After nearly 40 years of implementing the renovation process, the private economic sector has grown strongly in both quantity and quality, increasingly affirming its important role and contribution to the economy.
Currently, the country has more than 940 thousand enterprises and more than 5 million business households in operation. This is the core force that creates material wealth, makes an important contribution to economic growth, creates jobs, increases income, promotes innovation, contributes to poverty reduction and social stability.
However, despite its increasing contributions, the private economy still faces many barriers that hinder its development and cannot make a breakthrough in terms of scale and competitiveness.
In order to provide an overview of the role, potential and challenges of the private economic sector, clarify the policy shortcomings that are hindering the development of this sector, propose solutions to remove them so that the private economy can truly become the leading important growth driver of the country, as well as contribute opinions to the upcoming draft resolution of the Politburo on the private economy, Nhan Dan Newspaper, Vietnam Television (VTV) and Ho Chi Minh City Business Association (HUBA) jointly organized the Workshop "Removing policy shortcomings to promote the role of the private economy in the Vietnamese economy".

Speaking at the opening of the workshop, comrade Le Quoc Minh affirmed the importance of the private economy through Party Congress documents, Resolutions and orientations of the Party such as Resolution No. 10-NQ/TW dated June 3, 2017 or Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo.
He emphasized that the Party's consistent, correct and continuous viewpoints and policies on the private economy are the foundation for the private economy to grow strongly, making important contributions to the country's overall achievements throughout the 40-year journey of Renovation.
“To date, the Vietnamese private economic sector includes about 940 thousand enterprises and more than 5 million individual business households, contributing about more than 50% of GDP, more than 30% of the state budget, creating jobs for more than 80% of the total workforce in the country. Some enterprises have reached out to the ocean, affirming their brands and competitiveness in the international market, contributing to enhancing the position and prestige of Vietnam.
However, the private economy is still facing many difficulties and major obstacles from barriers in accessing resources, especially land, credit capital, etc., which are the reasons why private enterprises cannot grow or do not want to grow," he said.
To arouse and promote the potential and strength of the private economic sector in the new era, the Politburo will issue a resolution to encourage, support and orient the development of the private economy with breakthrough reforms in institutions, policies and the business environment so that the private economy becomes the most important driving force of the economy.
In the article “Private Economic Development - Leverage for a Prosperous Vietnam”, General Secretary To Lam emphasized that the private economy plays a very important role in shaping the future of Vietnam's economy and believes that if the State can have appropriate mechanisms, correct policies and a favorable business environment, the private economy will be nurtured to grow healthily and make strong breakthroughs, not only helping the economy achieve high growth rates, but also soon turning our country into a high-income economy in the next two decades.
The General Secretary also directed the development of the private economy on a sustainable basis, with business ethics and social responsibility. Private enterprises need to proactively take on social responsibility, not only stopping at financial contributions or charity, but also demonstrating through responsible business policies, caring for the lives of workers, supporting community development...
“Today’s workshop will provide an overview of the role, potential and challenges of the private economy, while clarifying policy shortcomings that are hindering the development of the private economic sector, and proposing solutions to remove them so that the private economy can truly become the most important driving force of the economy. This is also an important forum for businesses to contribute their opinions to the draft Resolution on private economic development of the Party and Government,” emphasized comrade Le Quoc Minh.
Private enterprises - the responsibility to promote national development in the new period
Speaking at the workshop, comrade Thai Thanh Quy, Deputy Head of the Central Policy and Strategy Committee, stated that over 40 years of renovation, the Party's viewpoints and policies on the private economy have been clearly and correctly identified, thereby affirming that the private economy has been identified as an important driving force of the economy and is encouraged to develop in all sectors and fields that are not prohibited by law.
The private economic sector has become the most populous sector, making the largest contribution to the Vietnamese economy. Specifically, this sector accounts for about 98% of the total number of enterprises, contributing 30% of the budget revenue, more than 50% of GDP, over 56% of total investment capital and creating jobs for 85% of the workforce.

Many large private enterprises such as Vingroup, Masan, Sun Group, Vietjet, Thaco, TH... have reached regional and global levels, becoming brands that bring pride to the Vietnamese people; along with that is a force of more than 5 million individual business households spread across all localities in the country.
However, comrade Thai Thanh Quy also pointed out the limitations and challenges of the private economic sector, in which there are still many barriers, regulations, and administrative procedures from state agencies that cause difficulties, costs, and reduce the competitiveness of businesses.
The business thinking of many private enterprises is still limited, not focusing on innovation, improving product quality, and there is still a situation where enterprises "don't want to grow, don't want to grow", especially the force of more than 5 million individual business households due to constraints and concerns about regulations and procedures...
In order to truly resolve and remove bottlenecks and promote the potential and strength of the private economic sector in the coming time, he emphasized the need to create a spirit of innovation, new momentum and excitement in the whole society about the rise of the economy, considering this a historic opportunity that cannot be delayed any longer to do this.
Second, it is necessary to identify promoting reform and perfecting institutions as the core factor, playing a leading and consistent role in creating a breakthrough in the development of the private economic sector in the coming time. In particular, it is necessary to carry out a revolution in improving the investment and business environment quickly, creating favorable conditions and the most open environment for all economic sectors, including the private economy, to develop, eliminating barriers to entry and exit from the market; creating favorable and equal access conditions for the private economy with other economic sectors in terms of resources, especially capital, resources and data resources...
Third, build clear development strategies for groups of entities in the private economic sector, from large to medium and small enterprises, as well as individual business households.
Fourth, promptly issue the Politburo's Resolution on private economic development, with specific tasks, solutions, and mechanisms for inspection, supervision, and handling of implementation.
Finally, the business community, entrepreneurs and associations representing the business community and entrepreneurs must further promote dynamism, creativity and proactively participate actively in the process of building the Party's guidelines and policies, the State's mechanisms, policies and laws to work with the Party and the State to build a modern and healthy business investment environment, helping the whole country and the business community to develop.

