Speed up construction progress

Unfavorable weather. Heavy rains frequently fall on the construction area... making it impossible for contractors to dredge the lake bed, build spillways, water intakes, and dams.

Construction started in July 2023, but due to unavoidable reasons, the construction was frequently interrupted. The project was scheduled to be completed in 2023 but could not be completed. Many items were forced to be left unfinished.

But that is a thing of the past. Now, investment progress has become lively again on the repair and upgrade projects of 4 reservoirs. The project is moving towards the finish line.

Lakes 3/2 (Duy Son commune, Duy Xuyen), Quang Dam (Tam Nghia, Nui Thanh) and Da Chong (Que Xuan 2 commune, Que Son) have completed dredging the lake bed, reinforcing the earth dam, spillway, water intake, lake management and operation road... Solid works, water retention, water supply for fields have appeared on the ground.

According to statistics from the Provincial Project Management Board for Investment and Construction of Agricultural and Rural Development Works, 3/4 of the reservoirs have been completed. The Department of Agriculture and Rural Development inspected and accepted the completion of Dap Quang reservoir on April 12, and will hand it over and put it into use in May 2024.

Da Chong Lake is completing the documents and is expected to be handed over and put into use in June 2024. Lake 3/2 has completed construction according to the signed contract.

Only Nuoc Rin Lake has completed the construction of the water intake, flood spillway, culvert through the downstream spillway, the upper and lower slopes of the earth dam. The dredging of the lake bed is reaching 60% of the volume. The contractor is speeding up the construction progress, ready to complete, and will hand over to the locality for use by October 2024 at the latest.

The total investment capital for this project is 55 billion VND. Currently, more than 42.8 billion VND has been disbursed, reaching 78%.

Quench the thirst of the fields

The Provincial People's Committee has required investors to disburse all capital plans for 5 projects under the Socio-Economic Recovery and Development Program (including the "Repair and Upgrade of Reservoirs" Project) before December 31, 2024.

If this capital source is not fully disbursed, the investors will be fully responsible before the Provincial Party Committee, Provincial People's Council, Provincial People's Committee, and Chairman of the Provincial People's Committee. However, with the current positive investment progress, the "Repair and upgrade of water reservoirs" project will certainly be completed on schedule, disbursing 100% of the capital plan by the end of the investment year (December 31, 2024).

Quang Dam and Da Chong reservoirs will be handed over soon, and Rin reservoir is also being accelerated according to plan. Without any adjustment or addition, 3/2 reservoir has been completed and is required to add investment scale.

The reason for the request from the People's Committee of Duy Xuyen district is to maximize the effectiveness of the project, contribute to ensuring the safety of the 3/2 reservoir, protect residents and infrastructure, and provide water for production and daily life for people in Duy Son commune.

Mr. Vo Van Diem - Director of the Project Management Board for Investment and Construction of Agricultural and Rural Development Works in Quang Nam said that the investor has worked with the Department of Planning and Investment, the Department of Agriculture and Rural Development, Duy Xuyen District People's Committee, Duy Son Commune People's Committee, Duy Son Cooperative and design consultants to agree on additional construction items for the 3/2 reservoir.

Additional investment items such as drainage ditches adjacent to the foot of the hill with the lake management dirt road, culverts across the damaged road and underground combined with aqueducts across Lum Chum stream, using reserve funds, compensation funds, and remaining resettlement support of the project, were approved by the Provincial People's Committee on May 15, 2024.

There is no need to wait too long to see the presence of safe water reservoirs. With useful capacity (3/2 reservoir over 2.3 million cubic meters, Nuoc Rin reservoir 470 thousand cubic meters, Quang Dam nearly 1.9 million cubic meters and Da Chong over 2 million cubic meters) will reduce the "thirst for rice fields" of 128.9 hectares in Duy Son, 40 hectares in Tra Giap, 39.7 hectares in Tam Nghia and 41.1 hectares in Que Xuan 2.

Not only ensuring safety and protecting residents and infrastructure, the reservoirs put into use will provide water for production and daily life, contributing to improving sustainable livelihoods, improving the quality of life, and sustainably reducing poverty.

If the reservoirs of Nuoc Rin, Da Chong or Dap Quang only provide water for irrigation or daily life, then Lake 3/2 is in a different position.

This large lake is located in the middle of Duy Son eco-tourism area. It not only provides irrigation water for large fields but also creates a landscape for tourism development.

Ms. Nguyen Thi Hong (manager of this tourist area) said that the lake has been repaired and upgraded, making Duy Son eco-tourism area more "special". Not only providing water, the lake has created a landscape, attractive enough for visitors to enjoy when coming to this place during the hot summer.
