Recently, the implementation of the "One Commune One Product" (OCOP) program is considered the right direction for the people of Ky Son mountainous district (Nghe An).
In 2019, when starting to implement the OCOP program, Ky Son always adhered to the goal that the Government aimed for in socio-economic development, which is inclusive development, leaving no one behind. Up to now, the OCOP program of this mountainous district has become a companion of farmers, contributing to raising the value of traditional local products, creating more jobs, contributing to hunger eradication, poverty reduction, and improving the quality of life for people here. Although there are many difficulties in socio-economic development conditions, it is favored by nature in terms of climate, land, and rich and diverse plant ecosystems. From those advantages, a number of typical, strong and outstanding products were recognized. In January 2024, the District People's Committee organized an assessment, classification and issued a decision to recognize 6 products that met OCOP product standards in 2023, including: Muong Ky clean wine, Hau Que sausage, Hau Que pork, Muong Long community tourism service, O Huong wine, Ky Son sticky rice wine. So far, the whole district has had 14 products recognized as meeting OCOP standards. To support cooperatives with typical products, OCOP products, key products such as: San Tuyet tea products, black chicken, Ky Son beef, ginger essential oil, Ky Son ginger powder..., connecting supply and demand, promoting trade, the district has focused on creating favorable conditions to help cooperatives and entities access specific state support policies. Support and introduce cooperatives and entities with OCOP products to participate in fairs, inside and outside the province. Annually, participate in the trade fair in Ky Son district with 5 booths, participate in the workshop on the development potential of Nghe An province at the Ministry of Agriculture and Rural Development with 4 products participating in the workshop. Although achieving such encouraging results, the development of OCOP products in this locality still has many difficulties and limitations. Not only is the number of participating products still small, not commensurate with the potential and advantages, but even the OCOP products that have been recognized are not very attractive to many customers; the quantity and output consumed are still quite modest; not creating incentives to encourage entities to reinvest on a large scale. In addition, awareness of the Program at all levels, sectors and people is still limited, local specialty products are still fragmented, small-scale, and self-sufficient. People have not paid attention to building brands, designing product packaging to attract consumers; Managers and implementers at all levels still lack experience; some localities have not really paid attention and are confused in the process of implementing the program. In reality, in order to build quality products that meet requirements, Ky Son district must rely on its agricultural production reality such as soil conditions, climate, cultural identity... to select products with characteristics suitable for production conditions. Determining investment in OCOP products must be a long-term investment. When investing in a production model that is not suitable for production conditions, does not have the cultural identity of the locality, and is not market-oriented, it is difficult to create products that meet the criteria of the OCOP product program. Build, complete and effectively implement activities to display and introduce typical products of the district. Increase promotion on mass media and typical products of the district. Propose subjects to display products at booths and fairs at all levels and localities. Ky Son district focuses on improving the quality of human resources in management, operation, and implementation of the Program; focusing on developing OCOP products in the direction of increasing value, meeting standards and market demands. Support the development of product standards; announce product quality standards; test food safety and hygiene indicators; design packaging, labels, product traceability stamps; codes, barcodes; product trademarks... Strengthen trade promotion, technical support, application of science and technology, credit. Strengthen propaganda about OCOP, so that everyone understands the role, meaning, and purpose of the Program, thereby participating and widely promoting OCOP products.
