Reduced to 17 district-level administrative units and 233 commune-level administrative units
In Report No. 1148 dated November 5, 2024, the Party Committee of the Provincial People's Committee said that on October 24, 2024, the Standing Committee of the National Assembly voted to approve the project and issued Resolution 1241 on the arrangement of administrative units at district and commune levels in Quang Nam province for the period 2023 - 2025.
Resolution 1241 takes effect from January 1, 2025. From this point on, Quang Nam will merge Nong Son and Que Son districts to form the new Que Son district; at the same time, 16 commune-level administrative units will be arranged. Thus, Quang Nam has 17 district-level administrative units (14 districts, 2 cities and 1 town); 233 commune-level administrative units (190 communes, 29 wards, 14 towns).
Analyzing the advantages and difficulties in developing a project to submit to the Central Committee for appraisal and consensus, the Party Committee of the Provincial People's Committee proposed to the Standing Committee of the Provincial Party Committee tasks and plans to implement and complete Resolution 1241 of the National Assembly Standing Committee.
In particular, it is proposed that the Standing Committee of the Provincial Party Committee agree on a plan to determine the surplus cadres, civil servants and public employees (CBCCVC) after the rearrangement of administrative units that need to be resolved by 2029 (5 years after the rearrangement) as follows: The number of surplus CBCCVC after the rearrangement = Total number of staff expected to be assigned to the new Que Son district in 2025 (the current number of CBCCVC of the two districts) - Total number of staff expected to be assigned to the new Que Son district in 2029 (the largest number of staff assigned to district-level administrative units in the province at present).
At the meeting, the opinions of the members of the Steering Committee on urban development and administrative unit arrangement of Quang Nam province focused on discussing the contents related to the implementation of Resolution 1241 of the National Assembly Standing Committee. Especially the arrangement of the organizational structure, the arrangement of chief and deputy chief officials in the newly established administrative unit of Que Son district after the arrangement.
Concluding the meeting, Provincial Party Secretary Luong Nguyen Minh Triet highly appreciated the sense of responsibility, basically focusing on completing the assigned tasks of relevant departments and branches; promptly advising the Provincial Party Committee, the Provincial Party Standing Committee, the Provincial People's Council, and the Provincial People's Committee to deploy the construction of two tasks of urban development and the arrangement of administrative units at district and commune levels in the province for the period 2023-2025.
Regarding the Provincial Administrative Unit Arrangement Project, according to the Provincial Party Secretary, the implementation has been basically smooth and has received high consensus from the people, proving that the quality of preparation is quite good and strict. The project has been appraised and approved quickly by the Ministry of Home Affairs and the Government, without much addition; and has received high consensus from the National Assembly Standing Committee.
Create greater consensus among the people
The Provincial Party Secretary highly agreed with Report 1148 of the Provincial People's Committee's Party Committee and said that the Steering Committee will soon report to the Provincial Party Committee Standing Committee to give opinions on related contents, as a basis for synchronous implementation in the political system on the implementation of Resolution 1241 of the National Assembly Standing Committee.
Pointing out the key tasks that need to be carried out from now until the completion of the arrangement of administrative units in the province, Provincial Party Secretary Luong Nguyen Minh Triet requested that localities subject to the arrangement continue to focus on implementing a number of key tasks, especially propaganda and mobilization work at the grassroots level, including those individuals who are still concerned, in order to create higher consensus among the people.
In particular, issues related to resolving policies and administrative procedures so that people do not see any problems or inconveniences; do not have to pay any fees for changing documents. Create high consensus among the staff, especially the civil servants and public employees of Nong Son district, all for the common good, the benefit of the people in the spirit of Resolution 1241 passed by the National Assembly Standing Committee.
The Provincial Party Secretary said that the implementation of the work of reorganizing the apparatus and arranging redundant cadres is an extremely important task, with a complete plan, specific instructions, and a combination of many different solutions to solve the most harmonious and reasonable problem of arranging cadres. First of all, arranging cadres at the head and deputy levels.
In the coming time, Provincial Party Secretary Luong Nguyen Minh Triet requested the Organizing Committee, the Propaganda Committee, the Mass Mobilization Committee of the Provincial Party Committee, the Vietnam Fatherland Front of the province, socio-political organizations, especially the Party Committees and People's Committees at the district level with administrative units arranged for the period 2023 - 2025 to well implement the tasks in Project 5362 dated July 19, 2024 of the Provincial People's Committee. Agree on the time to organize the announcement of Resolution 1241 in early December 2024.
At the same time, assign the Party Committee of the Provincial People's Committee to urgently issue a plan to implement Resolution 1241 of the National Assembly Standing Committee, with a roadmap to complete each task to guide the grassroots implementation. Assign the Provincial Party Committee's Organization Committee to preside over and, together with the Department of Home Affairs, agree on the issue of determining the number of surplus cadres according to the direction proposed by the Provincial People's Committee.
In particular, I would like to note that there should be no confusion, concern, delay, or non-compliance with work hours among civil servants and public employees. We must ensure that all State activities are normal until before the merger of public service units. The leaders of Nong Son district should increase reminders and conduct surprise inspections of public services to promptly rectify the situation and prevent people from reporting or giving opinions…”
