Implementing Resolution No. 06/NQ-HDND dated February 25, 2025 of the Hanoi People's Council on the establishment and reorganization of specialized agencies and other administrative organizations under the City People's Committee, this afternoon, March 4, the Hanoi Department of Home Affairs held a Conference to deploy the Resolution of the City People's Council on the establishment of the Hanoi Department of Home Affairs and announce decisions on personnel work.
At the Conference, Chief of Office of the Department of Home Affairs Nguyen Xuan Luong announced decisions on organizational structure and personnel work, including: Decision of the City People's Committee on regulating the functions, tasks, powers and organizational structure of the Department of Home Affairs; Decision to appoint the Party Executive Committee of the Department of Home Affairs for the 2020-2025 and 2025-2030 terms; Decisions of the Chairman of the City People's Committee and the Director of the Department of Home Affairs on personnel work.
Accordingly, on February 25, 2025, the City People's Council passed Resolution No. 06/NQ-HDND on the establishment and reorganization of specialized agencies and other administrative organizations under the Hanoi People's Committee, including the resolution to establish the Hanoi Department of Home Affairs on the basis of merging the Hanoi Department of Home Affairs and the Hanoi Department of Labor, War Invalids and Social Affairs (LD-TB&XH). The Resolution was passed by the City People's Council, effective from March 1, 2025. On February 28, 2025, the City People's Committee issued Decision No. 18/2025/QD-UBND on the functions, tasks, powers and organizational structure of the Hanoi Department of Home Affairs. In terms of organizational structure, the Department of Home Affairs has 11 divisions, 1 Sub-department and equivalent, and 10 public service units.
To organize and put the Department of Home Affairs into operation immediately after its establishment; to implement the directives of the Standing Committee of the City Party Committee, on February 25, 2025, the Chairman of the City People's Committee signed and issued Decisions on personnel work. Accordingly, appointing comrade Tran Dinh Canh - Member of the City Party Committee, to hold the position of Director of the Hanoi Department of Home Affairs; appointing comrades Deputy Directors of the Department, including 4 comrades Deputy Directors of the Department of Home Affairs who were Deputy Directors of the Department of Home Affairs before the merger (comrades Dinh Manh Hung, Nguyen Thi Lieu, Nguyen Chi Doan, Mai Xuan Truong) and transferring and appointing 2 comrades Deputy Directors (comrade Ngo Minh Hoang - Director of the Hanoi Department of Foreign Affairs and comrade Nguyen Tay Nam, Deputy Director of the Hanoi Department of Labor, Invalids and Social Affairs) to work at the Hanoi Department of Home Affairs, holding the position of Deputy Director of the Hanoi Department of Home Affairs.
In addition, on March 3, 2025, the Standing Committee of the Hanoi People's Committee signed and issued Decision No. 09-QD/DU to establish the Party Committee of the Department of Home Affairs and appoint the Party Executive Committee for the 2020-2025 and 2025-2030 terms.
Accordingly, the Party Committee of the Hanoi Department of Home Affairs was established, consisting of 13 Party cells and 173 Party members; the Executive Committee of the Hanoi Department of Home Affairs for the 2020-2025 and 2025-2030 terms was appointed, consisting of 15 comrades; the Standing Committee of the Party Committee consisted of 5 comrades; the positions of Secretary and Deputy Secretary of the Party Committee for the 2020-2025 and 2025-2030 terms were appointed; the Inspection Committee of the Party Committee for the 2020-2025 and 2025-2030 terms was appointed, consisting of 5 comrades.
Comrade Tran Dinh Canh holds the position of Party Committee Secretary and Director of the Department; comrades Nguyen Thi Lieu and Nguyen Tay Nam are Deputy Party Committee Secretaries and Deputy Directors of the Department; comrades Ngo Minh Hoang and Mai Xuan Truong are members of the Party Committee Standing Committee and Deputy Directors of the Department. Comrade Nguyen Thi Lieu is the Head of the Inspection Committee; comrade Vo Thi Ngoc Yen is the Chief Inspector of the Department and Deputy Head of the Inspection Committee.
Also at the Conference, the Chief of Office of the Department of Home Affairs announced the Decisions of the Director of the Department of Home Affairs on personnel work at departments, offices and units under the Department.
Accordingly, from March 1, 2025, Mr. Nguyen Xuan Luong was appointed to the position of Chief of Office of the Hanoi Department of Home Affairs; Ms. Vo Thi Ngoc Yen - Chief Inspector of the Hanoi Department of Labor, Invalids and Social Affairs to the position of Chief Inspector of the Hanoi Department of Home Affairs; Ms. Nguyen Thi Kim Van - Head of the Planning and Finance Department, Hanoi Department of Labor, Invalids and Social Affairs to the position of Head of the Planning and Finance Department, Hanoi Department of Home Affairs; Mr. Nguyen Tien Trung to the position of Head of the Department of Departments, branches and sectors, Hanoi Department of Home Affairs; Mr. Bui Dinh Thai to the position of Head of the Department of Government Construction, Hanoi Department of Home Affairs.

Speaking at the conference, Secretary of the Party Committee and Director of the Hanoi Department of Home Affairs Tran Dinh Canh requested that in order for the work of the Department of Home Affairs to continue to be maintained, not delayed and completed well, the Deputy Directors of the Department, leaders of departments, divisions, units and all officers and civil servants of the Department focus on implementing the work in each area of responsibility, handing over and covering for each other to achieve the best work results.
