With a spirit of urgency and efficiency, in just 2 days, Kim Son district completed collecting opinions from 18,000 voters in 4 communes and towns on the content of the project to arrange commune-level administrative units (ADUs) for the period 2023-2025.
Kim Son District is the first district-level unit to conduct a consultation with voters on the project to arrange administrative units at the commune level for the period 2023-2025. According to Plan No. 39 dated February 26, 2024 of the People's Committee of Kim Son District, the consultation with voters will be organized in localities directly affected by the Project to arrange administrative units at the commune level in the district for the period 2023-2025, including: Luu Phuong Commune, Kim Hai Commune, Phat Diem Town, Binh Minh Town; the time to conduct the consultation with voters will be 30 days after the date of posting the voter list.
Therefore, starting from the morning of March 29, localities simultaneously launched a campaign to collect voters' opinions. Through screening, in the area of 4 communes and towns, there are about 18 thousand voters (over nearly 6 thousand households) eligible to collect opinions. With a large number of voters, a part of voters have different living and working hours, so collecting voters' opinions is determined to be a difficult task. However, with high political determination, especially the activism of the cadres of villages and residential groups; after only 48 hours, that is, by the end of March 30, Kim Son district completed collecting opinions from 100% of voters in communes and towns.
In order to effectively carry out the work of collecting voters' opinions on the content of the project to arrange administrative units at the commune level in the period of 2023-2025, based on the actual situation, localities have established groups to collect voters' opinions according to the area of each village and residential group; each group has 5-7 people with the Party cell secretary or village head, residential group head as the group leader; the secretary and group members are representatives of socio-political organizations in the village and residential group; directly go to each household to collect voters' opinions on whether they agree or disagree with the project to arrange administrative units at the commune level.
In Binh Minh town, 13 groups have been established to collect voters' opinions, of which 4 groups have 7 members because the assigned area has a large number of households and voters. Comrade Dao Van Nam, Party cell secretary, Head of the Group to collect voters' opinions in block 7 (Binh Minh town) said: From the number of members of the Group, we continue to divide into small groups, ensuring a minimum of 2 people/group, directly going to each household to collect voters' opinions to ensure objectivity and publicity. Therefore, in just the morning of March 29, the Group collected enough opinions from 114 voters in the residential group.
According to Mr. Nam, in order for the work of collecting voters' opinions to take place quickly and effectively, in the previous 2 days, the Team held meetings, divided into groups and assigned specific tasks to each group and each member; checked the number of ballots, statistical tables, minutes of collecting voters' opinions as well as fully prepared black ballpoint pens according to regulations.
Despite the thorough preparation, collecting voters’ opinions in some localities still encountered certain difficulties. Especially in Kim Hai commune, where the majority of people work in aquaculture and a part of the people catch seafood at sea.
Comrade Pham Van Minh, Chairman of Kim Hai Commune People's Committee said: Due to the specific occupation of local people, plus the large area, the commune has strengthened propaganda work from a distance, early on. In addition to requiring 6 Voter Opinion Collection Teams to notify each household about the time to collect voters' opinions, and announce on the public address system, the commune also visually propagates through banners on traffic routes.
On the first day of the mission, members of the teams woke up at 5am to carry out their tasks. By the end of March 29, over 90% of voters in the commune had been polled. For the teams that had completed their tasks, the commune arranged for cadres and civil servants who were proficient in computers to support and help the teams in synthesizing the results of polling and completing the Minutes of the vote count to ensure accuracy and timeliness according to regulations.
For voters whose opinions were not collected on March 29, the Commune People's Committee has strengthened the direction of the Teams to assign members to directly contact households and voters to arrange work and set specific times to create favorable conditions for the teams to complete their tasks. Thanks to that, by the end of March 30, the collection of opinions from 2,329 voters was completed.
In addition to the proactiveness and positivity of the localities, the officers of the Kim Son District Internal Affairs Department - as the standing unit assisting the District People's Committee, have promoted their sense of responsibility, regularly going directly to the locality to grasp the situation, guide and urge the localities. Thanks to that, the process of collecting voters' opinions on the project of arranging administrative units has been smooth, effective, ensuring the proposed time.
It is known that all voter opinion forms, statistical results and vote counting minutes were sealed by localities and submitted to the People's Committee of Kim Son district. According to preliminary results, the consensus rate of voters in communes on the content of the project to arrange administrative units at the commune level in Kim Son district, period 2023-2025 reached 97% or more.
Based on the results of the voter consultation, the People's Councils of communes and towns will hold a meeting to consider and issue a resolution approving the project before April 2, 2024, as a basis for the Kim Son District People's Council to issue a resolution approving the project on rearranging commune-level administrative units for the period 2023-2025. Thereby creating a legal corridor for the successful implementation of the project; at the same time affirming the spirit of solidarity and consensus of the People towards the policies of the Party, the State and the province.
