On the afternoon of December 18, in Hai Phong, National Assembly Chairman Tran Thanh Man presented Resolutions on the organization of urban government and the arrangement of administrative units at district and commune levels to the leaders of Hai Phong City.
At the conference to announce Resolution No. 169/2024/QH15 dated November 30, 2024 of the National Assembly on the organization of urban government of Hai Phong City and Resolution No. 1232/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Hai Phong City in the 2023-2025 period, National Assembly Chairman Tran Thanh Man presented the Resolutions to the leaders of Hai Phong City, leaders of Thuy Nguyen City and districts.
Speaking at the conference, National Assembly Chairman Tran Thanh Man affirmed: In recent times, Hai Phong has achieved achievements that many other localities have not been able to do in the same context and institutions. Many good models and good experiences in many fields are initiatives of Hai Phong that can be applied to many localities. The results that Hai Phong has achieved have contributed significantly to the development of the whole country, it is expected that 15/15 main targets of 2024 will be achieved and exceeded; the whole year's growth will reach over 7%.
To effectively implement the Resolution of the National Assembly and the Resolution of the National Assembly Standing Committee, the National Assembly Chairman proposed: Hai Phong organizes the implementation synchronously, effectively, and perfects the urban government organization model in accordance with the spirit of the Resolution, ensuring stability, unity, and no interruption in state management activities and public service provision. Hai Phong needs to quickly complete the government system at all levels after the arrangement, ensuring unity and connectivity in state management; focusing on training and fostering cadres and civil servants to meet the requirements of tasks in the new situation.
“The most important thing is that the rearrangement of administrative units must achieve better socio-economic development of the locality, more convenient service for businesses, better material and spiritual life of the people; traditional cultural values are preserved, transmitted and promoted more effectively,” emphasized National Assembly Chairman Tran Thanh Man.
In addition, National Assembly Chairman Tran Thanh Man noted: Hai Phong needs to accelerate urbanization, proactively connect regions, and build the Port City into a smart, modern city, a model city of experience and livability. To be worthy of its role as a driving force for development in the region and the whole country, Hai Phong needs to have specific policies and mechanisms to meet the requirements of development, take off, and enter a new era - the era of national growth.
Receiving the direction of the National Assembly Chairman, Hai Phong Party Secretary Le Tien Chau expressed that the conference is a historical milestone in restructuring the city's administrative apparatus at all levels, and is the first step in building a streamlined, strong, efficient, effective and efficient city administrative apparatus.
