Attending the conference were comrades: Secretary of Lao Cai Provincial Party Committee - Dang Xuan Phong, Secretary of Lai Chau Provincial Party Committee - Giang Pao My, Secretary of Dien Bien Provincial Party Committee - Tran Quoc Cuong and comrade Hoang Minh Son, Consul General of Vietnam in Kunming. Delegates from Dien Bien province included members of the Provincial Party Committee Standing Committee: Pham Duc Toan, Permanent Vice Chairman of the Provincial People's Committee; Pham Khac Quan, Head of the Provincial Party Committee's Organization Committee; Chu Xuan Truong, Head of the Provincial Party Committee's Internal Affairs Committee and representatives of leaders of a number of departments, branches and localities.
Speaking at the conference, on behalf of the delegation of Vietnamese provinces, Comrade Nguyen Manh Dung, Acting Secretary of the Ha Giang Provincial Party Committee, emphasized: Vietnam and China have a long-standing tradition of friendly relations, which have always been nurtured and achieved great and profound achievements in all fields. Regarding foreign affairs, Vietnam considers developing relations with China a strategic choice and top priority in its foreign policy of independence, self-reliance, peace, cooperation and development. The official visit to China by General Secretary of the Communist Party of Vietnam Nguyen Phu Trong taking place at the end of 2022 is a particularly important event for the two countries. This is the first foreign visit of General Secretary Nguyen Phu Trong after the 13th National Congress of the Communist Party of Vietnam; the first highest foreign leader that the Central Committee of the Communist Party of China, General Secretary and President of China Xi Jinping welcomed right after the 20th National Congress of the Communist Party of China. In 2023, the relationship between the two Parties and two countries will continue to develop positively with an important and historic event, the visit to Vietnam by General Secretary and President of China Xi Jinping in December 2023, which received attention and positive evaluation from public opinion of the two countries and the international community.
Assessing the results of cooperation over the past time, the provinces of Ha Giang, Lao Cai, Lai Chau, Dien Bien - Vietnam and Yunnan province - China were pleased to see that the common perceptions reached at the 3rd Annual Conference in 2023 have been promoted and implemented by the 4 provinces of Vietnam and Yunnan province - China and achieved important results, in all fields: Exchange, cooperation and direct delegation exchange activities between sectors, levels, and associations of the two sides have been comprehensively promoted; cooperation in border management, traffic connection; cooperation in developing border gates and openings; cooperation in managing cross-border labor; cooperation in culture, sports and tourism; agricultural cooperation... Especially in economic and trade cooperation, the parties have focused on directing competent agencies to promote trade, facilitate customs clearance, remove difficulties in import and export activities, especially agricultural products of Vietnam; Do a good job of coordinating inspection, control, and traffic flow regulation, ensuring that import and export activities are smooth and uninterrupted. The two sides continue to coordinate in organizing trade and tourism fairs in border areas. Vietnamese provinces actively participate in the 7th China-South Asia Expo and the 27th Kunming Import and Export Trade Fair, and the 2023 Mekong River Economic Corridor (GMS) Governors' Forum held in Kunming City. The total import and export turnover between the 4 border provinces of Vietnam and Yunnan Province in 2023 will reach about 2.34 billion USD.
In order to promote the results achieved in the past time, further promote the potential and advantages of the localities, supplement the advantages, promote the exchange and cooperation between the 4 border provinces of Vietnam and Yunnan province - China to develop and become more substantial, the Secretaries of the Provincial Party Committees of the provinces discussed and proposed the contents of exchange and cooperation that need to be promoted in the coming time and reached a very high consensus, that is: In 2024 and the following time, the provinces continue to thoroughly implement the common perceptions reached between the senior leaders of the two Parties and the two States of Vietnam and China, especially the "Joint Statement of Vietnam - China on continuing to deepen and elevate the Comprehensive Strategic Cooperative Partnership, building a Community of Shared Future of Vietnam - China of strategic significance"; maintain and promote more effectively the Annual Conference Mechanism between the Provincial Party Secretaries and the Joint Working Group Meetings between the 5 provinces; Strengthen friendly exchange activities; strengthen economic, trade and investment cooperation; accelerate cross-border e-commerce cooperation; strengthen cooperation in border gate development and traffic connection; cooperate in border management and cross-border labor management; promote cultural, sports and tourism exchanges and cooperation; continue to implement exchanges and cooperation in training officials, agriculture, forestry, science and technology, health, environmental protection, justice and finance.
The Secretaries of the Provincial Party Committees of the five provinces also agreed that the annual conference between the Secretaries of the Provincial Party Committees of Ha Giang, Lao Cai, Lai Chau, Dien Bien and the Secretary of the Yunnan Provincial Party Committee has actively contributed to promoting the relationship between the two Parties, the two countries and the people of Vietnam and China in the past and will continue to develop in the coming time. At the same time, they believe that, with the support of the Party Central Committee, the Government, the Central External Relations Commission, the Ministry of Foreign Affairs and the central ministries and branches of the two countries, together with the great efforts and determination of the five provinces, the exchange and cooperation between the two sides will continue to be effectively implemented, contributing positively to socio-economic development, bringing practical benefits to the people of both sides, contributing to deepening the content of the Vietnam - China Comprehensive Strategic Cooperative Partnership.
Speaking at the Conference, Comrade Tran Quoc Cuong, Member of the Party Central Committee, Secretary of the Dien Bien Provincial Party Committee emphasized: The meeting mechanism between the Provincial Party Secretaries has continued to promote and enhance the effectiveness of the friendly and cooperative relations between the four northern provinces of Vietnam and Yunnan Province - China, contributing to the implementation of important common perceptions reached between the leaders of the two Parties and the two States of Vietnam and China; especially the " Joint Statement of Vietnam - China on continuing to deepen and elevate the comprehensive strategic cooperative partnership, building a community of shared future of Vietnam - China of strategic significance " . To continue to expand and enhance the effectiveness of the friendly and cooperative relations in the coming time, the Provincial Party Secretary proposed a number of important contents such as: Proposing Yunnan Province to coordinate in completing legal procedures, reporting to competent authorities for approval to upgrade the A Pa Chai - Long Phu opening into a bilateral border gate; Invest in building infrastructure in the Long Phu Border Gate area, meeting the criteria of a bilateral border gate. Promote the construction of projects to renovate and expand the yard of the border marker at the intersection of the three countries of Vietnam - Laos - China. Request universities in Yunnan province to provide scholarship programs for master's and undergraduate training for officials, students in the fields of education, health, agriculture, and finance; organize short-term training courses in Chinese for officials of Dien Bien province; coordinate with Dien Bien province to build international tourist routes Dien Bien - Yunnan - the northern provinces of Laos and the northern provinces of Thailand; implement the contents signed in the Memorandum of Understanding on cooperation in the field of health and medicine; encourage and create favorable conditions for businesses of both sides to research and cooperate in investment, contributing to the development of the local economies of both sides; Promote trade and service promotion activities, create conditions for businesses and traders of both sides to attend international trade fairs...
To acknowledge the results of the Conference, the parties agreed to jointly sign the “Minutes of the 4th Annual Conference between the Provincial Party Secretaries of Ha Giang, Lao Cai, Lai Chau, Dien Bien and the Provincial Party Secretary of Yunnan; witnessing the authorities, agencies, units and localities of the two sides signing cooperation documents in many fields. At the same time, it was agreed that the 5th Annual Conference will be held in 2025 in Lai Chau province - Vietnam.
