Today, July 4, a working delegation of the Central Economic Commission led by Deputy Head of the Central Economic Commission Nguyen Duy Hung worked in Quang Tri province to summarize 10 years of implementing Resolution No. 30-NQ/TW dated March 12, 2014 and Conclusion No. 82-KL/TW dated July 29, 2020 of the Politburo on continuing to reorganize, innovate and develop, and improve the operational efficiency of agricultural and forestry companies. Reporting at the meeting, Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong said that after the Politburo issued Resolution No. 30 and Conclusion No. 82, the Provincial Party Committee and the Provincial People's Committee directed 3 forestry companies of the province, including Ben Hai Forestry One Member Co., Ltd., Trieu Hai Forestry One Member Co., Ltd. and Duong 9 Forestry One Member Co., Ltd., to actively implement and achieve some important results. The implementation process has mobilized the active participation of all levels, sectors and localities. The development and submission for appraisal and approval of the plan to renovate forestry companies were carried out early. The Provincial People's Committee has also issued an implementation plan and regularly directed the implementation.
Up to now, Ben Hai Forestry One Member Co., Ltd. has completed the boundary marking according to the company's land use right certificate; carried out the release of planted forest assets and handed over the clean land area to the locality for management according to Resolution No. 29/2017/NQ-HDND of the Provincial People's Council with an area of 260 ha/989 ha; is completing the land use plan with the expected area retained by the company being 5,815.8 ha, including 5,811.2 ha of agricultural land and 4.6 ha of non-agricultural land.
The Provincial People's Committee has approved the land use plan of Road 9 Forestry One Member Co., Ltd. with an area of 3,849.213 hectares for continued use and an area of 3,041.5 hectares for local handover. The Provincial People's Committee has approved the land use plan of Trieu Hai Forestry One Member Co., Ltd. with an area of 4,065.83 hectares for continued use and an area of 986.94 hectares for local handover.
In order to effectively implement the policy of innovation and reorganization of forestry companies, to perform well public service tasks and production and business, Quang Tri province proposed that the Government, ministries and central branches agree to let the locality rebuild the conversion plan according to the provisions of Decree No. 04/2024/ND-CP dated January 12, 2024 on amending and supplementing a number of articles of Decree No. 118/2014/ND-CP dated December 17, 2014 on arrangement, innovation and development, and improving the operational efficiency of agricultural and forestry companies.
In particular, the province is allowed to calculate and build a reasonable share ratio to attract investment resources. There is a policy of maximum support for employees working at the company to continue to contribute to the enterprise after the arrangement and conversion so that employees can feel secure in their work and stay with the company for a long time.
Specific guidance on the process, procedures for handling and valuing assets; resolving labor regimes. Adding priority subjects are people lacking production land or communities, cooperatives, and cooperatives to organize production in the direction of developing concentrated, large-scale production areas to ensure the goal of agricultural restructuring.

Speaking at the meeting, Provincial Party Secretary Le Quang Tung affirmed that the arrangement and innovation of forestry companies is a correct policy to strictly manage and improve the efficiency of land and forest resource use, contributing to socio-economic development. However, to ensure the effectiveness of the arrangement and innovation, it is necessary to calculate and study a reasonable shareholding ratio to attract strategic investors, help enterprises operate more effectively, and contribute more to the state budget. Emphasizing that the forest economy currently has many development prospects such as the carbon credit market, energy pellets, etc., Provincial Party Secretary Le Quang Tung suggested that the central government continue to research, supplement, and issue conclusions to accelerate the equitization of forestry companies.

Deputy Head of the Central Economic Commission Nguyen Duy Hung acknowledged and highly appreciated the implementation work as well as the results achieved in the implementation of Resolution No. 30 and Conclusion No. 82 in the province. In particular, the fact that all 3 forestry companies in the province are operating effectively is a bright spot, contributing to the rapid increase in forest coverage, creating jobs, and contributing to the state budget. At the same time, he affirmed that the opinions exchanged and discussed at the meeting provided valuable information to help the working group make realistic assessments in the summary report of 10 years of implementing Resolution No. 30.
The Deputy Head of the Central Economic Commission requested Quang Tri province, based on the contents discussed at the working session, to continue to complete the report to the Central Economic Commission, along with recommendations and proposals to contribute to solving common difficulties of the whole country, including Quang Tri province, in the process of implementing Resolution No. 30 and Conclusion No. 82 of the Politburo.
