The management of mobile phone use by students in schools in Hanoi has been widely implemented and brought about positive signals.
Nguyen Ha Anh, a 12th grade student at Tran Phu High School (Hoan Kiem District) said that the ban on cell phone use is applied to all classes in the school.
Every day, after you enter the classroom, the class monitor is responsible for collecting your phones and putting them in the locker. The phones will only be returned to you at the end of the 5th period, before school ends.
Ha Anh said that the students also realized that bringing phones to class would greatly affect their ability to concentrate on studying, so they proactively reminded each other to follow this rule.
“After each summer, the habit of using phones uncontrollably at home makes it more difficult to manage phones in school. However, when the regulations are in place, we see that students talk to each other more during recess. More students play sports, and reading culture in schools is also promoted. Most importantly, the feelings and attachment between students are much closer because they are not controlled by phones,” said teacher Nguyen Cao Cuong, Principal of Thai Thinh Secondary School (Dong Da District).
Recognizing the negative effects on students' ability to concentrate on their studies if they use mobile phones in class, but still ensuring that communication is always connected when necessary, Thai Thinh Secondary School has arranged an area for landline phones so that students can contact their families when needed and each call is recorded in the school's phone log. This method has been implemented by the school for several years and has received support from both teachers and parents.

Circular No. 32/2020/TT-BGDĐT of the Ministry of Education and Training promulgating the regulations on junior high schools and high schools allows students from November 1, 2020 to use phones in class for learning purposes but must have the consent of the teacher. With this regulation, students can bring smartphones to school for the purpose of supporting document lookup, connecting groups to do homework, using advanced software to supplement learning...
However, teachers are warning that the abuse of smartphones during school hours has many potential factors related to management, leading to a decrease in the quality of education.

The situation of students lacking interaction with each other, not connecting with general educational activities outside the classroom, being lazy to exercise, and only focusing on their phones during breaks makes teachers worried.
In addition, the uncivilized use of phones, causing conflicts on social networks, leading to an increase in school violence, also has a significant impact on the educational environment.
Faced with these shortcomings, Hanoi is one of the first localities to issue regulations on the management and use of phones in schools in October 2024.
Accordingly, the Hanoi Department of Education and Training recommends that depending on actual conditions, the Board of Directors and teachers manage students' phones and receiving and broadcasting devices before the first class period (manage by class) and return phones and receiving and broadcasting devices to students after school and class.
With this unified regulation, schools in Hanoi have implemented it simultaneously and received support from parents. This approach has spread to many other provincial and municipal Departments of Education and Training.
