Kinhtedothi - On the morning of January 13, at the National Conference on Breakthroughs in Science, Technology, Innovation and National Digital Transformation, Prime Minister Pham Minh Chinh reported on the Government's Action Program to implement Resolution No. 57-NQ/TW.


3 things to do quickly and effectively

Prime Minister Pham Minh Chinh said that science, technology, innovation and digital transformation are objectively linked and are an inevitable requirement. According to Prime Minister Pham Minh Chinh, science and technology are the foundation, innovation is the driving force, digital transformation is the connection and people are the center and subject. Developing in the spirit of Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on "Breakthrough in science, technology, innovation and national digital transformation" requires 3 things to be done quickly and effectively: institutions must be open, infrastructure must be smooth, and people must be smart.

Referring to the context of the situation, Prime Minister Pham Minh Chinh said that thanks to the efforts of the entire political system, the business community and the people of the whole country under the leadership of the Party, the socio-economic situation in 2024 continued to have a very positive recovery trend, with each month being better than the previous month, each quarter being higher than the previous quarter, and the whole year achieving many important results, higher than in 2023 in most areas, highly appreciated by the people of the whole country and the international community.

In particular, the highlights are: achieving and exceeding all 15 main targets, of which 12 targets exceeded the target; GDP in 2024 increased by 7.09% (the target assigned by the Central Committee and the National Assembly is 6 - 6.5%); stable macro-economy, controlled inflation (3.63%), major balances of the economy were ensured, especially the State budget revenue (exceeding revenue by 337,000 billion VND)...

According to the Prime Minister, Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo is a document of strategic significance, marking an important turning point for the country in the fields of science, technology, innovation and digital transformation.

Resolution No. 57-NQ/TW is of special significance, serving as a guideline for development in the new era of prosperity, civilization, and prosperity, and is a strong call to action for the entire Party, people, and army to make joint efforts to turn Vietnam into a developed, high-income country with global competitiveness.

Resolution No. 57-NQ/TW of the Politburo emphasizes that science, technology, innovation and digital transformation play a key role and are a strong driving force for Vietnam to develop rapidly, sustainably and sustainably. This will help Vietnam catch up with and advance with developed countries, avoid the risk of economic lag, gradually surpass and stand shoulder to shoulder with technological powers; and is the key to improving labor productivity and economic competitiveness, creating new products and services, meeting domestic and international market needs.

Emphasizing that the aspiration for a prosperous, prosperous, modern Vietnam, soon joining the group of high-income developed countries, is burning more than ever, the Prime Minister said that to realize that aspiration, we have no other way than to focus all our efforts on science, technology, innovation and digital transformation. This is not only an inevitable trend of the times but also the only way to break through, overcome difficulties and challenges, seize opportunities, build an independent, self-reliant, strong economy, a civilized, modern society, bringing the country on par with the world's great powers.

“Our country has come together after 40 years of renovation, with sufficient conditions for us to have greater aspirations and achieve greater results. The foundation that generations have built and developed has helped the country have the foundation, strength, position and prestige it has today; the country has achieved many great achievements of historical significance. The above aspirations are well-founded, but whether or not we can achieve them is a process, we must try hard,” said the Prime Minister.

Implement with strong, methodical and synchronous steps

According to Prime Minister Pham Minh Chinh, immediately after Resolution No. 57-NQ/TW was issued, the Government urgently led and directed ministries, agencies and localities to focus on developing, reviewing and completing the Government's Action Program to implement Resolution No. 57-NQ/TW with the spirit of "5 clear": clear people, clear work, clear responsibility, clear time and clear results.

The Government clearly identified the implementation of Resolution No. 57-NQ/TW as a key political task, not only stopping at thoroughly disseminating awareness but also having to be carried out with strong, methodical, synchronous and unified steps with close coordination between levels, sectors and the whole society. The tasks are included in the Action Program with a specific roadmap and clear responsibilities.

The Prime Minister said that, closely following the content of Resolution No. 57-NQ/TW, the Government's Action Program has set out 41 groups of targets (including 35 specific groups of targets by 2030 and 6 specific groups of targets by 2045) and 7 groups of tasks with 140 specific tasks.

The first group of tasks is to raise awareness, make breakthroughs in innovative thinking, determine strong political determination, resolutely lead and direct, create new momentum and new spirit in the whole society in developing science, technology, innovation and digital transformation (including 13 specific tasks).

“Thoroughly grasping and effectively implementing this group of contents is a very important and urgent task; it requires us to truly make a strong change from thinking, awareness to action in the whole society, especially the pioneering and exemplary role of the contingent of cadres and party members” – the Prime Minister emphasized.

The second group is to urgently and resolutely perfect institutions; eliminate all ideas, concepts, and barriers that are hindering development; turn institutions into a competitive advantage in developing science, technology, innovation, and digital transformation (with 28 specific tasks).

The Prime Minister said that this is a group of particularly important tasks to fully, promptly and effectively institutionalize the policies and guidelines of the Party and State as General Secretary To Lam directed, ensuring openness and creating development with an innovative mindset of "both strict management and development creation, maximizing resources for development, creating new development space", creating a legal framework to mobilize and effectively use all resources for development.

The third group is to increase infrastructure investment for science, technology, innovation and digital transformation (34 specific tasks), which is a fundamental strategy, in which infrastructure plays a core role to create momentum for the country's breakthrough.

The fourth group, along with increasing infrastructure investment and perfecting institutions, mechanisms, and policies, developing and making use of high-quality human resources is the key factor, the "master key" that opens the door to success.

The fifth group is to promote digital transformation, apply science, technology, and innovation in the operations of state agencies; improve the effectiveness of national governance, the effectiveness of state management, and ensure national defense and security (27 tasks). This is not only an inevitable trend but also a key lever to improve the effectiveness of state management and national governance.

The sixth group is to strongly promote science, technology, innovation and digital transformation activities in enterprises (16 specific tasks). In the process of forming and developing the digital economy, enterprises are the "locomotives", the core force of the science, technology and innovation ecosystem.

The seventh group is to enhance international cooperation in the development of science, technology, innovation and digital transformation (9 tasks). This is considered an important factor in promoting the development of science, technology, innovation and digital transformation, helping Vietnam integrate deeply with the world, quickly grasp and apply advanced technological advances.
