The Ministry of Culture, Sports and Tourism has issued Decision 942/QD-BVHTTDL on the Implementation Plan of the "Cultural Cooperation Program between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture of Belarus" for the period 2024-2025.
The purpose of the Plan is to effectively implement the Vietnam-Belarus Cultural Cooperation Program, thereby promoting the introduction and promotion of Vietnamese culture and the image of the country and people in Belarus; further strengthening cultural exchange and cooperation between Vietnam and Belarus, contributing to the development of the traditional friendship between the two countries.
Identify specific areas and contents to implement the Vietnam-Belarus Cultural Cooperation Program in the 2024-2025 period; maximize the available resources of the two sides to develop cultural and artistic cooperation, contributing to attracting Belarusian tourists to Vietnam; Contribute to continuing to strengthen the implementation of Directive No. 25/CT-TTg dated September 10, 2021 of the Prime Minister on continuing to promote the implementation of Vietnam's Foreign Cultural Strategy.

The plan sets out the following tasks: Promoting the dissemination of the contents of the Vietnam-Belarus Cultural Cooperation Program; Vietnam and Belarus support each other in international organizations in the fields of culture and arts; In 2025, the two sides will exchange and develop a draft of the Vietnam-Belarus Cultural Cooperation Program for the 2026-2028 period to sign at a time suitable for both sides; Promoting communication work in cultural and artistic exchange activities between the two countries.
Organizing cultural and artistic events: Innovating the form and increasing the scale of activities to introduce and promote Vietnamese culture and art in Belarus and Belarus in Vietnam, paying attention to introducing unique traditional and contemporary cultural and artistic forms of Vietnam; Developing a project and organizing the Vietnamese Cultural Days in Belarus in 2025 with art performances and exhibitions to introduce Vietnamese culture and art, thereby contributing to attracting Belarusian tourists to Vietnam; Supporting the Belarusian side in implementing the project to translate into Vietnamese and publish a number of Belarusian literary books.
Organizing delegation exchanges: Promoting delegation exchanges at all levels, including delegations of leaders of the two countries' ministries in charge of culture; Organizing a visit and working trip to Belarus by leaders of the Ministry of Culture, Sports and Tourism in 2025; Studying the possibility of cooperation in exchanging lecturers and students majoring in culture and arts between Vietnam and Belarus.
Participation in international cultural events in Vietnam and Belarus: Vietnam invites Belarus to participate in the 7th Hanoi International Film Festival in 2024; Vietnam invites Belarusian art troupe to participate in the International Dance Festival in 2024; Study the possibility of sending Vietnamese art troupe to participate in international cultural events in Belarus, the 33rd "Slavianski Bazar" International Art Festival in 2024 and the 34th in 2025.
At the same time, the Plan also requires the implementation of the Vietnam-Belarus Cultural Cooperation Program to be practical, consistent with the actual conditions of the two countries, the legal regulations of the two countries and international treaties to which Vietnam and Belarus are members; Proactively organize cultural and artistic exchange and cooperation activities between Vietnam and Belarus; increase the application of information technology in implementation; clearly define the corresponding tasks for the host units and coordinating units to achieve the required results; Promote information and propaganda work when organizing cultural exchange and cooperation activities between Vietnam and Belarus.
