Complete 600 billion traffic project in 2023

According to information from the People's Committee of Hai Phong City, the project to renovate and upgrade National Highway 37 through Hai Phong City (National Highway 37 Project) was approved by the Ministry of Transport. After that, the Hai Phong Department of Transport was assigned as the investor with a total investment after adjustment of nearly 630 billion VND from the central budget.

The project has a total length of more than 15 km, passing through communes of Vinh Bao district, Hai Phong city. The starting point connects with the National Highway 37 improvement and upgrade project passing through Thai Binh province, the end point connects with the National Highway 37 improvement and upgrade project passing through Hai Duong province.

Before implementing the project, the representative of the Ministry of Transport informed Hai Phong voters that due to the importance of trade in goods and travel services for people in the 8 provinces and cities that National Highway 37 passes through, the Ministry of Transport proposed and was approved by the Government to prioritize capital allocation to implement 3 projects to renovate and upgrade National Highway 37 through Hai Phong City, Hai Duong Province and Thai Binh Province.

The project to renovate and upgrade National Highway 37 through Tan Hung Commune, Vinh Bao District, Hai Phong City has been basically completed.

At the end of 2021, the National Highway 37 project through Hai Phong City was officially started in the joy and excitement of the people of Vinh Bao District, Hai Phong City. They expect the project to become one of the important pieces to complete the intra-regional and inter-regional transport system, thereby creating a "push" to promote local socio-economic development, pushing poverty further away in the rice fields.

According to Mr. Pham Ngoc Hieu - Director of the Land Fund Development Center of Vinh Bao District, Hai Phong City, due to the importance of the National Highway 37 Project, in recent times, Vinh Bao District has focused on site clearance as well as creating favorable conditions for construction contractors.

In addition, the leaders of Hai Phong City People's Committee regularly inspect and remind investors and contractors to ensure progress according to plan, Vinh Bao district performs well in site clearance and construction protection. In addition, listen and promptly remove difficulties and obstacles in both construction and site clearance.

Thanks to that, the 11.627 km length of the National Highway 37 Project from Cao Minh Commune to Vinh Long Commune (in Vinh Bao District, Hai Phong City) has been basically completed. However, the additional section with a length of 3.63 km through 4 communes: Tam Cuong, Cao Minh, Vinh Long and Thang Thuy (in Vinh Bao District), as of October 4, 2023, the value of the completed construction volume by the contractor has only reached 14.5% of the contract value.

Meanwhile, according to the plan, by the end of August 2023, the investor must complete and put the entire National Highway 37 Project, including the additional section, into use. The main reason for the project's delay is that the site clearance work has encountered many difficulties and obstacles.

According to the report of Vinh Bao District People's Committee, by early October 2023, the locality had not yet completed site clearance for more than 60 cases in Thang Thuy and Vinh Long communes as well as land of 3 units within the scope of recovery to serve the National Highway 37 Project, and there were still some problems in moving graves.

Faced with this situation, at the project progress inspection in early October 2023, Mr. Nguyen Duc Tho - Vice Chairman of Hai Phong City People's Committee, gave specific instructions to promptly remove difficulties and obstacles in site clearance work of Vinh Bao district.

Accordingly, the People's Committee of Vinh Bao district focused on site clearance for 59 households in Vinh Long commune. Regarding the problem of moving graves in Vinh Long commune, Vinh Bao district coordinated with departments and branches of Hai Phong city to find land suitable for the planning and the investor to apply and arrange funds to move the graves to the planned area.

Along with focusing on site clearance, Mr. Nguyen Duc Tho requested the investor of the National Highway 37 Project to direct the contractor to arrange appropriate equipment and human resources to complete the construction of areas that have been handed over clean land to complete and put the entire project into use in 2023.

To promote the effectiveness and benefits of the National Highway 37 Project, Mr. Nguyen Duc Tho - Vice Chairman of Hai Phong City People's Committee noted that Vinh Bao district should have a plan to effectively use the land fund on both sides of the road to serve the socio-economic development goals of the locality. At the same time, research and consider planting trees on both sides of the road to create a landscape .
