Ministry of Finance proposes to reduce land rent in 2025

(Dan Tri) - The Ministry of Finance is seeking comments on the draft Government Decree regulating the reduction of land rent in 2025.

The draft Decree is expected to apply land rent reduction to land users as prescribed in Article 4 of the Land Law who are directly leasing land from the State according to the Land Lease Decision or Land Lease Contract or Certificate of Land Use Rights and Ownership of Property Attached to Land of a competent State agency that is effective in 2025 in the form of annual land rent payment.

This provision applies to both cases where land users are not eligible for exemption or reduction of land rent or the exemption or reduction period has expired and cases where land users are currently enjoying land rent reduction according to the provisions of the law on land (Land Law and documents detailing the Land Law) and other relevant laws.

The draft clearly states that the land rent payable in 2025 will be reduced by 30% for land users according to the above regulations.

The reduction in land rent is calculated on the amount of land rent payable for 2025, calculated according to the provisions of the law on land rent. The reduction will not be applied to the outstanding land rent of years prior to 2025 and late payment fees (if any).

In case the land user is receiving a reduction in land rent according to regulations or/and deductions for compensation and site clearance according to regulations of law on land rent, the reduction in land rent according to the above regulations shall be calculated on the amount of land rent payable (if any) after being reduced or/and deducted according to regulations of law.

The Ministry of Finance said that in Resolution No. 233/2024 of the Government, with the target of 8% growth in 2025, the Government requested the Ministry of Finance to continue researching and proposing to competent authorities policies on exemption, reduction, extension of taxes, fees, charges, land rents, support for people and businesses to develop production and business to apply from the beginning of 2025.

Based on the proposal to reduce land rent in 2025, the Ministry of Finance proposed a draft Decree regulating the reduction of land rent in 2025.
