Control power, prevent corruption and negativity in public service performance.

Deputy Prime Minister Le Thanh Long has just signed Document No. 626/TTg-VI of the Prime Minister on the dissemination and implementation of Regulation No. 131-QD/TW dated October 27, 2023 of the Politburo.

The document states: On October 27, 2023, the Politburo issued Regulation No. 131-QD/TW on controlling power, preventing and combating corruption and negativity in inspection, supervision, enforcement of party discipline and in inspection and auditing activities (Regulation No. 131-QD/TW). In order to effectively implement the above Regulation, the Prime Minister and the Secretary of the Government Party Committee request the Government Inspectorate, ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities (ministries, branches, localities), inspection agencies, inspection organizations and units to thoroughly grasp and organize the implementation of Regulation No. 131-QD/TW with the following specific contents:

1- Thoroughly grasp, organize the full, serious, timely and effective implementation of Regulation No. 131-QD/TW, the Party's policies and regulations and the State's laws, especially the Law on Anti-Corruption, the Law on Inspection and instructions from superiors on controlling power, preventing and combating corruption and negativity in inspection, supervision, enforcement of party discipline and in inspection and auditing activities, not allowing corruption and negativity; promptly advise and perfect relevant policies and laws, ensuring control of power, prevention and combating corruption and negativity in inspection and auditing activities.

2- Raise awareness of responsibility of heads of agencies, organizations, and competent persons in inspection, supervision, and enforcement of party discipline and in inspection and auditing activities; direct and organize timely and effective implementation of tasks on power control, prevention and combat of corruption and negativity in public service performance; transfer of positions of persons with positions and powers according to regulations; protect and reward organizations and individuals who detect, reflect, and denounce violations; strengthen inspection and supervision, promptly detect, prevent, rectify, and handle violations or recommend handling according to Party regulations and State laws.

3- The Government Inspectorate shall preside over and coordinate with relevant agencies to review, promulgate, amend, supplement or recommend competent authorities to promulgate, amend, supplement regulations and procedures for inspection activities, citizen reception, complaint and denunciation settlement, corruption and negativity prevention and control, and other relevant regulations according to its functions and authority to ensure effective and efficient control of power, prevention and control of corruption and negativity in inspection activities.

4- The Ministry of Finance shall preside over and coordinate with relevant agencies to review, promulgate, amend, supplement or recommend competent authorities to promulgate, amend, and supplement regulations on independent auditing activities and other relevant regulations to ensure control of power, prevent and combat corruption and negativity in auditing activities.

5- The Ministry of Home Affairs shall preside over and coordinate with relevant agencies to study and propose to competent authorities to continue reviewing and perfecting institutions and regulations on public ethics, professional ethics, and codes of conduct for cadres, civil servants, and public employees; continue to reform the civil service, civil servant, and public employee regime to improve the quality of cadres, civil servants, and public employees performing inspection, examination, and auditing tasks to prevent, detect, and strictly handle acts of corruption, negativity, or cover-up and abetting of corruption and negativity; promptly commend and reward cadres, civil servants, and public employees who detect, reflect, and denounce violations.

6- The Ministry of Information and Communications shall preside over and coordinate with relevant agencies to promote and improve the effectiveness of information and propaganda work on power control, corruption prevention and combat, and negativity in inspection, supervision, and party discipline enforcement, and in inspection and auditing activities; promote the role of the press and media in the fight against corruption and negativity.

7- Ministries, branches, localities, competent inspection agencies, inspection organizations and units thoroughly grasp and fully and seriously implement the above tasks, ensuring progress and quality; periodically (first quarter, 6 months, 9 months, year) report on implementation results according to regulations on reporting regime of inspection work, handling complaints and denunciations, preventing and combating corruption and negativity and when requested. The Government Inspectorate synthesizes the situation and implementation results and reports to the Prime Minister.
