding opinions of comrade Nguyen Hoai Anh - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee at the online conference summarizing 6 years of implementing Directive No. 30-CT/TU dated January 16, 2018 of the Provincial Party Committee Standing Committee (term XIII) on urgent tasks and solutions to strengthen management, prevent and end the situation of fishing vessels and fishermen in the province illegally exploiting seafood in foreign waters, which took place on April 9.
Also attending the meeting were Ms. Nguyen Thi Thuan Bich - Vice Chairman of the Provincial People's Council, Mr. Nguyen Hong Hai - Vice Chairman of the Provincial People's Committee, representatives of relevant departments, branches and online bridges of coastal districts, towns and cities.
In recent years, the results of combating IUU fishing in the province have clearly changed. Specifically, 100% of the installation of voyage monitoring equipment on fishing vessels has been completed and the effectiveness in controlling and preventing fishing vessels from crossing the boundaries of Vietnam's waters and violating foreign waters has been promoted. State management of fishing vessels has gradually stabilized, the rate of fishing vessels registered, licensed for exploitation, and inspected is increasing...
However, there are still cases of fishing vessels and fishermen violating foreign waters to illegally exploit and purchase seafood and being arrested by foreign countries. For example, in the period 2011 - 2017, there were 51 cases/70 fishing vessels/699 fishermen; from 2018 to present, there have been 19 cases/24 fishing vessels/172 fishermen violating foreign waters and being arrested by authorities. In addition, there are still many fishing vessels that regularly lose VMS connection, exceed permitted boundaries at sea...
At the conference, delegates discussed difficulties such as: ineffective propaganda work, when offshore fishing vessels rarely return to the locality; limited conditions and funding for the sea patrol force; no specific regimes and policies for the fisheries control force... In addition, delegates acknowledged that Binh Thuan is the first province to issue Directive 30-CT/TU related to the fight against IUU fishing, especially emphasizing the work of managing and preventing fishing vessels and fishermen in the province from illegally exploiting seafood in foreign waters. Thanks to that, over the years, this work has had many positive changes. In addition, delegates suggested that, in addition to reviewing and disciplining, outstanding models, individuals and collectives in the fight against IUU fishing should be commended to encourage them to perform well, such as: the model of Each border guard monitoring 3 ships at Phuoc Hoi - La Gi Border Guard Station; Rapid Response Team in Phu Quy or IUU Monitoring Team – Tan Thuan Commune.
Concluding the conference, Secretary of the Provincial Party Committee Nguyen Hoai Anh highly appreciated the contributions at the conference and acknowledged that after 6 years of implementing Directive No. 30 of the Provincial Party Committee Standing Committee, the political system has been mobilized, the consensus of the people; the close coordination of all levels, sectors, and functional forces inside and outside the province. In the coming time, the Secretary of the Provincial Party Committee requested the heads of Party committees, Party organizations, authorities at all levels and relevant agencies to continue to directly lead and effectively direct the work of preventing and combating IUU fishing, considering this task as urgent, regular, and continuous for the entire political system. Resolutely and synchronously deploy solutions to prevent and stop the situation of fishing vessels and fishermen of the province illegally exploiting seafood in foreign waters. Concentrate all resources and promptly overcome the shortcomings and limitations pointed out by the EC Inspection Team in the 4th inspection. At the same time, prepare well for working with the EC Inspection Team for the 5th inspection in the second quarter of 2024. In addition, the Vietnam Fatherland Front and socio-political organizations should improve the effectiveness of propaganda and education work for fishermen, aiming to create a strong change in awareness, sense of law compliance, and commitment to not violate illegal exploitation in foreign waters.
In particular, the Provincial Party Secretary emphasized that localities and functional agencies need to promptly commend and commend individuals and groups that effectively implement measures to combat IUU fishing. From there, propagate and replicate good and effective models of IUU implementation. Continue to effectively implement programs and projects on conservation, regeneration, development and sustainable maintenance of aquatic resources... The Provincial Party Standing Committee requested the Provincial People's Committee to evaluate the results of the implementation of the Binh Thuan Province Fisheries Control Project, to direct implementation and remove obstacles in the coming time. Localities must study and submit to competent authorities for policies on urgent tasks such as dredging channels, fishing port infrastructure, storm shelters...
At the same time, the Provincial Party Secretary also requested Party committees, authorities, and organizations at all levels to continue to pay attention, proactively care for, and build sustainable livelihoods for fishermen; review and plan existing residential areas of fishermen; arrange parks, flower gardens, sports grounds, and cultural houses where many fishermen live; create conditions to support female workers in coastal areas to have stable jobs; take care of the education of fishermen's children...
