Removing institutional barriers, improving social security system
On November 27, explaining the issues raised by National Assembly deputies regarding the Draft Law on Employment (amended), Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung stated that the employment issue is affected by many legal systems. The amendment of the law needs to continue to review and supplement, but also anticipate new issues and raise some outstanding issues to perfect the institutions and legal framework, with the goal of promoting the construction of a synchronous, flexible, diverse, sustainable and integrated Vietnamese labor market, focusing on creating full and high-quality jobs, as well as higher labor productivity. This is a key issue in this law that needs to be raised and seriously considered in terms of the Vietnamese labor market.

According to Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung, regarding the issue of creating adequate and quality jobs, focusing on issues of principle and root nature is to promote socio-economic development to solve the problem of increasing employment, improving the employment support system, improving the public service system on employment, strengthening the protection of workers' rights and interests. Resolutely remove institutional barriers to inequality in employment, improve the social security system, promote job creation and high-quality jobs. In which, the State and enterprises must play a leading role, workers must play a proactive role in their work and activate social resources, the participation of the whole society and create jobs and social welfare.
Regarding labor productivity, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that in the context of the current diverse, complex and rapidly changing labor market, we must quickly adapt to the trend of preventing population aging, environmental change, climate change and the rapid, profound and fundamental impact of science and technology. This is both to take advantage of advantages but also to prevent and limit all risks and challenges.

“Amending the Law on Employment also needs to focus on workers and employment as the core of sustainable labor productivity growth. Each labor group and age group needs appropriate policies,” affirmed Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung.
Previously, participating in the discussion, National Assembly delegate Truong Xuan Cu (National Assembly Delegation of Hanoi) proposed to pay attention to policies to support employment for the elderly. The delegate was concerned about employment policies for the elderly, in which there is still no initiative in responding to the aging population.
“Looking at countries around the world, countries with golden economic strategies, the GDP of the elderly contributes greatly to these countries. There are jobs for the elderly that pay low salaries, but are very effective, so there needs to be a policy to mobilize the participation of the elderly in social work. In addition, support training, fostering, and granting national and international certificates to the elderly; it is also necessary to consider not only exporting labor, but also exporting experts” - National Assembly delegate Truong Xuan Cu expressed his opinion.
Amending the Employment Law to meet the requirements of the new era

Through discussion, the majority of National Assembly deputies highly appreciated the sense of responsibility of the drafting agency and basically agreed with the amendment of the Law on Employment. At the same time, many practical issues were raised to consolidate the basis and arguments on the feasibility of policies on employment support; research and review of subjects, including people in difficult circumstances, the poor, near-poor, people escaping poverty, people whose land was recovered, workers in rural areas, the elderly; capital sources for loans to solve employment; labor market information; unemployment insurance contribution rates, etc.
Immediately after this session, the National Assembly Standing Committee will direct the agency in charge of the review, the agency in charge of the drafting and relevant agencies to seriously absorb and fully and thoroughly explain the opinions of the National Assembly deputies. Along with that, continue to collect opinions from experts, agencies, managers, and affected subjects... to ensure the transparency and feasibility of the Draft Law.
The Vice Chairman of the National Assembly suggested that it is necessary to focus on thoroughly implementing innovation in law-making methods during the process of revising and perfecting the Draft Law; promptly report to the National Assembly Standing Committee on arising issues; and strive to pass this Draft Law with the highest quality by the 9th Session.
