
The meeting was held in a direct and online format between the Government Headquarters and the provinces and centrally-run cities that have important national projects and key works in the transport sector.
Attending the meeting were members of the Steering Committee who are Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and cities; representatives of Project Management Boards, State economic groups, investors, consulting units, and construction contractors.
Currently, the country has 34 major projects, 86 important national component projects, key projects of the Transport sector in 48 provinces and centrally-run cities. Of these, there are 5 railway projects, 2 airport projects, the rest are expressway projects and belt roads of the Hanoi Capital Region and Ho Chi Minh City.
At the 8th Session, the Steering Committee focused on reviewing the situation, especially the removal of difficulties and obstacles in site clearance and granting of common construction material mines; newly arising issues; proposing solutions to promote projects; investment preparation for new projects; changing the purpose of forest land use; applying construction material prices; arranging and preparing capital; research and use of sea sand as filling material, etc.
Concluding the meeting, Prime Minister Pham Minh Chinh, Head of the Steering Committee, emphasized: Since the 7th meeting and following the previous results, the Government has closely coordinated with the National Assembly to review projects, resolve difficulties, and promote projects. Ministries and branches have actively implemented assigned tasks with high determination and great efforts, many difficulties have been resolved, and the progress basically meets the requirements; striving to have at least 3,000 km by 2025 and 5,000 km of expressways by 2030 as set out in the Resolution of the 13th National Party Congress.
Prime Minister Pham Minh Chinh praised ministries, sectors, localities, investors, consultants, and construction contractors for focusing on accelerating project implementation, in the spirit of "overcoming the sun and overcoming the rain". In particular, the construction of the Long Thanh International Airport passenger terminal and Tan Son Nhat T3 terminal has begun.
Prime Minister Pham Minh Chinh requested that in the coming time, ministries, branches and localities need to be more active and determined, focusing on removing difficulties and obstacles; reducing administrative procedures, shortening implementation time; coordinating to resolve procedures related to forest land, capital sources, environmental impact assessment reports, etc. to speed up the progress of project implementation.
Considering that construction materials and site clearance are major bottlenecks that determine the progress of projects, the Prime Minister requested localities to focus on doing this work well. In particular, provinces in the Mekong Delta region must arrange supplies to ensure the progress of projects on the principle of common interests.
The Prime Minister emphasized that the effective implementation of key national and transport projects contributes to the implementation of one of the three strategic breakthroughs, especially in transport according to the Resolution of the 13th National Party Congress; contributes to the effective implementation of Conclusion 64 of the Central Executive Committee at the 8th Central Conference on promoting growth and disbursing public investment capital; contributes to creating jobs and livelihoods for the people.
Therefore, ministries, branches and localities continue to review and assess the situation, promptly handle newly arising issues; resolve difficulties in common construction materials; relocate and clear land; organize solutions to promote the progress of construction and project implementation; inspect and supervise the assurance of construction quality, labor safety, environmental sanitation, etc.

Prime Minister Pham Minh Chinh assigned specific tasks to each ministry and sector. In particular, the Ministry of Transport directed investors to request contractors to coordinate with localities to promptly complete procedures to be able to exploit mines under the North-South Expressway project in the Eastern phase 2021-2025 before December 31, 2023; strengthen inspection and urge investors to direct contractors to concentrate resources, organize construction in "3 shifts and 4 teams" to ensure the completion of My Thuan 2 Bridge, My Thuan - Can Tho project in 2023 and 2 component projects Dien Chau - Bai Vot, Cam Lam - Vinh Hao in 2024.
The Prime Minister assigned the Ministry of Natural Resources and Environment to promptly complete the Government's Report to the National Assembly Standing Committee on the implementation results of Resolution No. 273/NQ-UBTVQH15 on the policy of changing the purpose of using forests, forest land and rice land from two or more crops of the North-South Expressway Construction Project in the Eastern region in the period of 2021 - 2025; promptly advise the Government to allow the provinces (Ha Tinh, Quang Binh, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa) to increase the capacity of licensed sand mines that are in operation and still have exploitation terms; support and guide on the order and principles of negotiations in agreements and compensation for the exploitation of construction material mines.
The Ministry of Agriculture and Rural Development studies and guides localities to immediately implement the work of changing the purpose of forest use with increased areas and outside the scope of the North-South Eastern Expressway project in the 2021-2025 period, without affecting the project's progress. The Ministry of Construction guides the method of determining the price of materials at the mine so that localities can announce the price as a basis for investors to approve the payment price to the contractor.
The Ministry of Planning and Investment shall coordinate with Hanoi city to review investment procedures, speed up the appraisal of component project 3 of Ring Road 4 of the Hanoi Capital Region; coordinate with the Ministry of Transport and Lam Dong province to appraise the Dau Giay - Tan Phu, Tan Phu - Bao Loc and My An - Cao Lanh projects; promptly give opinions on a number of contents related to the Appraisal Report of the Pre-Feasibility Study Report of the Gia Nghia - Chon Thanh project; urgently advise the Prime Minister to decide on adjusting the land acquisition, compensation, support and resettlement project of Long Thanh International Airport after the National Assembly has a Resolution adjusting the implementation time.
The Ministry of Finance shall promptly give its opinion on the assessment of the impact of ODA loans and preferential loans of the Nam Thang Long - Tran Hung Dao urban railway project on public debt safety indicators; promptly complete the procedures for adjusting and extending ODA loans of sponsors for the Nhon - Hanoi Railway Station urban railway project; promptly give its official opinion to the Japanese side on extending the second loan agreement No. VN14-P3 for the Ben Luc - Long Thanh project.
The Ministry of Industry and Trade and the Vietnam Electricity Group speed up procedures to relocate high-voltage power lines to meet the construction progress of projects. The Ministry of National Defense and the Ministry of Public Security, if having related projects, must quickly implement procedures to hand over the site. The State Capital Management Committee at Enterprises directs ACV and VEC to strictly control the quality and progress of airport projects and the Ben Luc - Long Thanh expressway project; and directs the Vietnam Rubber Industry Group to promptly hand over the site at the Bien Hoa - Vung Tau project.
The Prime Minister requested localities to study and open suitable intersections and exploit new development space on expressways. Media agencies should closely monitor the situation, promote good models and good practices; reflect on shortcomings, limitations and weaknesses that need to be overcome; create a common consensus in society and contribute to removing difficulties and obstacles, and promoting projects.
The Prime Minister requested the Government Office to coordinate with the Ministry of Transport to monitor and urge the implementation of the contents, tasks and progress assigned by the Prime Minister and Head of the Steering Committee.
