On the morning of December 9, at the Ca Mau Provincial Convention Center, Prime Minister Pham Minh Chinh attended the ceremony to announce the planning and investment promotion of Ca Mau province.
Also attending the program were Party Central Committee members: Head of the People's Aspirations Committee of the National Assembly Standing Committee Duong Thanh Binh, Minister of Transport Nguyen Van Thang, Secretary of the Provincial Party Committee, Chairman of the People's Council of Ca Mau province Nguyen Tien Hai; leaders of ministries, central agencies, Ca Mau province and some provinces in the Mekong Delta region, representatives of some international agencies, organizations, domestic and foreign enterprises and investors.
In the program, Ca Mau province introduced its thinking, vision, new development space, potentials, strengths, opportunities, and investment projects in the province; announced the Decision to approve and report on the basic contents of the Ca Mau Provincial Planning; granted investment policies, investment registration certificates, granted policies to approach, research, and survey projects in the province...; At the same time, leaders of central ministries and branches gave opinions and suggestions on development orientations, solutions to promote cooperation, and increase investment attraction in the area.
After listening to the opinions of ministries, sectors, Ca Mau province, investors and businesses, speaking at the conference, Prime Minister Pham Minh Chinh assessed that this is a very important event for the implementation of the Provincial Planning, mobilizing resources, attracting investment, and promoting the socio-economic development of Ca Mau in the coming time.
The conference is a continuation of the concretization of the Party and State's guidelines, policies and strategies on the development of the Mekong Delta in general and Ca Mau province in particular, especially Resolution 13-NQ/TW of the Politburo on the direction of socio-economic development, ensuring national defense and security in the Mekong Delta until 2030, with a vision to 2045.

The Prime Minister reiterated the view that planning must promote and exploit to the maximum the unique potential, outstanding opportunities, and competitive advantages of each locality. Planning must be one step ahead with a breakthrough mindset, a strategic vision, and long-term stability; integrating and connecting local planning with regional and national planning.
The Prime Minister welcomed Ca Mau's urgent development, completion, submission to the Prime Minister for promulgation and announcement of the Provincial Planning for the 2021-2030 period, with a vision to 2050, connecting with the Mekong Delta regional planning - the first regional planning in the country to be approved.
To date, 108/111 plans under the national planning system under the Planning Law have completed the preparation, submission for appraisal and approval. The Prime Minister requested to continue to complete the preparation, submission for appraisal and approval of the remaining plans by the first half of 2024 at the latest, and to effectively organize and implement the plans with inspection, supervision, urging and adjustment of plans in accordance with the situation, but it is necessary to minimize the impact on the overall situation.
Ca Mau must rise up with the whole country
Summarizing the fundamental factors, socio-economic situation and business investment environment, the Prime Minister said that Vietnam consistently implements the strategic goal of rapid, sustainable and harmonious development in terms of economy, society and environment, with 3 fundamental factors (socialist-oriented market economy, socialist rule-of-law state, socialist democracy); 3 strategic breakthroughs (institutions, human resources and infrastructure); taking people as the center, the subject, the goal and the driving force of development, not sacrificing progress, fairness, social security and the environment to pursue pure economic growth; building an independent and self-reliant economy associated with deep, substantive and effective international integration; implementing "bamboo diplomacy" with an independent, self-reliant, diversified and multilateral foreign policy, being a friend, a reliable partner and a responsible member of the international community; Implement the "four no's" defense policy; develop advanced culture, imbued with national identity in the direction of "nation, science, mass", determine that as long as culture exists, the nation exists, culture lights the way for the nation, focus on developing cultural industry.

