Urgently review and seriously implement tasks to combat IUU fishing

Binh Thuan Provincial People's Committee received Official Dispatch No. 567 dated December 18, 2024 of the Party Committee of the Ministry of Agriculture and Rural Development on focusing on leadership and direction to seriously and effectively implement the task of combating IUU fishing, preparing to work with the 5th Inspection Delegation of the European Commission.

Accordingly, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development - Standing Committee of the Provincial Steering Committee, relevant agencies (Provincial Border Guard Command, Provincial Police, Fisheries Sub-Department, Provincial Fishing Port Management Board) and People's Committees of coastal districts, towns and cities to urgently review and seriously and fully implement the tasks according to the specific instructions of the Party Committee of the Ministry of Agriculture and Rural Development. Request the Provincial Department of Agriculture and Rural Development to synthesize and advise the Provincial People's Committee on the content of the report on the situation, results, difficulties and obstacles in handling administrative violations and criminal cases before January 10, 2025 to send to the Ministry of Agriculture and Rural Development.

Review and thoroughly handle IUU fishing violations.

According to the above document, in order to prepare for the 5th EC Inspection Delegation to ensure the best results and remove the "yellow card" warning; the Party Committee of the Ministry of Agriculture and Rural Development requests the Standing Committee of the Provincial Party Committee, City Party Committee, Party Committee, Secretary of the Provincial Party Committee, City Party Committee, Chairman of the People's Committee of coastal provinces and centrally run cities to implement a number of contents. Continue to thoroughly grasp and strictly implement Directive No. 32-CT/TW of the Secretariat, Resolution No. 52/NQ-CP of the Government and the instructions of the Prime Minister, Deputy Prime Minister - Head of the National Steering Committee on IUU, ensure the right progress, have specific results and products to prove at the 5th EC inspection.

Urgently review, verify, and thoroughly handle violations of IUU fishing, disconnection of VMS, sending and transporting VMS equipment, crossing maritime boundaries; brokerage, collusion, and violations of illegal seafood exploitation in foreign waters...; thoroughly handle "3 no" fishing vessels; seriously and effectively carry out the work of confirming and certifying the origin of exploited aquatic products according to the direction of the Prime Minister in Official Dispatch No. 111/CD-TTg dated November 4, 2024, Official Dispatch No. 127/CD-TTg dated December 5, 2024, Conclusion Notice No. 403/TB-VPCP dated August 31, 2024, and other relevant documents.

Continue to carry out the peak of law enforcement, patrol, inspection and control. Apply Resolution No. 04/2024/NQ-HDTP of the Supreme People's Court's Judicial Council, prosecute and try cases related to the act of sending fishing vessels and fishermen to illegally exploit in foreign waters; brokering, connecting, sending and transporting VMS equipment in violation of the law; especially cases that have been discovered and prosecuted in the provinces of Kien Giang, Ca Mau, Ba Ria - Vung Tau... Widely communicate information on mass media to deter; resolutely prevent and not let local fishing vessels and fishermen continue to violate illegal exploitation in foreign waters. In addition, focus on leading and directing the implementation, not letting the work of organizing and arranging the apparatus affect the task of combating IUU fishing, leading to passivity and surprise. Prioritize the arrangement, mobilization, and increase of human resources, funding, and equipment for local agencies and functional forces to carry out the task of combating IUU fishing, especially before, during, and after the Lunar New Year. Resolutely and strictly handle the responsibilities of organizations and individuals who do not fulfill their assigned duties and tasks, assist and condone IUU fishing, affecting the common efforts to remove the "yellow card" warning of the whole country. Develop a plan, assign specific responsibilities, completion time, and results to each relevant agency and functional force in the locality to prepare to work with the 5th EC Inspection Delegation.
