On December 17, the Standing Committee of the Ninh Binh Provincial Party Committee held an expanded meeting of the Provincial Party Executive Committee to implement Resolution No. 1318/NQ-UBTVQH15 dated December 10, 2024 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of the province for the period 2023-2025.

At the conference, Party Central Committee member and Ninh Binh Provincial Party Secretary Doan Minh Huan emphasized that the arrangement of administrative units at district and commune levels is a major policy of the Party and State to streamline the organizational apparatus, reduce staff, reduce state budget expenditures; expand development space, promote the potential and advantages of localities; maintain national defense and security, ensure social order and safety; improve the material and spiritual life of the people.

The Secretary of the Ninh Binh Provincial Party Committee emphasized: Resolution No. 1318 plays a particularly important role and significance for the province's development in the coming time.

To promptly and effectively implement the Resolution, Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations in the province need to focus on implementing key tasks. In particular, promoting propaganda, dissemination and dissemination to all cadres, Party members and people, especially at district and commune-level administrative units, to carry out arrangements and mergers to create higher consensus and unity among cadres, Party members, civil servants, public employees, workers and people of all walks of life when organizing the implementation of the Resolution.

The Steering Committee arranges provincial-level administrative units and members of the Provincial Party Committee Standing Committee in charge of districts to focus on leading, directing, urging, and guiding the implementation of the Resolution and documents of the province as assigned by the Provincial Party Committee Standing Committee.

The People's Council, the Provincial People's Committee, the Provincial Party Committee's Organizing Committee, the Fatherland Front, socio-political organizations and relevant agencies direct and guide localities to focus on perfecting the organization and staff in conjunction with implementing Directive No. 35-CT/TW of the Politburo on Party congresses at all levels for the 2025-2030 term for administrative units to carry out the arrangement in accordance with the direction of the Central Government and the province.

Units and localities have plans to use assets after effective arrangement, avoid waste; use and preserve documents, financial and accounting books, and archives in accordance with regulations.

Localities urgently organize and implement the work of arranging and fully and seriously implementing the work contents according to the Provincial Plan and instructions of competent authorities, and soon stabilize organizational activities.

Localities and units create favorable conditions for people, organizations and enterprises to conduct transactions in newly formed administrative units after the arrangement; convert documents for people, agencies, units and enterprises according to their authority.

Units and localities promptly make recommendations to competent authorities on difficulties in the implementation process; fully implement policies and regimes in localities and units with surplus cadres, civil servants, public employees, workers, and non-professional workers at the commune level due to arrangement according to regulations of the Central and the province...

Previously, Mr. Dinh Viet Dung, Chairman of the Provincial Party Committee's Inspection Committee, Head of the National Assembly Delegation of Ninh Binh province, announced Resolution No. 1318/NQ-UBTVQH15 on the arrangement of district and commune-level administrative units of the province in the period of 2023 - 2025. In which, Hoa Lu city was established on the basis of merging the entire natural area and population size of Hoa Lu district and Ninh Binh city.

After its establishment, Hoa Lu city had a natural area of ​​150.24 km2 and a population of 238,209 people; there were 20 commune-level administrative units including 12 wards and eight communes.
