Urgently develop regulations on land use fees and land rents.

Accordingly, the Department of Finance is responsible for presiding over and coordinating with relevant agencies, localities and units to urgently advise the Provincial People's Committee to submit to the Provincial People's Council for consideration of a resolution to promulgate regulations on the percentage rate for calculating annual land rental prices, land rental prices for underground construction, and land rental prices for land with water surface in Quang Nam province (to replace Decision No. 27/2021/QD-UBND dated November 16, 2021 of the Provincial People's Committee).

The Department of Natural Resources and Environment shall preside over and coordinate with relevant agencies, localities and units to review and complete legal documents on land for land users to calculate land use fees and land rents according to regulations.

Preside over and coordinate with the Provincial Tax Department and relevant agencies based on the procedures for land allocation, land lease, recognition of land use rights, land use extension, adjustment of land use term, change of land use purpose, determination of land price for calculating land use fees and land rent according to the provisions of the decrees detailing the implementation of a number of articles of the Land Law, on land prices and regulations on procedures for calculating, collecting and paying land use fees and land rent according to the provisions of Decree No. 103/2024/ND-CP dated July 30, 2024 of the Government to advise the Provincial People's Committee to issue Regulations on the process of transferring records to determine financial obligations on land in accordance with local realities (to replace Decision No. 3007/QD-UBND dated October 30, 2020 of the Provincial People's Committee).

Preside over and coordinate with relevant agencies to review and resolve according to their authority or report to competent agencies and individuals to decide to resolve and completely handle existing cases of land use fees and land rents before the 2024 Land Law comes into effect.