Dr. Can Van Luc, Economic Expert, Member of the National Financial and Monetary Policy Advisory Council, analyzed that Vietnam's private economy is a non-state economy, consisting of three main components: Private enterprises, Individual enterprises and Collective economy (cooperatives). At the 6th Party Congress in 1986, the private economy was officially recognized as an economic component of the socialist economy.
Experts emphasize remarkable data: It is estimated that there will be 5.2 million non-agricultural business households by the end of 2024 (by the end of 2020, the average business capital of business households has tripled compared to 2007; asset size has increased 2.8 times); of which, there are still 3.1 million unregistered business households!
The private sector contributes 85% of jobs in the economy, of which private enterprises attract 9.1 million workers; business households have 9.1 million workers; and cooperatives have 163,000 workers.

Inadequacies affecting private economic development
Dr. Can Van Luc pointed out the main shortcomings and inadequacies of current private economic development:
Firstly, the private economy has not achieved many goals and targets according to Resolution 10/NQ-TW (2017) and Resolution 45/2023/NQ-CP; many private enterprises and business households have not "grown up"; their contribution to GDP is still only around 50%, from 47.2% in 2005, or 50% since 2011. Next, the scale of private enterprises is still small, their competitiveness, quality of human resources, technology level, and level of participation in the global value chain are still limited...
“In addition, private enterprises face difficulties in accessing land, capital, technological innovation, and key national programs/projects. Private enterprise governance is still limited, operations are mainly based on experience, lack of training, and few people have professional degrees. The digital transformation and green transformation process is still slow. The contribution of business households to the state budget is still limited…”, Dr. Can Van Luc commented.
Causes of limitations
Regarding the causes of these limitations, Dr. Can Van Luc pointed out 3 objective causes, including: The world and domestic economy still faces many difficulties due to the impact of epidemics, conflicts, trade-technology competition, supply chain disruptions, trade protection, natural disasters, floods; Increasing competitive pressure from multinational corporations and foreign enterprises; Stricter regulations and standards on greening, environmental protection, origin...
Along with that are 7 subjective causes, including: The thinking, awareness and viewpoint of the management agency are still incorrect and not standard; The investment and business environment still has many limitations and is not truly equal (between small and medium enterprises and large enterprises, private enterprises and state-owned enterprises...);
“In addition, the process of converting business households into micro-enterprises still has many complicated procedures and no support mechanism. The thinking, vision, knowledge, management and initiative of businesses and business households are still limited. Financial, technological and human resources are still limited compared to the requirements for investment and development. The ability to connect between business sectors, between large private enterprises and small and medium enterprises is still weak. There is a lack of connection between businesses and innovation support organizations, research institutes, training institutes…”, Dr. Can Van Luc clearly stated.

8 "breakthrough" recommendations and solutions
To solve the above shortcomings, Dr. Can Van Luc presented a group of 8 solutions: First, it is necessary to unify and be consistent in the "breakthrough" thinking; change the viewpoint and awareness of the role and position of the private economic sector; consider this sector as the most important driving force in economic growth, the core force in the socialist-oriented market economy.
Next, the State needs to accelerate the completion of institutions, create a favorable, healthy, and equal investment and business environment among economic sectors, and pay close attention to the implementation stage.
Business households need to promote the process of transforming into micro-enterprises. The State facilitates the process of accessing land, finance, and new technology. Quickly release resources that are being suspended, stagnant, and wasted; Strengthen information and communication about the role of the private economy, about the Party and State's policies and guidelines, market information, partners, forecasts, context, etc.;
Along with that, build and standardize information, statistics, and reports on economic sectors in general and the private economy in particular to serve the process of decision-making, governance, and national management.
Private enterprises and business households themselves need to innovate their management thinking, become more systematic, transparent, have more vision and strategy; especially always be aware of and act in line with business ethics, social responsibility and the rule of law.
Private economy has the mission to solve human development problems.
Speaking at the workshop, Associate Professor, Dr. Tran Dinh Thien, former Director of the Vietnam Economic Institute, particularly emphasized the role of the private economy in the new period. According to him, within the common mission of the market economy, the private economy is the fundamental and decisive force; at the same time, it is also the main force that creates material wealth; creates development capacity for people, including science and technology or advanced production forces. In addition, the private economy also creates a global economic system.

