Assign clear responsibility to people and tasks
Working with localities, the inspection team assessed: Administrative reform work has been focused on by the District Party Committee, People's Council, and People's Committee of Do Luong and Tan Ky districts, with focused leadership and direction. The districts have established Steering Committees and Working Groups to assist the District Steering Committee, headed by the District Party Secretary.

Districts promptly promulgate working regulations, assign tasks and issue work programs. At the same time, assign heads of agencies and units to be in charge of administrative reform work and decide to arrange specialized civil servants to advise heads of agencies and units on administrative reform work.
Comrade Phan Van Giap - Chairman of Tan Ky District People's Committee said: Administrative reform is identified by Tan Ky district as a key task, a breakthrough and the district is determined and resolute in leadership and direction.
Accordingly, the district requires 100% of departments, branches and localities to review and supplement the content of leadership and direction, implementation of administrative reform into the working regulations of their agencies and units and assign responsibility to the heads of agencies, units and localities. The district requires departments, branches and localities to develop a plan to overcome shortcomings in administrative reform with a roadmap and efficiency; assign responsibility to each individual, clearly define people and work.
"The way Tan Ky district does it is that the district organizes for the heads of departments, boards, and commune People's Committees to sign a commitment with the Chairman of the District People's Committee to perform professional tasks and administrative reform work of agencies, units, and localities. By the end of 2024, after evaluation, if any cadre does not meet the requirements of the task, he/she will voluntarily resign or be reassigned to other work" - said the Chairman of the Tan Ky District People's Committee.

The People's Committees of districts have issued many documents to implement inspection and review activities to simplify administrative procedures, closely following documents from higher levels to carry out tasks of controlling administrative procedures in the area; arranging focal civil servants to perform tasks of controlling administrative procedures at the district and commune levels.
Tan Ky district has inspected and reviewed legal documents under its management. Of which: 21 documents have expired; 14 documents remain the same (still in effect); 1 document is proposed to be amended, supplemented, adjusted, or replaced; 0 documents are proposed to be abolished or canceled.
For Do Luong district, the total number of administrative procedures under the authority to resolve in the area is 347 procedures, of which 237 administrative procedures are under the authority of the district level, 110 administrative procedures are under the authority of the commune level. The district has reviewed and proposed to simplify: 12 administrative procedures.

Tan Ky and Do Luong localities have completed the Department of receiving and returning results according to the one-stop mechanism, the inter-connected one-stop mechanism at the district People's Committee. The one-stop department at the district and commune levels operates basically effectively.

At the same time, the Party committees and authorities of Do Luong and Tan Ky districts have focused on leading, directing, thoroughly implementing and implementing digital transformation in the district very drastically, creating positive changes in all aspects, while at the same time widely propagating to the masses in the area. The application of information technology in handling administrative procedures at the reception and result delivery departments has been given attention and ensured effective implementation.

Through professional inspection, the inspection team pointed out: Although there have been positive changes, the administrative reform work of the districts still has some shortcomings and limitations that need to be overcome such as: The work of initiating, seeking initiatives and experiences, and innovating in performing administrative reform tasks is not much.
There are still delays in handling administrative procedures for citizens; digital transformation is still limited; information and propaganda work has not been innovated,...

Resolute and synchronous in administrative reform work
The inspection team suggested that the Steering Committee for Administrative Reform of Do Luong and Tan Ky districts in the coming time should continue to pay attention to and direct administrative reform work resolutely and synchronously.
Continue to promote the leadership role of the District Administrative Reform Steering Committee, the role and responsibility of the heads of Party committees and authorities at district and commune levels in directing the implementation of administrative reform tasks; innovate thinking, increase the application of technological solutions to improve the effectiveness of administrative reform plan implementation.

Localities need to step up the inspection, processing, and systematization of legal documents. Strengthen measures to improve the efficiency of handling administrative procedure records at the One-Stop Department at the district and commune levels, minimizing the rate of late records; focus on inspection work, promptly and strictly handle violations or cases of causing difficulties, harassment, and negativity when receiving and handling administrative procedure records; strengthen and have sanctions to handle digitalized records, etc.
