Strictly manage conditional business establishments

Police forces inspect business establishments with security and order conditions in Hau Loc district.

According to statistics, in the province there are currently 3,845 business establishments with conditions on security and order, including 1,329 accommodation establishments, 687 karaoke establishments... Most of the business establishments with conditions have proactively complied with the provisions of the law. However, the authorities have discovered a number of establishments that violated the law, such as: motels and karaoke bars that harbored the illegal use of drugs; pawnshop business establishments that lent money at interest rates exceeding the prescribed rate, or many karaoke bars that did not meet the requirements on fire prevention, fire fighting, and rescue, and had to be required to stop operating.

Typically, on December 12, 2024, the Drug Crime Investigation Police Department of the Provincial Police coordinated with the Phong Son Town Police (Cam Thuy) to inspect and discover 8 subjects while they were using and organizing illegal use of drugs at VIP Room 9, Hoa Thong Karaoke Bar, Phong Son Town. During the inspection, drugs and many tools that the subjects were using to use drugs were discovered and seized. To expand the investigation, the Thanh Hoa Provincial Police summoned Le Quoc Khanh (bar manager), born in 2003, and Truong Anh Phi, born in 2000, both residing in Phong Son Town, to work with them to clarify their related behavior.

On December 28, 2024, the provincial police force simultaneously launched an inspection at 14 locations, including 9 motel service businesses, 2 locations with signs of "keeping" prostitutes and 3 locations where other related subjects lived. During the inspection, the police force discovered 5 business establishments with prostitution activities including: Thu Trang Motel, Tien Phuong 1 Motel, Tien Phuong 2 Hotel, Anh Anh Motel, Dai Phat Hotel (all in Dong Tho Ward, Thanh Hoa City) and 2 groups of subjects with prostitution brokerage activities. Based on the behavior and level of violations of the subjects, on January 6, 2025, the provincial police issued a decision to prosecute a criminal case, prosecuting 19 defendants for the crimes of "Prostitution" and "Prostitution Brokerage" according to the provisions of Articles 327 and 328 of the Penal Code.

In order to effectively carry out the State management of business establishments with conditions on security and order in the area, recently, the Provincial Police have directed the police force in charge of administrative management of social order from the province to the grassroots level to strengthen inspection, guidance, and strict management of business sectors and occupations with conditions on security and order. In particular, focusing on accommodation, karaoke, and pawnshop businesses to grasp the situation, promptly detect, and strictly handle violations. At the same time, synchronously deploy professional measures, resolutely fight against criminal gangs and social evils that take advantage of business establishments with conditions on security and order to commit violations of the law.

In addition, coordinate with departments, branches, organizations, Party committees and local authorities to resolutely and effectively implement the proposed measures and solutions; focus on promoting the dissemination of legal regulations in this field. At the same time, inform about the methods and tricks of criminals, illegal acts in "black credit" activities and illegal pawn services to raise awareness and understanding of the people in order to mobilize the strength of the entire political system and the entire population to effectively prevent and combat.

In addition, the police force also proactively grasps the situation and area, does a good job of social prevention combined with professional prevention; regularly inspects, rectifys, and strictly handles violations. Organizes pawnshop business establishments to sign a commitment to strictly comply with the provisions of the law. At the same time, strongly launches a movement for the whole population to participate in preventing, detecting, and denouncing illegal pawnshop business activities and "black credit" activities in the area. In 2024 and the first 3 months of 2025, the police forces in the province inspected, detected, and handled over 100 cases of violations of the provisions of the law on business lines with conditions on security and order.

In the coming time, the provincial police force will continue to direct and strengthen the inspection, guidance, and strict management of conditional business lines and professions regarding security and order. In particular, focusing on accommodation, karaoke, and pawn shops to grasp the situation, promptly detect, and strictly handle violations. In addition, it will propagate and encourage accommodation businesses and households to properly declare temporary residence and temporary absence, especially strangers and relatives who come to stay overnight in the area. Organize pawn shops, karaoke, accommodation businesses, etc. to sign a commitment to strictly comply with legal regulations, ensuring security and order at the facility.