“The market economy with the decisive force being the private economy has the mission of solving the development problems of humanity,” Associate Professor, Dr. Tran Dinh Thien emphasized.
Citing examples of private economic development in a number of countries and territories in Asia, Associate Professor, Dr. Tran Dinh Thien noted that the private economy must be supported, facilitated, and guided by the State to “create the backbones and ‘faces’ of strong competition in the world”. Here, the State’s supporting and creative role is extremely important.

To do this, he suggested that it is necessary to liberate viewpoints, change from thinking to regimes and policies; thereby helping the private economy truly become a lever for a prosperous society. In addition, it is necessary to have a strategy to develop the Vietnamese business force, which requires businesses to have new capacities and qualities, especially creativity. There must be new legal systems to encourage businesses.
On their part, private enterprises cannot just sit and wait but need to act together and move forward together.
Calm, scientific, correctly assess the situation, contribute to promoting private economic development
Presenting his views at the workshop, Dr. Nguyen Duc Kien, former Head of the Prime Minister's Economic Advisory Group, said that according to statistics, Vietnam currently has nearly 1 million private enterprises, 5 million individual business households (excluding farming households), contributing more than 50% of GDP, creating more than 40 million jobs (accounting for about 82% of the total number of workers in the economy).

However, the development of the private economic sector has not met expectations. Dr. Nguyen Duc Kien gave two main reasons:
Firstly, on the State side, the management apparatus of ministries and local governments has not really been innovated to follow the socialist-oriented market economy model; the management of ministries is still heavily dependent on the mechanism of asking for and giving, directly intervening in the management and capital mobilization of enterprises. In addition, the provincial state management apparatus, which represents the state and holds important resources for the country such as land, is still managed in the form of asking for and giving without taking the management goal of efficiency and development of the country.
Even the Ministry of Planning and Investment (formerly the governing body of the General Statistics Office) does not officially announce specific contributions but only announces the non-state economic sector in general, making policy making often vague and non-specific, reducing the effectiveness of the State's support policies.
Second, in the non-state economic sector, the majority are small, micro-enterprises and individual business households, so production and business efficiency and the ability to participate in the product value chain are low. Only a few enterprises have reached national and regional scale such as VinGroup, Sun Group, Hoa Phat, Thaco Truong Hai, etc.

According to Dr. Kien, the main reason is that businesses are all family-based, have outdated management methods; limited capital mobilization capacity; and lack of knowledge and human resources to grasp and absorb new technology.
Dr. Nguyen Duc Kien also proposed a number of solutions, including: Building and organizing the implementation of the Resolution, emphasizing the need for innovation in the organization and implementation; promoting investment environment reform.
“The most important thing is to change society’s perception of the private economy, in which the State must have a more open view and must be responsible for protecting businesses and entrepreneurs from unjust public opinion. But businesses themselves must abandon informal thinking and implement modern corporate governance,” Dr. Nguyen Duc Kien emphasized.

Speaking at the workshop, Mr. Nguyen Quoc Ky, Chairman of the Board of Directors of Vietravel, said that he was particularly impressed with the solution of transforming from a management government to a service government proposed by General Secretary To Lam. This expert also said that to have a service government, first of all, we must change the perception, especially among those working in management.
"We need to launch a major campaign within the Party with the policy of shifting from a management mindset to a service mindset to ensure practical implementation," Mr. Ky proposed.
In addition, Mr. Ky also said that it is necessary to reform institutions and mechanisms continuously, strongly, with a roadmap, and with transparent division of responsibilities. Competent agencies must also study very carefully before issuing new mechanisms and policies related to the private economy.
Giving his opinion, Mr. Nguyen Quoc Ky said that the Government needs to develop a detailed and clear roadmap with specific KPIs; strengthen supervision through KPIs. Support for businesses needs to be timely, ensuring fairness in policies. The Government is also considering the establishment of specialized central-level teams for effective and consistent implementation, avoiding unnecessary multi-level and multi-sector implementation.
Private enterprises also need to proactively innovate, invest heavily in technology; consider technology as a leading factor; conduct governance in a transparent and responsible manner; expand the cooperation chain. Enterprises and the Government need to have regular and periodic dialogues; strengthen public-private partnership (PPP).
In particular, Mr. Ky proposed that it is necessary to change perceptions and assign roles to design policies in the direction of a "three-legged stool", in which the State Economy plays a key role instead of the current three-level thinking.
Create equality for the private economy to access specific real estate

Mr. Tin affirmed that if the application was applied, the government would be the fastest way to create an immediate impact on the business environment in Vietnam.
Finally, the Chairman of the Business Federation of Binh Duong province proposed that it should be focused on education, considering this as a leading national policy and mobilizing all resources in society to develop education, turning human resources - the most valuable resources of the country more than 100 million people into value.

"In order to promote growth and sustainable development, we need to focus on the three main pillars of the economy," Mr. Trinh Tien Dung shared.
