Speaking at the opening of the conference, comrade Nguyen Xuan Thang said that in recent times, the Party and State have paid special attention to training and fostering knowledge and skills in administration and state management for civil servants.

The Party Central Committee and the Government have issued many important documents unifying regulations on training and fostering civil servants such as Resolution No. 26-NQ/TW; Decree 101/2017/ND-CP; Decree 89/2021/ND-CP; Resolution No. 76/NQ-CP... to build a team of civil servants with sufficient capacity, qualities, prestige, and equal to the task.

Accordingly, the academy will take over the functions and tasks of the Central's theoretical and scientific councils and merge with the Academy of Public Administration and the Ministry of Home Affairs. After the merger, the number of focal points will be reduced from 54 to 33 department-level focal points.

According to the report, more than 90% of civil servants at the commune level and non-professional workers at the commune level have intermediate or higher professional qualifications.

The report at the conference showed that in the period of 2021 - 2024, the training and fostering of civil servants and public employees met nearly 90% of the prescribed standards; 60% of civil servants and public employees were trained to update their knowledge, skills, and methods of performing public duties; about 27% of civil servants were trained according to professional title standards; nearly 30% of civil servants holding management positions were trained in management capacity and skills before appointment; more than 90% of commune-level civil servants and non-professional workers at the commune level have intermediate or higher professional qualifications.

At the conference, delegates recommended and requested the Central Committee to unify the subjects, standards, and decentralization of political theory training and training of civil servants and public employees according to civil servant rank standards, professional title standards, and leadership and management position standards.
