Up to now, Dien Bien province has completed 3 steps, including: Provincial-level interdisciplinary survey; talks between Dien Bien province and Yunnan province; reporting the proposal to upgrade the A Pa Chai - Long Phu opening into a bilateral border gate. There are currently 4 steps, including: The Ministry of Foreign Affairs presides over and coordinates with relevant ministries and branches to survey the location to upgrade the border gate; The Ministry of Foreign Affairs synthesizes the survey results and reports to the Government for decision; The Government issues a Resolution on upgrading the A Pa Chai - Long Phu opening into a bilateral border gate, the Ministry of Foreign Affairs sends a diplomatic note to notify the Chinese side; after receiving the diplomatic note agreeing to upgrade the A Pa Chai - Long Phu border gate from China through diplomatic channels, the Ministry of Foreign Affairs notifies the People's Committee of Dien Bien province to discuss and agree with the Yunnan provincial government to coordinate in organizing the ceremony to announce the opening of the A Pa Chai - Long Phu bilateral border gate.
Regarding planning, after conducting an interdisciplinary survey at the provincial level, the Department of Construction took the lead and coordinated with the Provincial People's Committee to issue a master plan for the bilateral border gate. However, only after the survey results of the inter-ministerial working group (chaired by the Ministry of Foreign Affairs) were there sufficient grounds to implement the establishment and appraisal of the construction zoning plan and detailed construction plan for the bilateral border gate.
The current difficulty and obstacle is that there is no plan for investment and construction to complete the infrastructure system at the border gate. The work of leveling the ground and investing in infrastructure construction is still limited. The traffic system connecting to the A Pa Chai - Long Phu opening has received investment and upgrading but still does not meet the prescribed criteria and standards. The current situation of management and use of land funds in the planned area of the bilateral border gate still has many shortcomings.
Some opinions at the conference suggested that the Provincial People's Committee prioritize the allocation of investment capital to build works and projects that need to be implemented to serve the professional activities of the border gate after it is officially established, such as: Leveling the ground, completing the infrastructure (roads, electricity, water, etc.); building a joint control house; traffic roads connecting the border gate; housing and working places of functional agencies at the border gate; warehouses (import goods inspection area, export goods inspection area, bonded area, etc.).
Concluding the conference, Chairman of the Provincial People's Committee Le Thanh Do emphasized that upgrading the A Pa Chai - Long Phu opening into a bilateral border gate is a key political task of the province. Up to now, all levels, sectors and localities have made great efforts in completing foreign affairs documents and procedures. However, the implementation process still has many difficulties in coordinating the implementation of procedures. In the coming time, the standing agency (Provincial Border Guard Command) is requested to continue advising the province to complete the documents based on the opinions of the Ministry of Foreign Affairs. For the Department of Construction, continue to complete the documents of the border gate planning drawings in the direction of completing the general planning and determining the boundaries, location of the border gate area, and planning the infrastructure system. The Department of Transport, based on the planning diagram, develops an explanatory roadmap for investment in connecting and upgrading the traffic system connecting the border gate area. The Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to base on the functions and tasks of the border gate, the border gate planning diagram to determine the list of works, technical infrastructure, and management agencies for investment. The Department of Industry and Trade coordinates with the Provincial Border Guard Command to clarify import and export activities. The Department of Foreign Affairs proactively connects with the specialized agency of the Ministry of Foreign Affairs to promote the appraisal of dossiers and carry out inter-ministerial surveys. Relevant agencies and units coordinate to provide information to the Provincial Border Guard Command to synthesize and complete the dossier in March 2024, and advise the province to submit to the Ministry of Foreign Affairs.
