Sir, what is special about the 9th Global Conference of Young Parliamentarians taking place in Hanoi and what is its significance to Vietnam's parliamentary diplomacy?

This conference is the most important multilateral parliamentary diplomacy event held in Vietnam in 2023. In particular, the conference will mark the 8th anniversary of the Hanoi Declaration on the Sustainable Development Goals (SDGs) adopted by the Inter-Parliamentary Union at the 132nd IPU Assembly, also hosted by the Vietnamese National Assembly.

The theme “The role of youth in promoting the implementation of sustainable development goals through digital transformation and innovation” is both topical and oriented towards the future of sustainable development globally. The conference is an opportunity for young parliamentarians from IPU member parliaments to discuss parliamentary actions to promote the role of youth in accelerating the implementation of sustainable development goals through digital transformation and innovation.

For Vietnam, this is an extremely important conference of parliamentary diplomacy, aiming to practically implement the foreign policy of the 13th National Party Congress, Resolution No. 34-NQ/TW of the Politburo on "Some major orientations and policies to implement the foreign policy of the 13th National Party Congress", Directive No. 25-CT/TW of the Secretariat of the 12th Party Central Committee on promoting and elevating multilateral diplomacy to 2030 and the Strategy for developing Vietnamese youth for the period 2021-2030. According to him, how are the roles and responsibilities of Vietnamese youth in general and young National Assembly deputies in particular affirmed through this conference? Hosting this important event continues to affirm the active, proactive and responsible participation, promoting the role and position of the Vietnamese National Assembly at the IPU - the largest multilateral parliamentary organization in the world; one of the oldest multilateral organizations in the world. At the same time, taking on the role of host of the conference shows the care and concern of our Party and State for the young generation. The trust and creation of all conditions for the youth in general and young National Assembly deputies in particular to promote their roles and responsibilities, actively participate in the development of the country; join hands to solve global challenges, participate in building a peaceful and prosperous world. The conference is a great opportunity for us to convey to international friends about Vietnam's foreign policy; strengthen diplomatic relations between Vietnam and many important partners, especially parliamentarians, the young generation of leaders of countries; promote the achievements of Vietnam's innovation, about the cultural traditions, the country, and the people of Vietnam... Could you share the message that Vietnam wants to send to young parliamentarians as well as international friends through this conference? Through the main theme of the conference and thematic discussions, member parliaments and governments of all countries affirmed that digital transformation and innovation are inevitable trends, helping to accelerate and be fairer for each country and each citizen globally so that no one is left behind. These are also Vietnam's top priorities today towards the two 100-year aspirational goals set by our Party at the 13th National Congress. In fact, the progress of SDGs implementation is still too slow, with only 12% of SDGs being implemented in the right direction, while 50% are deviating at a moderate or serious level... Through the conference, Vietnam hopes that young IPU parliamentarians, who are politicians closest to young people - those who are knowledgeable about science and new technology, as future leaders, need to join hands to promote the implementation of SDGs through digital transformation and innovation. What do you think will be the significance of the Conference Declaration when it is adopted? Recently, the subcommittees of the Conference Organizing Committee have worked closely with the IPU Secretariat to draft the Conference Declaration. The steps that young parliamentarians and parliaments can take to promote science and digital transformation to achieve the SDGs include: promoting education for young people, prioritizing digital skills, science and other tools for the future of work; strengthening the relationship between the scientific community and parliaments to create more space for science to contribute to peace and sustainable development... We are ready to become companions with the mission of harnessing the power of technology and innovation to serve the sustainable development goals, in a responsible manner and leaving no one behind, especially future generations. We will stand together to keep the promise in the Hanoi Declaration 2015 and respond to the urgent call of the 2030 Agenda. Thank you.
