Difficulties in managing, restoring and promoting the value of relics in Gio Linh

Gio Linh is a locality with many historical, cultural, artistic and archaeological relics of Quang Tri province. In recent times, the district has paid attention to investing in preserving and restoring relics to prevent degradation. However, due to limited funding, the decentralization of management still has many shortcomings and obstacles, making the work of preserving, restoring and promoting the value of relics encounter many difficulties.

The national monument of Tran Dinh An's tomb in Ha Trung village, Gio Chau commune has two roofs with an architectural style that bears the characteristics of the architectural art of mandarin tombs of the 17th - 18th centuries. The overall structure of the tomb includes: the tomb gate, the outer wall, the screen, three rings of worshiping tomb and the mausoleum/tomb house.

This is an architectural work of great historical, cultural and artistic significance. Over the ups and downs of time, many parts of Tran Dinh An's tomb have been severely degraded. To combat the deterioration of the monument, recently, the local government and descendants of the Tran Dinh family in Ha Trung village have made efforts to mobilize resources to repair the mausoleum foundation and clear the area around the mausoleum. This monument is located quite far from residential areas, the roads are difficult to access and there are currently no monument information signs, many parts of the structure show signs of damage.

Vice Chairman of Gio Chau Commune People's Committee Nguyen Minh Tung said: "Despite great concern, the locality has encountered many difficulties in mobilizing resources to maintain and restore the Tran Dinh An tomb. The locality hopes that authorities at all levels and relevant agencies will soon create favorable conditions to support the repair and restoration of this national historical relic to put it into tourism activities, introducing the younger generation to understand this meaningful national historical relic."

The national historical and cultural relic of Ha Thuong Communal House in Gio Linh town has existed for more than 300 years. This is an ancient, outstanding folk architectural work that has been preserved and kept relatively intact. However, over the course of its long history, some parts such as the tiled roof, walls and wooden columns and rafters in the main communal house have deteriorated and leaked.

Although the local government and villagers have contributed to repair and prevent degradation, due to limited funding, the restoration work is still limited. With the sediment, historical and cultural significance of this unique architectural work, the state needs to soon pay attention to supporting funding to preserve, restore and promote its value in a proportionate manner.

In Gio Linh district, there are currently a total of 77 relics and component relic sites that have been ranked and managed (54 historical relics; 21 cultural and artistic relics and 2 archaeological relics). Of which, there are 5 relics and component relic sites of special national level relics; 19 relics and component relic sites of national level relics; and 53 provincial level relics.

Regarding decentralization of management: there are 5 relics and relic sites managed by the province; 34 relics and relic sites managed by the district and 38 relics managed by the commune. From 2014 to present, the Party Committee, government, Fatherland Front and mass organizations in the district have paid attention to investing in preserving, restoring and preventing degradation of 4 relics.

In addition, the district is also implementing investment in preserving and restoring 6 relics according to Plan 26/KH-UBND dated February 16, 2022 of the Provincial People's Committee with a total cost of 1,840 million VND, of which 20% is socialized. To implement the plan, the District People's Committee has assigned the People's Committees of relevant communes and towns and the Project Management Board, Land Fund Development and District Industrial Cluster as investors.

Localities and units assigned with the task have organized meetings with people and relevant communities to implement the commitment to contribute 20% of socialized resources according to the plan, have received high consensus and have carried out investment procedures to restore the relics according to the plan. There are relics that people have started construction on for several months, but up to now, the competent authority has not allocated 80% of the budget to implement. Therefore, no relics have been restored or restored according to the plan.

Head of the Department of Culture and Information of Gio Linh district, Phung Chuong Nam, said: The process of implementing investment, conservation, and restoration to prevent degradation of the historical and cultural relic system in Gio Linh district still has many obstacles and difficulties. The majority of provincial-level relics (49/53) were previously recognized but did not have relic records, many relics are in ruins (41/53).

The decentralization of relic management still has many shortcomings, lacks specificity, clarity and is not suitable to reality, causing difficulties for management. Some historical relics have not been accurately located (the site marking the victory of "Bach Dang on Hieu River); some archaeological relics have not been determined by competent authorities in terms of area size (Bau Dong kiln relic, Gio Mai commune and An Xa Cham tower, Trung Son commune), so there is no basis for establishing legal records of the relics.

Many provincial-level relics (20/53) previously recognized are located on land used by organizations, individuals, and households, without land funds to measure and establish legal records. Many relics are degraded but have not received investment; funds for restoration and conservation from the state budget are still limited; some relics, when there is investment for restoration, are stuck in legal issues...

To solve this situation, Mr. Nam suggested that it is necessary to clearly define the management hierarchy of relics, in accordance with reality, promote the value of relics, and at the same time be suitable for relic management for each specific type of relic. Competent authorities should promptly determine the location and area scale of the relics as a basis for resolving land funds, and at the same time conduct measurements to establish legal documents.

There needs to be a unified direction and budget for compensation and site clearance to reserve land for relics located on land currently used by organizations, households and individuals. Attention should be paid to allocating funds to soon invest in, preserve and restore 6 relics in Gio Linh district according to Plan 26/KH-UBND dated February 16, 2022 of the Provincial People's Committee.
