On January 8, the Government held a conference to review the work in 2024 and deploy the tasks in 2025 of the Government and local authorities to unify and evaluate the achieved results, discuss, clarify and propose solutions to successfully implement the tasks in 2025 with breakthrough and key issues.
The conference was attended by General Secretary To Lam; President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man. Quang Ninh province attended the conference directly at the central bridge with comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Attending online at the Quang Ninh bridge was comrade Trinh Thi Minh Thanh, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council.
Assessing the results of socio-economic development in 2024, the conference agreed: Implementing the Resolutions and Conclusions of the Central Committee, the Politburo and the Resolutions of the National Assembly, the Government, etc., all levels, sectors and localities have resolutely, synchronously, substantially and effectively implemented the tasks and solutions set out in all fields; focusing on closely monitoring the international and domestic situation, promptly having policies to immediately handle newly arising issues.
Thanks to high determination, great efforts, and drastic actions, in 2024, Vietnam achieved and exceeded all 15/15 important targets. Many indicators and indexes on growth, economic scale, GDP per capita, inflation, labor productivity, enterprises, FDI attraction, culture, social security, employment, people's lives, etc. recorded outstanding results, highly appreciated by the people and the international community.
From practical leadership and management, the Government has drawn five valuable lessons. The most important of these are the lessons of solidarity of the entire Party, people, nation, and international solidarity, and the lessons of grasping the situation and responding proactively, promptly, flexibly, and effectively with policies.
Regarding the key tasks of 2025 - a year of extremely important significance, with many major events of the country taking place, the tasks set are extremely heavy, requiring "acceleration and breakthrough" to create a premise for implementing the socio-economic development plan for the period 2026-2030.
With the theme "Discipline, responsibility; proactive and timely; streamlined and effective; accelerating breakthroughs", the Government will focus on directing the synchronous implementation of resolutions and conclusions of the Party and the National Assembly, focusing on 3 strategic breakthroughs, 6 key tasks, 12 main groups of solutions and 185 specific tasks. The goal is to prioritize promoting growth, maintaining macroeconomic stability, ensuring major balances of the economy; perfecting institutions and laws; developing infrastructure; digital transformation, green transformation, circular economy; developing culture, ensuring social security, improving people's lives... In particular, the determination is to achieve a growth rate higher than 8%; the consumer price index (CPI) increases by an average of about 4.5%; the poverty rate according to the multidimensional poverty standard decreases by about 0.8-1%.
In Quang Ninh, contributing to the overall results of the whole country, in 2024, the province also promoted the spirit of solidarity, self-reliance, overcoming difficulties, achieving important results in all fields. The economic growth rate reached 8.42%, ranking 6th in the Red River Delta; total state budget revenue reached 53,866 billion VND, exceeding the central estimate; total social investment capital reached 109.4 trillion VND, up 10% over the same period in 2023; the economic scale reached 347,534 billion VND, ranking 7th in the country. Quang Ninh is among the top 5 provinces in the country in attracting FDI with a total capital of 2,877.8 million USD; attracting an estimated 19 million tourists, with 3.8 million international visitors, accounting for nearly 20% of the total international visitors of the country.
In 2025, Quang Ninh province takes the theme of the year as "Breakthrough in economic development, creating momentum for the new term", setting the target of GRDP growth rate reaching over 12%; total state budget revenue in the area is not less than 57,330 billion VND. Social security work, improving people's quality of life are ensured, focusing on implementation...
Speaking at the conference, General Secretary To Lam emphasized: The convincing figures and results in 2024 can confirm that we have successfully and comprehensively achieved socio-economic development goals in a context full of "big waves and strong winds", even at times "storms" at the national, regional and international levels.
The General Secretary acknowledged, congratulated and commended the Government, Party committees at all levels, authorities, organizations, business communities, people... for the achievements that have been made, creating a new foundation, motivation, new spirit, new mindset for implementing the goals and tasks of 2025 and the 5-year plan 2021-2025; creating momentum for the goal of comprehensively completing and exceeding the targets and plans set by the 13th National Party Congress, especially the goal of 100 years under the leadership of the Party and 100 years of the founding of the country.
Regarding the tasks for 2025, the General Secretary requested that there must be a unified awareness and action on the urgency of continuing to carry out economic innovation, and be more decisive, drastic, revolutionary, and comprehensive in economic management to firmly enter an era of prosperity, wealth, and development.
It is necessary to prioritize streamlining the political system's apparatus in the direction of "Refined - Lean - Strong - Effective - Effective - Efficient"; enhance the initiative, creativity, self-reliance and accountability of authorities at all levels, especially the leaders. In particular, abandon the mindset of "if you can't manage, then ban", promote the method of "management by results", innovate budget allocation according to output results and shift from "pre-inspection" to "post-inspection", creating new space and development momentum. It is necessary to promote institutional breakthroughs, promote market principles in resource mobilization and allocation, eliminate the "ask - give" mechanism and the subsidy mindset. At the same time, promote the strength of the people and all economic sectors by building an effective, dynamic administration and a safe, transparent, low-cost, international-standard investment and business environment to promote the spirit of entrepreneurship and enrichment...
Concluding the conference, Prime Minister Pham Minh Chinh affirmed: The Government is committed to upholding the spirit of solidarity, unity and responsibility before the Party, State and People, determined to strive to successfully implement the 2025 plan with the motto "Discipline, responsibility; proactive and timely; streamlined and effective; accelerating breakthroughs".

2025 is the final year of the 5-year Plan 2021 - 2025, so it is necessary to review the targets and tasks of all 5 years to promote and do better with the targets that have been achieved and exceeded; make efforts to complete the targets that have not been achieved to strive for the highest level. In which, priority is given to promoting growth associated with macroeconomic stability, controlling inflation, ensuring major balances of the economy. Develop scenarios to achieve growth targets, focusing on renewing traditional growth drivers; create breakthroughs to promote new growth drivers, new and advanced production forces. It is necessary to develop breakthrough policies to mobilize social resources, effectively exploit resources from enterprises, strongly develop private enterprises...
