The Chairman of the People's Committee of Soc Trang province has just directed the Department of Health to inspect and examine the cosmetic facility "accused" of operating without a license.
On December 3, Mr. Vo Quoc Tru, Director of the Department of Health of Soc Trang province, said that on the morning of the same day, the Department of Health received a directive from the Chairman of the People's Committee of Soc Trang province regarding the inspection and examination of cosmetic establishments operating without a license. The document was signed by Mr. Nguyen Van Khoi, Vice Chairman of the People's Committee of Soc Trang province on December 2.
PAPU Beauty Institute "accused" of operating without a license
Following the direction of the Chairman of the People's Committee of Soc Trang province, after reviewing Ms. TCL's petition to request direction and handling of the behavior showing signs of violating the law by PAPU Cosmetic Institute, Ms. Phan Thi Truc Phuong and Dr. Doan Huu Duc for performing rhinoplasty, rhinoplasty, prescribing treatments... without a license to operate medical examination and treatment from a competent authority.
Accordingly, the Chairman of the People's Committee of Soc Trang province has directed: "Based on functions and powers, request the Department of Health to direct the inspection and examination of law compliance in medical examination and treatment activities for cosmetic establishments according to citizens' feedback; strictly handle violations of the law (if any)".
Speaking to the press, Mr. Vo Quoc Tru, Director of the Department of Health of Soc Trang province, said that the unit will establish an interdisciplinary inspection team to inspect Phuong Spa (currently known as PAPU Aesthetic Institute). The inspection team includes the Department of Health Inspectorate, the Department of Medical and Pharmaceutical Affairs, the Department of Internal Political Security (Soc Trang Provincial Police), and the Department of Health of Soc Trang City. After the inspection, if there are sufficient grounds for handling the violation, the Department of Health will impose a fine and, if necessary, will propose to transfer it to the police for further investigation and handling.
At the end of November 2024, Ms. TCL (37 years old, Vinh Chau Town, Soc Trang) sent a petition to the People's Committee of Soc Trang province and the Department of Health of Soc Trang province with the content, requesting clarification of responsibilities and handling of individuals who caused harm to her health.
According to Ms. L.'s application, through her sister, Ms. L. knew Ms. Phan Thi Truc Phuong, the owner of a Spa in a residential area on Hung Vuong Street, Ward 6, Soc Trang City. This Spa was later renamed PAPU Beauty Institute.
In 2023, Ms. Phuong invited Dr. Doan Huu Duc (HCMC) to the spa to perform rhinoplasty surgery for Ms. L. on November 25, 2023. After the surgery, Ms. L.'s nose often ached and had discharge. At this time, Ms. Phuong texted the customer a number of pharmacies to buy medicine herself.
Seeing that her nose was still aching and running, Ms. L. continued to buy medicine and take it for more than 2 months. From the beginning of 2024 until now, Ms. L.'s face has shown abnormal signs, round like a plate. On November 28, Ms. L. went to Can Tho Central General Hospital for examination. The doctor diagnosed her with gastric reflux, gastritis and duodenitis, essential hypertension, drug-induced Cushing's syndrome, chronic adrenal insufficiency, etc.
