Recently, the volume of freight vehicles on National Highways 9, 15D, and the West branch of Ho Chi Minh Road has shown signs of increasing. To ensure traffic safety and limit the impact on infrastructure caused by overloaded and oversized vehicles, the authorities have been and will continue to take measures to resolutely handle violations.

National Highway 9 is considered an important artery connecting the western localities with the center of Quang Tri province. Every day, the route records a large number of vehicles participating in traffic. Recently, the situation of container trucks, trucks carrying cajuput wood, construction materials... violating the load limit is quite common. To detect, prevent and strictly handle these cases, the Traffic Police force of the Provincial Public Security has increased patrols and controls on the topics of transporting overloaded goods, exceeding the limit size, and arbitrarily modifying vehicles.
Present with the patrol team of Dakrong Traffic Police Station at Km 32, National Highway 9, through Huong Hiep Commune, Dakrong District, Quang Tri Newspaper reporters found it easy to recognize vehicles with signs of violations regarding overloading and oversize.
Officer of Dakrong Traffic Police Station, Lieutenant Colonel Mai Van Sang said that for vehicles that are found to have signs of violating the load limit, the force will stop the vehicle for inspection by measuring the size of the vehicle's bed, the height of the cargo and weighing the vehicle's load. Even if the violation is minor, the Traffic Police force will still make a record to handle it.
“The difficulty in handling overload violations is that many vehicles, in order to avoid traffic police checkpoints, drivers disregard the danger by driving on narrow residential roads or finding empty lots to stop their vehicles and wait until there are no police officers before continuing their journey.
There are cases where when violations are detected, drivers, vehicle owners, or cargo owners intentionally delay the time and do not cooperate in order to use their relationships to intervene. However, with the determination of the traffic police, all of these violations are handled," Lieutenant Colonel Sang added.
After a short period of time, the Working Group of Dakrong Traffic Police Station discovered that a truck with license plate 74C-123.42 carrying animal feed traveling from Huong Hoa district to Dong Ha city showed signs of violating the weight limit, so they signaled the vehicle to stop for inspection. Through weighing, driver Le Dinh Tam, residing in Quang Tri town, admitted that he had overloaded the vehicle by 1.4 tons compared to the design of the vehicle.
For this violation, driver Tam and the vehicle owner were administratively fined 3.9 million VND for driving a truck exceeding the load limit by 10-30% and the owner organizing the transfer of the vehicle to the driver to transport goods exceeding the prescribed load limit.
“This is the first time I have committed this violation, because the shipping route is quite long, so to ensure enough transportation costs, I had to carry more than the prescribed load. Now that I have been fined a large amount of money and the traffic police have explained the potential dangers that can occur if I carry too much, I understand and will definitely not repeat the offense,” driver Tam shared.
According to the Head of Dakrong Traffic Police Station, Lieutenant Colonel Le Ngoc Anh, despite the difficulties in technical means related to checking and handling errors related to overloading, oversized cargo, and vehicle body size, such as the unit's load weighing station being damaged, or the station's force not meeting the management area, in order to ensure traffic safety on the route, the unit has developed a plan and assigned teams and posts to take turns on duty on the routes in charge.
At the same time, the unit signs contracts with businesses that have weighing stations that comply with regulations along National Highway 9 to serve the task of checking the load when detecting cases with signs of violations. In addition, the unit regularly integrates the dissemination of regulations, propaganda, and reminders about not violating the transport of overloaded and oversized goods to drivers, vehicle owners, and cargo owners during patrols and inspections.
Talking to reporters of Quang Tri Newspaper, Mr. Pham Van Phap, a container truck driver transporting coal from La Lay International Border Gate to Thua Thien Hue Province, belonging to Hung Dat Transport Joint Stock Company, shared that after being stopped by the traffic police to check the load and being warned and reminded, he became aware of the dangers caused by overloading and complied with the regulations.
His vehicle is designed to carry 34 tons of cargo (not including the tolerance of the cargo bed). To comply with regulations and avoid the inconvenience of overloading when completing customs procedures at the border gate, he only carries 31 tons. This may result in the transportation cost not being met, but in return, it ensures safety and compliance with State regulations.
The report of the Traffic Police Department of the Provincial Police shows that from the beginning of 2024 to May 2024, the unit has deployed many topics to handle overloaded, oversized vehicles, and unauthorized modifications of road vehicles. Thereby, nearly 200 violations were detected, with fines of over VND 1.1 billion. Among them, there were many violations of transporting goods exceeding the designed load by 100 - 150%, transporting goods exceeding the height or converting them into vehicle bodies.
Deputy Head of the Provincial Traffic Police Department, Lieutenant Colonel Phan Viet Hai said that recently, the unit has implemented synchronous solutions to ensure traffic safety and order in the province in general and national highways in particular.
In particular, special attention is paid to strengthening patrols, controlling, and closing the area to promptly detect and strictly handle cases of vehicles carrying oversized and overloaded goods. Along with that, directing the Traffic Police force of the whole province to step up propaganda work, organizing transportation enterprises inside and outside the province to sign a commitment to strictly comply with the Road Traffic Law in general and not to violate the law on transporting oversized and overloaded goods or arbitrarily converting them into vehicle bodies. The handling of these violations is carried out strictly, in accordance with the law and without exception.
It can be seen that, after a period of drastic implementation, the awareness of vehicle owners, businesses and drivers of means of transport has changed positively, voluntarily and strictly complying with regulations. On the basic route, the situation of bulky and overloaded vehicles has significantly decreased; the act of converting into a vehicle body has appeared less frequently. This contributes significantly to ensuring traffic safety and order in the area.
Since the beginning of the year, the province has had dozens of traffic accidents, many of which were related to oversized and overloaded vehicles. This once again confirms that it is urgent to strengthen patrols, control and resolutely handle the above violations to reduce traffic accidents and minimize the impact on road infrastructure, especially national highways passing through the province.
