On the afternoon of August 3, Prime Minister Pham Minh Chinh chaired an online conference to evaluate the implementation results of Resolution No. 33/NQ-CP of the Government and propose solutions to remove difficulties and obstacles for the real estate market.
Speaking at the opening of the Conference, the Prime Minister stated that the message of the Conference is to join hands to remove difficulties and obstacles so that the real estate market can develop stably, safely, healthily and sustainably.
In the past 7 months of 2023, despite facing many difficulties and challenges due to external and internal impacts, under the leadership of the Party, the participation of the entire political system, the consensus and support of people and businesses, and the support of friends and international partners, the socio-economic situation still achieved basic results.
Macroeconomic stability continues, inflation continues to decrease, major balances are ensured, and the economy continues to grow.
In the general socio-economic results, the real estate sector makes a very important contribution.
According to the Prime Minister, like other socio-economic sectors, the real estate market has favorable times and difficult times, businesses have profit times and losses. But the most important thing is that we need to promptly detect emerging issues, difficulties and obstacles, correctly assess the causes, set appropriate goals, tasks and solutions, and implement them resolutely and effectively.
Following the National Online Conference on February 17, to continue implementing solutions to promote the real estate market issued by the Government in recent times, the Government organized an Online Conference to evaluate the implementation results of Resolution No. 33 and propose solutions to remove difficulties and obstacles for the real estate market.
The Prime Minister pointed out that one or two conferences cannot solve all the problems, including problems that have lasted for decades and cannot be resolved overnight.
However, the spirit is to be clear and handle it accordingly, to resolve difficulties wherever they are, and to resolve difficulties at whatever level. Relevant entities (management agencies, localities, ministries, sectors, businesses, customers and people with real estate needs) work together to resolve the issue.
Promote the responsibility of each subject for the development of the country, for the common interest, harmonize interests, share risks, harmonize interests between the State, enterprises and people.
The Prime Minister asked delegates to analyze and objectively and honestly evaluate the implementation of Resolution 33 of the Government and the current real estate market.
Carefully analyze the causes, especially subjective causes, from which to propose tasks and solutions to remove difficulties and obstacles and promote the real estate market, focusing on issues related to law, capital, planning, finance, banking, administrative procedures, decentralization, delegation of authority, etc.
Nearly 500 projects in Hanoi and Ho Chi Minh City have had their obstacles cleared.
Reporting at the conference, Deputy Minister of Construction Nguyen Van Sinh said that, in carrying out the assigned tasks, the Prime Minister's Working Group and the Ministry of Construction worked directly with many localities to review and remove difficulties and obstacles.
As of August 1, the Working Group has received 112 documents reporting difficulties, problems and recommendations from localities, businesses, associations and people related to 174 real estate projects.
According to the assigned functions and tasks, the Working Group of the Ministry of Construction has reviewed and processed 112 documents. Of which, 102 documents were sent to the People's Committees of provinces and centrally-run cities for urging, guidance and requesting consideration and resolution according to their authority; 10 documents were sent to the Ministry of Planning and Investment and the Ministry of Natural Resources and Environment for consideration and resolution.
The Ministry of Construction has issued 35 documents to guide and resolve difficulties and problems regarding planning, social housing, renovation of old apartments, construction permits, project transfers, etc. for localities such as Hanoi, Ho Chi Minh City, Dong Nai, Thai Nguyen, Vinh Long, Son La, Thai Binh, Binh Dinh, etc.
The Ministry of Natural Resources and Environment and the Ministry of Planning and Investment have also issued many documents guiding localities and enterprises to remove difficulties and obstacles as requested by the Working Group.
Specifically, in Ho Chi Minh City, about 30 petitions related to difficulties and problems of about 180 housing projects and urban areas were guided to be resolved.
Of which, there are 10 contents on social housing; 10 contents on renovation of old apartments; 4 contents on planning; 4 contents related to investment, household registration and 2 contents on land.
Thereby identifying the main problems due to local incomplete and incorrect understanding and application of the law.
In addition, the Working Group received 37 petitions from businesses and people. The Working Group sent 37 documents to the Ho Chi Minh City People's Committee and the Ministry of Planning and Investment requesting solutions to remove difficulties for real estate projects in the area according to their authority and reported the results to the Working Group.
According to the Department of Construction, up to now, Ho Chi Minh City has directed and resolved 67 projects (equivalent to 37.2% of the initial 180 projects). Of these, 28 projects were under the guidance and supervision of the Working Group; 39 projects were reviewed by the locality.
In Hanoi, about 20 petitions related to difficulties and problems of about 712 housing projects and urban areas were answered and guided. The contents related to the implementation of housing projects, urban areas, social housing policies, resettlement housing, renovation and reconstruction of old apartment buildings, site clearance, land use fee calculation for projects...
In addition, the Working Group received 12 documents from 12 businesses and people requesting to remove difficulties for business projects in Hanoi. The Working Group processed 12 requests in 11 documents sent to the Hanoi People's Committee requesting to remove difficulties for real estate projects in the area according to its authority.
According to the Department of Construction, up to now, Hanoi has directed and resolved 419 projects (equivalent to 58.8% of the initial 712 projects), and is currently continuing to resolve 293 projects.
Similarly, in Hai Phong, we have also answered, provided direct guidance and written guidance on about 15 petitions related to difficulties and problems of about 65 housing projects and urban areas.
In Da Nang, about 16 petitions were answered and guided regarding difficulties and problems of about 75 housing projects and urban areas on issues such as: implementing inspection conclusions and judgments of real estate projects; issues of using residential land and other land for commercial housing development; granting Certificates for tourist apartments, office apartments combined with accommodation; site clearance, calculating land use fees for projects; procedures for approving investment in real estate projects; dividing and selling land in urban real estate projects...
In Can Tho, over 10 petitions related to difficulties and problems of about 79 housing and urban area projects were answered and guided.
In Dong Nai, the Working Group directly worked to answer, provide direct guidance and written guidance for 7 large real estate projects; including projects of Novaland Group, Hung Thinh Group...
Regarding the results of the implementation of the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030", the report of the Ministry of Construction compiled by localities shows that in the period of 2021-2025, 41 social housing projects in urban areas and workers' housing have been completed with a construction scale of about 19,516 units. Currently, 294 projects are continuing to be implemented, with a construction scale of about 288,499 units.
Of which, the social housing development program for low-income people in urban areas has completed the construction of 34 projects, with a construction scale of about 14,202 apartments. 201 projects are still being implemented, with a construction scale of about 161,227 apartments.
Social housing development program for industrial park workers: completed investment and construction of 7 projects, with a construction scale of about 5,314 apartments. Continuing to implement 93 projects with a construction scale of about 127,272 apartments.
In the first 7 months of 2023 alone, 10 social housing and housing projects for industrial park workers have been started, with a total of about 19,853 units. Of which, 7 social housing projects have a scale of 8,815 units; 3 worker housing projects have a scale of 11,038 units.
Regarding the results of the implementation of the Credit Program of about 120,000 billion VND for preferential loans to develop social housing, workers' housing, and renovate and rebuild apartments, the report said that 11 provincial and municipal People's Committees announced a list of 24 projects eligible for loans with a total investment capital of 31,673.1 billion VND, and a loan demand of 12,442.78 billion VND.
In case the projects are approved for loans, 12,442.78/120,000 billion VND will be disbursed (reaching about 10.4% of the disbursed capital in the 120,000 billion package).
According to the Ministry of Construction, there are about 108 projects that have been granted construction permits and are under construction (eligible for loans under the 120,000 billion VND package).
