Will build a Resolution to pilot a special mechanism for urban railway development in Hanoi and Ho Chi Minh City
The Government has just issued Resolution No. 28 dated February 8 on the proposal to develop a National Assembly Resolution to pilot a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.
Also on February 8, the Government issued Resolution 29 approving the draft Government Proposal and the draft Resolution of the National Assembly to pilot a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City at the request of the Minister of Transport.
In particular, the Ministry of Transport receives opinions from Government members during the process of building and completing the draft documents of the National Assembly's Resolution in accordance with regulations; is responsible for the contents, data of reports and proposals.
According to the master plan, by 2035, Ho Chi Minh City will complete about 183 km; by 2045, it will complete about 168 km; by 2060, it will complete about 159 km.
After completion, the urban railway network in Hanoi is capable of taking on 35-40% of the market share; Ho Chi Minh City is capable of taking on 30-40% of the public passenger transport market share. On the other hand, if appropriate technology is transferred, Vietnam is capable of developing the railway industry, the development of urban railways is one of the premises for the development of the railway industry and supporting industries.
Who is exempt from land rent?
According to the draft decree stipulating cases of exemption from land rent and land use fees in Article 157 of the Land Law, it is expected that land use fees will be exempted for land areas allocated within the land allocation limit in the following cases:

Exemption from land rent for the entire lease term for agricultural projects with special investment incentives; Exemption from land rent for 15 years and 50% reduction in land rent for the next 7 years for enterprises with agricultural projects with investment incentives.
Exemption from land rent for 11 years and 50% reduction in land rent for the next 5 years for enterprises with agricultural projects encouraging investment. Exemption from land rent for 5 years and 50% reduction in land rent for the next 10 years for small and medium-sized agricultural enterprises.
Exemption or reduction of land rent for cases where the State leases land and pays annual land rent for agricultural, forestry, aquaculture, and salt production purposes and is affected by natural disasters or fires. In cases where the damage is less than 40% of output, the land rent will be reduced according to the percentage corresponding to the percentage of damage.
The Ministry of Health requires units to overcome shortcomings in administrative procedure reform.
The Ministry of Health has just issued Directive No. 4 on continuing to promote the reduction and simplification of administrative procedures (APs), improving the quality of public service provision for people and businesses.
According to the inspection conclusion No. 2555 dated December 6 of the Government Inspectorate, the implementation of administrative procedure reform in the health sector still has some points that need to be overcome.
