Urgently deploy 4 key tasks to combat IUU

The Provincial People's Committee has just received Official Dispatch No. 992/BNN-TS dated February 12, 2025 of the Ministry of Agriculture and Rural Development on focusing on leadership and direction in implementing the fight against IUU fishing, preparing to work with the 5th EC Inspection Delegation. The Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development - Standing Committee of the Provincial Steering Committee, relevant agencies and People's Committees of coastal districts, towns and cities to urgently review and seriously and fully implement the tasks as requested by the Ministry of Agriculture and Rural Development.

Accordingly, it is required to closely follow 4 key tasks. Regarding fishing vessel management, inventory and list of fishing vessels that are not qualified to operate, such as: Not registered, not granted a certificate of technical safety of fishing vessels, not granted a fishing license and not installed with VMS equipment; direct competent authorities to inspect and control to ensure that they are not allowed to leave port to participate in activities. Review and require all fishing vessels participating in activities to draw the fishing vessel registration number and mark the fishing vessel according to regulations. In addition, the provinces and cities of Ninh Binh, Quang Binh, Da Nang, Binh Thuan, Ben Tre, Kien Giang shall announce the quota of fishing licenses for coastal and offshore fishing in the period of 2024 - 2029 according to the provisions of the Law on Fisheries. Provinces and cities, based on local actual conditions, develop specific criteria as a basis for issuing documents approving the construction, conversion, and lease-purchase of fishing vessels in accordance with the fisheries development policy for the 2021-2030 period.

Regarding monitoring fishing vessel activities, weekly compile and post a list of fishing vessels at high risk of violating IUU fishing to the database on the fishing vessel monitoring system (VMS) so that law enforcement agencies know, inspect and handle them according to the provisions of law. Ensure that 100% of fishing vessels with a length of 15m or more operating at sea must maintain a connection to the VMS system. Organize 24/7 VMS shifts to monitor, supervise, detect and promptly notify fishing vessels violating VMS regulations. Make a list of fishing vessels arriving at ports and compare it with the list of fishing vessels registered locally to identify and handle fishing vessels that do not enter the designated port to unload products according to regulations. Conduct inspections and monitor fishing vessels entering and leaving ports, fishing logs, transshipment logs, VMS data, data monitoring unloading output through ports and store records according to regulations...

Regarding the traceability of exploited aquatic products, direct fishing ports that have announced the opening of ports and are operating according to regulations to enter data daily on Googlesheet managed by the Department of Fisheries and continue to deploy the Electronic Traceability Software System for Exploited Aquatic Products (eCDT) for 100% of fishing vessels entering and leaving ports, monitor output as a basis for tracing origin, issuing certificates of origin of exploited aquatic products (SC certificates) and certificates of origin of exploited aquatic products (CC certificates) according to regulations...

Regarding law enforcement, thoroughly handle and summarize records of penalties for fishing vessels violating foreign waters, especially fishing vessels violating foreign waters from October 2023 to present whose information has been verified. Consolidate records to thoroughly handle cases of fishing vessels removing and sending VMS equipment to other fishing vessels detected locally. As a result of information verification, end the case, do not penalize cases of fishing vessels violating regulations on maintaining connection to the VMS system and fishing vessels crossing the permitted boundaries for fishing at sea, especially for fishing vessels with a length of 24m or more. The reasons and causes reported by localities are not in accordance with the provisions of the law, and it is recommended to consolidate records to penalize in accordance with the provisions of the law...

Prepare well the content to work with the Interdisciplinary Inspection Team on handling administrative violations in the fisheries sector chaired by the Ministry of Justice under the direction of Deputy Prime Minister Tran Hong Ha at the 12th Conference of the National Steering Committee on combating IUU fishing.
