Concluding the conference, Prime Minister Pham Minh Chinh highly appreciated the reports of ministries and branches on the results of implementing tasks as required in Resolution No. 33 and proposed solutions to remove difficulties and obstacles for the real estate market; the presentations with very specific solutions from associations and experts in the fields of finance and real estate, especially solutions to remove legal obstacles, increase real estate supply, financial solutions, banking solutions, management solutions, credit, and corporate bonds.
The Prime Minister emphasized that the message of the conference is to join hands to remove difficulties and obstacles so that the real estate market can develop stably, safely, healthily, effectively and sustainably. The implementation of Resolution 33 has had certain effects, helping the situation to be better each month than the previous month, each quarter better than the previous quarter and hopefully 2023 will be better than 2022.
However, there are many problems that have been stuck for many years and cannot be solved by a meeting, a document, a year or a quarter. Besides the results achieved, there are still difficulties related to law, the development of the stock market, capital market, administrative procedures, the promotion of decentralization, delegation of power, etc.
Some officials, civil servants, law enforcement agencies and units have a mentality of fear of mistakes, fear of responsibility, fear of legal risks, leading to shirking, slow handling, not daring to propose, not daring to decide. Implementation is still a weak link, needing to be more flexible, proactive, creative, coordination between levels and sectors needs to be more synchronous, drastic and effective.
Regarding the direction for the coming time, the Prime Minister requested to continue to thoroughly grasp a number of guiding viewpoints. Accordingly, it is necessary to continue to persevere and steadfastly maintain macroeconomic stability, control inflation, promote growth, and ensure major balances of the economy.
Continue to review the legal framework to see where the problems are, in which documents, what content, who will resolve them, and how long it will take; in particular, it is necessary to accelerate the establishment of real estate trading floors to promote the market's self-regulation capacity and limit administrative intervention.
Ministries and local branches focus on and urgently complete planning work with branches, regions, localities and sub-regions.
To increase aggregate supply and aggregate demand, it is necessary to resolutely implement a proactive, flexible, loose, timely, more effective but controlled monetary policy (reducing lending interest rates, increasing credit limits, boosting M2 money supply; accelerating debt forgiveness, debt restructuring, debt extension, deferral, etc.; coordinating synchronously, closely, and harmoniously with a reasonable, focused, effective, quick, and decisive expansionary fiscal policy (with measures to reduce, defer taxes, fees, charges, etc., in which VAT reduction must be quick with the spirit of "what is possible must be given first", cannot wait for the whole package to be implemented as long as it is in accordance with the law; promoting public investment disbursement; implementing 3 national target programs, recovery and development programs); focusing on further improving the effectiveness of policy coordination.
These policies will help provide oxygen and nutrition for businesses, the Prime Minister compared.
Third, focus on promoting growth drivers, boosting production and business, creating jobs, livelihoods, income, and improving the material and spiritual life of the people.
The Prime Minister once again noted that localities and beautiful lands with convenient transportation should be prioritized for production and business, thereby creating jobs and attracting people to work. Only when people come to work will people come to live. Only when people come to live will people buy houses, thereby developing real estate and urban areas. This is a matter of law, proven in practice.
Fourth, restructure real estate segments appropriately, paying attention to social housing, worker housing, and housing for middle-income people. The unreasonable real estate structure makes it impossible for many people with real needs to access housing.
Fifth, promote social housing, worker housing, and renovation of old apartments. Provincial and municipal leaders need to focus on this work, carry it out substantively, effectively, and not in formality.
Sixth, solutions on implementation organization and human solutions.
Based on their functions, tasks and powers, ministries, branches and localities must proactively implement the above solutions within their authority. If they exceed their authority, they must propose to competent authorities for consideration and decision. Agencies should encourage, motivate and promote responsibility and form a legal basis and corridor for cadres, civil servants and public employees to dare to think and dare to do their work, as long as they are impartial, transparent, for the common good and for development; and should be rewarded, disciplined and handled promptly and strictly.
Continue to review credit lending for real estate
Regarding specific tasks, the Prime Minister assigned the Ministry of Construction to continue to carry out the task of reviewing, urging, and guiding the removal of difficulties and obstacles in the implementation of real estate projects for localities and enterprises in provinces and centrally run cities of the Working Group according to Decision No. 1435/QD-TTg of the Prime Minister.
The Ministry of Construction coordinates with relevant ministries and agencies to continue researching and completing the dossier for the Land Law (amended), Housing Law (amended), and Real Estate Business Law (amended), ensuring the consistency, unity, and feasibility of the legal system.
Coordinate with ministries and branches to direct and guide localities and enterprises to effectively implement the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021-2030".
Guide and urge localities to review, establish and publish a list of investors in social housing projects, worker housing projects, and apartment building renovation and reconstruction. Coordinate with the State Bank of Vietnam and the Vietnam Bank for Social Policies to effectively implement the VND 120,000 billion support package under Resolution No. 33/NQ-CP dated March 11, 2023 of the Government and the credit support package under Resolution No. 11/NQ-CP of the Government on the Economic Recovery Program.