After nearly 40 years of renovation, Vietnam has become a model in hunger eradication, poverty reduction, achieving the millennium development goals, national development, restoring and healing the wounds of war, putting the past behind and looking towards the future.
In the context of the recent rapid and complicated developments in the world, including unprecedented and unexpected issues, Vietnam is a developing country, the economy is in the process of transformation, with great openness, while resilience and competitiveness are still limited, the Party and State of Vietnam have directed all levels, sectors and localities to focus on removing difficulties for production and business, promoting economic and social recovery and development.
Thanks to that, the socio-economic situation continued to recover positively every month and every quarter; achieving the general goals set out, which are: Macroeconomic stability was maintained; inflation was controlled; growth was promoted; major balances of the economy and social security were ensured, people's lives were improved; politics and society were stable; national defense and security were strengthened; foreign affairs and international integration were promoted; a peaceful and stable environment for national development was maintained, contributing to strengthening the people's trust in the Party and the State. As General Secretary Nguyen Phu Trong assessed, our country's economy continues to be a bright spot in the not-so-bright picture of the global economy.
In such a general context, Ca Mau must continue, together with the whole country, to persevere, steadfastly promote the spirit of self-reliance, self-improvement, and rise from its own hands, minds, sky, and sea, without waiting or relying on others.

Persistent investors will definitely succeed and be rewarded.
Analyzing the unique features of nature (river areas with typical and rich forests and seas), people, cultural traditions, history and revolution of the Mekong Delta, the Prime Minister also pointed out that the region is facing many difficulties and challenges such as being greatly affected by climate change, subsidence, landslides, drought and salinity, difficulties in transportation and human resources.
The Prime Minister said that the Party and State have identified these difficulties and challenges and proposed and implemented tasks and solutions for rapid and sustainable development of the Mekong Delta region, especially implementing three breakthroughs in infrastructure, institutions, and human resources.
The Government has issued an action plan to implement Resolution 13 of the Politburo, and the Prime Minister has approved the regional planning. Most recently, we are implementing a program of 1 million hectares of high-quality, low-emission rice in the Mekong Delta. Many large transport infrastructure projects in the region are being implemented, including horizontal and vertical expressways.
Regarding Ca Mau, the Prime Minister said there are many similarities with the region, but there are also many differences, such as being the southernmost province of the country, bordering the sea on three sides. This is a difference, a brand of Ca Mau that needs to be exploited.

Along with that, the province has great potential for renewable energy (solar power, wind power, biomass power); developing shrimp industry, aquaculture and seafood processing; developing eco-tourism, sea and island tourism, agricultural tourism, community tourism; developing chemical and fertilizer industry, etc.
In the coming time, the Prime Minister stated that it is necessary to urgently, resolutely, synchronously and effectively implement the Provincial Planning, but it is necessary to implement work with focus and key points. In particular, it is necessary to focus on implementing breakthroughs in transport infrastructure, especially roads, inland waterways, aviation and sea routes.
The Prime Minister emphasized that a runway must be built so that large planes can land at Ca Mau airport as soon as possible. When there are more passengers, the terminal will be expanded.
At the same time, the Prime Minister stated that during this term, the expressway from North to South to Ca Mau must be opened and the construction of the expressway to Ca Mau Cape will continue, instead of Ca Mau City as currently planned (estimated to be about 70 km if following the shortest, most direct route).
Along with that, the Prime Minister requested to focus on improving the quality of human resources, especially high-quality human resources, investing more in education and training, especially vocational training; focusing on increasing the application of science and technology, promoting the creative startup ecosystem; building appropriate mechanisms and policies; mobilizing diverse resources; continuing to promote administrative procedure reform, improving the business investment environment, enhancing competitiveness, removing difficulties, creating favorable conditions for businesses; building a streamlined apparatus, improving effectiveness and efficiency associated with building a team of high-quality civil servants and public employees...
The Prime Minister welcomed the business community and investors who came here to invest because of their affection for Ca Mau and the Mekong Delta, and suggested that they should implement a good business culture, the spirit of "harmonious benefits, shared risks", "what is said must be done; what is committed must be done effectively", contributing to creating jobs, livelihoods, ensuring policies and regimes for workers, actively participating in ensuring social security, contributing to making people increasingly prosperous and happy.
The Prime Minister said that investing in difficult areas requires perseverance, but will definitely be successful and will definitely be rewarded, because this is a peaceful land with hardworking, resilient, and creative people.
The Prime Minister believes that after the conference, Ca Mau will have a breakthrough development with high determination, overcome difficulties and challenges, and have enough courage to move forward with endogenous strength.
