The Provincial Party Secretary emphasized: In the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, which has just been approved by the Prime Minister, the development of cultural and tourism industries is clearly identified as a spearhead. The goal by 2035 is to turn Ninh Binh province into a centrally-run city with the characteristics of a "Millennium Heritage City" and a creative city. Speaking at the meeting, Mr. Tong Quang Thin, Standing Vice Chairman of the Provincial People's Committee, gave an overview of the province's geographical location, history, culture, and outstanding achievements in socio-economic development. The Provincial Planning also identifies tourism and cultural industry as spearheads, industry as driving force, and agriculture as a pillar; this is the province's strategic vision. The province's orientation for cultural industry development has identified 10 core contents, including film studios and cinema.
The Standing Vice Chairman of the Provincial People's Committee emphasized: The ancient capital of Hoa Lu has a thousand years of history with many tangible and intangible cultural heritages, craft villages, especially the system of historical relics throughout the history of building and defending the country of the nation. This will be an important material for building cinematic works, especially historical films. Those materials have inspired film crews to film many scenes in many famous films such as: Thien Menh Anh Hung, Tam Cam, Kong (Skull Island) ... Based on the existing foundations, Ninh Binh hopes that the Association will advise, shape specific directions, support and promote the construction of film studios and films. On the side of the province, it is ready to build mechanisms and policies to create the most favorable investment environment to attract filmmakers to Ninh Binh, in order to promote the development of cultural industries, including the film industry. The development of cultural industry, including cinema, is not only meaningful to Ninh Binh province but also has national significance.
At the meeting, Dr. Ngo Phuong Lan, President of the Vietnam Cinema Promotion and Development Association, expressed her emotion at the warm, open and respectful reception of the provincial leaders for the delegation and was especially impressed with the determination and strategy of the province in building the cultural industry, including the film industry.
Dr. Ngo Phuong Lan shared: Ninh Binh has all the cultural and natural conditions to make films and build film studios in the future, especially ancient film studios.
Regarding the issue of film production for tourism development, Dr. Ngo Phuong Lan said that the province needs to consider and calculate carefully, because it is necessary to research and invest in order to have good scripts, build successful films with widespread influence to be successful in attracting and promoting tourism. It is necessary to study the feasibility to focus on investing in films with key points and in depth to be successful. On the other hand, it is necessary to organize specialized events about films filmed in Ninh Binh to initially activate and create a premise for building and producing films in the coming time.
The Chairman of the Vietnam Cinema Promotion Association also suggested signing a memorandum of cooperation to have close and specific coordination between the province and the Association. With a frank and open spirit, the delegates consulted, discussed and suggested many contents for Ninh Binh to shape the issues that need attention in building the cultural industry and the film industry. The delegates paid special attention to how Ninh Binh can build specific mechanisms and policies, competitive positions in the film industry, build film studios, especially issues related to human resources and service activities in the film industry. In addition, it is necessary to pay attention to specific support in terms of administrative procedures, along with building a project to develop the province's film industry in the coming time.
Speaking at the meeting, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, said: In the recent past, Ninh Binh has organized many seminars and conferences, but this is the first time the province has had a working session and consulted experts on building the film industry. Therefore, the meeting is very important, the opinions exchanged by the Association suggest many issues for Ninh Binh in developing the cultural industry, especially the film industry. Based on listening to the opinions of experienced experts in the field of film, Ninh Binh province will calculate and consider building specific content on the development of the cultural industry, the film industry, and the construction of film studios in the Resolution documents of the upcoming Provincial Party Congress.
He also affirmed that the upcoming resolution of the Provincial People's Council will pay more attention to this content based on the submission and project of the Provincial People's Committee on the development of cultural industry and film industry. The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also paid attention to the issue of resource allocation, especially the synchronous direction and determination of the entire political system for implementation.
At the meeting, Secretary of the Provincial Party Committee Doan Minh Huan agreed that the development of cultural industry, including the film industry, cannot be separated from the motto of valuing both art, entertainment and commerce. Ninh Binh determined to develop cultural and entertainment industry along with tourism, to do so, there must be a unified perception in the political system. From there, the locality will have to calculate the story of mechanisms, policies, and resource allocation so that the mechanism is favorable, with enough resources for the development of cultural industry, promoting the development of the film industry. He also stated that the desire is great but the resources are limited, so the province will consider choosing a number of points to start such as building a project to develop cultural industry, building film studios, and the film industry. In which, a separate resolution will be built as a basis to promote this activity. The province will promote the signing of cooperation with the Association. Promote the development of Vietnamese cinema, with a specific roadmap and tasks to be done, based on the assessment of both sides. In addition, the province will organize an interdisciplinary information conference as a basis for the restoration and construction of film studios. Through the meeting, the province hopes that the Association will support, accompany and advise the province to successfully carry out activities related to the film industry.