The Ministry of Construction presides over the proposal to amend Decree No. 100/2015/ND-CP of the Government on the development and management of social housing; immediately amend Circular 09/2021 of the Ministry on social housing according to simplified procedures; amend Circular 06/2022 promulgating national technical regulations on fire safety for houses and constructions.
Welcoming the State Bank of Vietnam's direction to reduce lending interest rates and issue Circulars 02 and 03, the Prime Minister requested the State Bank of Vietnam to continue reviewing credit lending to real estate enterprises; to have appropriate and effective solutions for enterprises, real estate projects and home buyers to access credit capital more conveniently, both facilitating and supporting enterprises and controlling risks, contributing to removing difficulties, promoting the development of a safe, healthy, effective and sustainable real estate market, especially considering specifically lending to projects that are about to be completed.
The State Bank shall preside over and coordinate with the Ministry of Construction and centrally-run provinces and cities to effectively implement the Credit Program of about VND 120,000 billion for preferential loans to develop social housing, workers' housing, and renovate and rebuild apartment buildings.
Commercial banks continue to share with businesses and people, create conditions to lower lending interest rates, simplify administrative lending procedures; promote population databases in credit management and lending. Businesses must support home buyers in procedures. Banks, businesses and home buyers need to promote the spirit of "harmonized benefits, shared risks".
The Ministry of Planning and Investment urges and guides localities to carry out planning work and remove difficulties and obstacles in investment procedures, approve investment policies for housing and real estate projects, including social housing and worker housing to increase supply to the market.
The Ministry of Finance will review, carefully evaluate, and implement solutions to develop the corporate bond market; research the establishment of a social housing development fund for workers; promote public-private partnership in social housing development, etc.
The Ministry of Natural Resources and Environment continues to coordinate with relevant agencies in completing the draft Land Law (amended); urgently complete and submit to the Government for consideration and promulgation the Decree amending and supplementing Decree No. 44/2014/ND-CP dated May 15, 2014 on land valuation methods; develop and adjust land price frameworks and land price tables; determine specific land prices and provide consultancy on land valuation according to simplified procedures; and at the same time guide localities to resolve difficulties and problems related to land valuation.
Focus on reviewing the shortcomings, limitations and obstacles of the Circulars to promptly amend and supplement them according to authority, especially Circular No. 36/2014/TT-BTNMT dated June 30, 2014 detailing land valuation methods; developing and adjusting land price tables; specific land valuation and consulting on land price determination to be issued together with the Decree amending and supplementing Decree No. 44/2014/ND-CP.
Focus on building and perfecting the Land Information System in a centralized, unified, synchronous, multi-purpose and interconnected manner nationwide, contributing to improving the effectiveness and efficiency of State land management.
For localities, the Prime Minister requested to continue implementing the tasks and solutions of Resolution No. 33/NQ-CP dated March 11, 2023 on a number of solutions to remove and promote the safe, healthy and sustainable development of the real estate market. The Chairman of the People's Committee proactively established Working Groups, focusing on reviewing and removing difficulties and obstacles in the implementation of real estate projects in the area.
Urgently and focusedly implement the tasks specifically assigned in Decision No. 338/QD-TTg dated April 3, 2023 of the Prime Minister approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021-2030" and the VND 120,000 billion credit program for projects to build social housing, housing for workers, renovate and rebuild apartment buildings.
Strengthen planning work. Research to simplify and shorten administrative procedures according to authority. Focus on training, improving capacity and sense of responsibility of staff and civil servants.
For businesses, the Prime Minister suggested continuing to proactively review and restructure businesses, investment portfolios, and investment product structures to ensure they are consistent with the financial capacity, scale, and management capabilities of the business and in line with the real needs of society.
Urgently review, complete and report, propose competent agencies and individuals to consider and resolve legal procedures of the project to quickly deploy and implement the project in accordance with legal regulations.
Focus adequate resources on projects that are about to be completed, large projects with high feasibility to put into operation soon, exploit and recover capital, create cash flow for businesses and increase supply for the market. Review and restructure capital sources; focus on handling bad debts and due debts to create the basis and conditions for accessing credit sources, bonds, securities... to implement projects.
The Ministry of Information and Communications, media agencies and the press should increase objective and honest information, pay attention to proposing and suggesting solutions to remove difficulties and obstacles in the real estate market. People need to be guided, informed, provided with information related to real estate, business products, and informed about the Party and State's policies related to real estate.
The Government Inspectorate has increased surprise public service inspections in a number of localities.
The Ministry of Home Affairs urgently completes and submits for promulgation a Decree regulating the encouragement and protection of cadres who dare to think, dare to do, and are proactive and creative.
Relevant ministries, branches and agencies, based on their assigned functions and tasks, shall proactively remove difficulties for the real estate market in their management areas; propose solutions to arising issues that exceed their authority.
The Prime Minister once again requested relevant entities including state management agencies, localities, banks, enterprises and people to be responsible, join hands in solidarity and unification to resolve difficulties and obstacles, continue to create positive changes after the Conference, and promote the safe, healthy, effective and sustainable development of the real estate market.
